SAN DIEGO (KGTV) - Locals gathered in Mission Bay Saturday to protest a hotel's expansion plans which they say will complicate public parking and access.The Bahia Resort Hotel has planned a number of changes to the area surrounding the hotel, aimed at adding lawn and picnic areas. The plans for the expansion were approved by the City Council in 1994. Hotel owner Bill Evans said there have been more than 110 meetings on the subject.Hundreds of protestors paddled out Saturday with signs calling to "save Bahia Point," in opposition to the plans, which will remove a strip of public parking from the nearby beach — used by many to paddleboard or kayak in the bay.RELATED:  732

SAN DIEGO (KGTV) -- Looking around Barrio Logan, you can't miss the shopping carts, tents and camps belonging to the homeless. Residents of the San Diego neighborhood say the city is turning their community into a "homeless ghetto" - and it's time for it to stop. Tuesday night a group gathered outside the Our Lady of Guadalupe Church, calling on the city to provide "fair distribution of homeless services across San Diego.""It's unbelievable what the mayor and the City Council are doing to this area," said Father John Auther. The priest pointed to a map, asking why a nearly 370 square mile city is putting most of the homeless services in a one-quarter square mile. Father Auther says the concentration of services goes beyond the residents of Barrio Logan. It's bad for the homeless community, too. The area was hit hard by the hepatitis A outbreak.RELATED: Health officials reminding San Diegans about hepatitis A shot "Many of the homeless as we know suffer from addiction problems, alcoholism, mental illness, and what the city has decided to do is put all of them together," Father Auther said. "How will anyone get well?"Right now, city crews are working on a transitional homeless facility in the neighborhood. The facility is going up just 15 feet away from a school playground. A playground closed because of the homeless issue. "We can no longer feel comfortable, feel safe with our students down here on this playground," said Noel Bishop, principal of Our Lady's School San Diego.10News asked a few people in the homeless community two questions: 1. SAN DIEGO (KGTV) -- Memorial Day Weekend DUI arrests are down in San Diego County compared to last year, according to California Highway Patrol. In San Diego County, 42 people were arrested between 6 p.m. Friday and 6 a.m. Sunday. By this time on Memorial Day Weekend in 2018, 57 people were arrested. One person died this weekend in San Diego County due to a DUI crash, tying it with last year. Statewide, 741 people have so far been arrested for driving under the influence. By this time last year, 674 people were arrested for DUI. So far this weekend, DUI-related crashes have claimed 18 lives throughout the state compared with 14 by this time last year. 668

  

SAN DIEGO (KGTV) - Law enforcement agencies across San Diego County must comply with a new law designed to increase transparency of police misconduct.Senate Bill 1421 requires departments to release records of officer-involved shootings and major uses of force, officer dishonesty and confirmed cases of sexual assault to the public.Earlier this year several police associations in San Diego County sued to block the release of records, arguing Senate Bill 1421 doesn’t contain any express provision or language requiring retro-activity or any clear indication that the legislature intended the statue to operate retroactively.They claimed the bill eliminates the longstanding statutory confidentiality of specified peace officer or custodial officer personnel records.In March a judge ruled the bill applies retroactively to all personnel records of peace officers not only now but before January 1, 2019.The Judge ruled no records could be released before March 29 giving the unions time to appeal if they want. It does not appear any have appealed.Some agencies tell 10News they plan to start releasing records this week.10News is still waiting to hear from other local agencies about when they are planning to release records. 1238
