SAN DIEGO (KGTV) — While many San Diego County voters will be returning their mail-in ballot via the postal service, many will also utilize official drop-off locations throughout the county.Voters can choose from 126 official sites, including 79 different library locations throughout the county and the Registrar of Voters, from Oct. 6 to Nov. 3. SAN DIEGO (KGTV) - UC San Diego Health unveiled a drone pilot program they are a part of, testing flights containing sensitive medical samples and documents.The idea is to skip over traffic on the ground. "Unfortunately traffic seems to get worse and worse every year so what we're really trying to do is find alternatives for doing that," Matthew Jenusaitis, Chief Administrative Officer at UC San Diego Health said.San Diego is one of nine cities in the country testing the FAA's Integration Pilot Program."So the goal is to establish how the FAA is going to monitor a lot of their drone flights as we move forward," James Killeen, Emergency Medicine Physician and Professor of Emergency Medicine, said. He said this will help determine how other private delivery companies, like Amazon, will operate drones.This drone is three feet by three feet and carries a small UPS box. "The package itself is specially designed, impact resistant, temperature controlled... The container is locked, so only special people can open it," Killeen said.The drone is also equipped with a parachute.The program received FAA certification and authorization and will use low risk flight paths for the deliveries.They worked with the military on how to safely flhy their drone and established a ceiling of 300 feet.The flights themselves are completely automatic.The future, Jenusaitis said, is limitless, "we could potentially be using this to fly samples from our clinic 20 miles away from here, in Rancho Bernardo, to the hospital."Currently they are flying dummy samples. In the coming weeks they will fly medical samples from volunteer patients.There are no cameras on the drones, to ensure privacy of those on the ground. SAN DIEGO (KGTV) — Two teens are dead after a car reportedly struck a freeway guardrail in Mission Valley, before flipping over into an embankment and bursting into flames.Witnesses told CHP they saw a car speeding on the ramp from westbound Interstate 8 to southbound State Route 163 just after 3 a.m. Saturday. The car hit a guardrail and flipped over the edge of the freeway and fell down onto an embankment below, CHP says.By the time authorities arrived on scene, the vehicle was on fire.Three of the four occupants, including the driver, were pulled from the wreckage and taken to a nearby hospital. Officers tried to pull the fourth person from the vehicle, but say flames overtook the car.After the Medical Examiner arrived to help retrieve the fourth person, they said a second body was found in the charred wreck. It was unclear it the fifth occupant was killed in the crash or fire.The two victims were described as being 15 years old.CHP said they suspect drugs or alcohol may have been a factor in the crash. Because of that, the driver could be charged with manslaughter, CHP says.The crash closed the onramps from southbound SR-163 to westbound I-8 and WB I-8 to SB SR-163. CHP was unsure how long the closures would be in place. 1252

SAN DIEGO (KGTV) -- With a shortened and fanless baseball season underway, there is still confusion and legal challenges over refunds for tickets.Sydnie Gallegos lives in San Diego, but she is a loyal Dodgers fan. Every year, she and moe than a dozen of her family members see a game live at Dodgers Stadium. “We do it once a year, every year, for the last six years,” Gallegos said.Gallegos, like so many others, were left in the dark wondering what to do about tickets they bought.Her family bought tickets to a July 4th game back in March. “It was for 15 of me and my family members. That’s over ,400 just in tickets,” Gallegos said.Although Major League Baseball announced refund policies in April, Gallegos said they didn’t hear anything until July. They received an email from the Dodgers, offering ticketholders “with an account credit for all 2020 tickets and parking (plus applicable fees).”The team also added a 10 percent bonus credit, which could be applied for the 2021 season. A spokesperson for the Padres also said they’re also offering fans a refund or use their credit towards the 2021 season.Despite refunds now being issued to fans, a class action lawsuit over the issue continues. Several ticket buyers sued Major League Baseball, the teams, as well as StubHub, Ticketmaster, and Live Nation. The attorneys for the plaintiffs said they are still moving forward with the lawsuit because they “continue to pursue their claims so that each ticket purchaser for the MLB 2020 season will receive a full refund as soon as possible.”“As the season will have no fan attendance, Defendants have no reason to keep any of the ticket purchasers’ money,” attorney Blake Yagman wrote to Team 10. 1712

SAN DIEGO (KGTV)- A new effort is underway to revive a San Diego public golf course that's falling apart.  The "Friends of Presidio Hills Golf" went before the city council Tuesday urging them to take up the issue.  Their plan is to restore the course to its former glory days.Presidio Hills in Old Town is a local golf course with a storied past and an uncertain future."It needs to be completely redone," said John Vallas, who spearheaded the proposal.The place many once called the "cradle of golf" in San Diego is now a long shot from being up to par. 578
