SAN DIEGO (KGTV) -- Officials with the San Diego Unified School District said the new school year will start online only.The district said it will look into when it may resume a physical return, but students will start the school year at home."Unfortunately, much of the research is incomplete and many of the guidelines are vague and contradictory. One fact is clear: those countries that have managed to safely reopen schools have done so with declining infection rates and on-demand testing available. California has neither. The skyrocketing infection rates of the past few weeks make it clear the pandemic is not under control," the district said.SDUSD's 2020-2021 school year will start as scheduled on Aug. 31, officials said Monday. "That assessment will be based on local measures of whether the virus is sufficiently under control, as well as progress on testing and federal action on funding," the district said.The district will be announcing more information about its online learning program on Aug. 10. The district had previously offered families an option of in-person or online distance learning.Monday's announcement comes as President Donald Trump continues to put pressure on states to open school campuses. Last week, Trump threatened to withhold federal money if schools don’t reopen in the fall.The district has said it has enough state funding to operate for the first half of the year but will rely on federal funding for the spring semester. If they don't receive federal funding, they will go to an online learning program in the spring.This is a developing story. Much has changed since that time: New research is available, additional information on school safety experiences from around the world, and updated health guidelines from state and county leaders.Unfortunately, much of the research is incomplete and many of the guidelines are vague and contradictory. One fact is clear: those countries that have managed to safely reopen schools have done so with declining infection rates and on-demand testing available. California has neither. The skyrocketing infection rates of the past few weeks make it clear the pandemic is not under control.Therefore, we are announcing that the new school year will start online only. Instruction will resume on Aug.18 in Los Angeles Unified and Aug. 31 in San Diego Unified, as previously scheduled. Both districts will continue planning for a return to in-person learning during the 2020-21 academic year, as soon as public health conditions allow.This announcement represents a significant disappointment for the many thousands of teachers, administrators and support staff, who were looking forward to welcoming students back in August. It is obviously an even greater disappointment to the many parents who are anxious for their students to resume their education. Most of all, this decision will impact our students in ways that researchers will take years to understand.Our leaders owe it to all of those impacted by the COVID-19 closures to increase the pace of their work. No one should use the delay in the reopening of classrooms as a reason to relax. The coronavirus has not taken a summer vacation, as many had hoped. Indeed, the virus has accelerated its attacks on our community.The federal government must provide schools with the resources we need to reopen in a responsible manner.In the past four months, we have provided more than 47 million meals to families, distributed more than 250,000 computers to students and trained more than 35,000 educators in online learning. In the weeks ahead, we plan to continue this breakneck pace.* The school year will resume on schedule.* Teachers will receive expanded training in online education to better meet the needs of students.* Students will receive additional training at the start of the year to become better online learners.* Online supports for parents will be increased to make it easier for them to participate in the education of their students.* Principals will continue customized planning for the safest possible reopening this fall.* Free meals will continue to be provided at the current distribution stations.On Friday, the American Academy of Pediatrics reversed course and said it was no longer confident that opening schools in the middle of a public health crisis is the best option for children. That reversal symbolizes the speed with which schools continue to receive vague and conflicting information from the medical and scientific communities. It is clear our two systems will need to create our own source for reliable scientific information.Los Angeles Unified plans to update the community in early August. San Diego Unified will provide a public assessment on Aug.10 of how soon (after the first week of school) a physical return to class would be possible. That assessment will be based on local measures of whether the virus is sufficiently under control, as well as progress on testing and federal action on funding. On Aug.10, San Diego Unified will also outline the physical measures planned for each school to guard against the pandemic and detail the online learning program for the 2020-21 academic year. 5519

SAN DIEGO (KGTV) -- Police are investigating after a 19-year-old man was found dead inside a Logan Heights home late Saturday night. Police were called to the home on the 2800 block of Clay Avenue around 10:35 p.m.According to police, a resident came home and discovered the man, later identified as 19-year-old Joshua Noe Martinez, suffering trauma to his upper body. SAN DIEGO (KGTV) — Padres all-star pitcher Kirby Yates will be out of his comfort zone Sunday night when he and his wife, Ashlee, host a night of stand-up comedy. The event will raise money and awareness for a cause very close to the Yates' heart: Epilepsy.One night in 2018, the couple was asleep when Kirby heard Ashlee begin making strange sounds. It went from that to a seizure. She was pregnant with their second child at the time."It's the first time I'd ever been involved in anything like that," Yates told 10News. "It's hard to see your wife, she's pregnant with our son, and you have feelings that you've never had before.""He was definitely terrified," Ashlee said. "I obviously don't remember it, but I just know he had a very hard time with that."After a myriad of tests, Ashlee was shocked to be diagnosed with epilepsy. "I didn't know it was random and can come at any time or age," she recalls.When searching for ways to cope with the diagnosis, Ashlee turned to one of her favorite things: Stand-up comedy. She had performed at clubs before, but began integrating humor about her condition into her act. "That was actually my outlet. As soon as this happened, that was the first thing I did. I was like, I need to do something drastic to deal with this and I don't know what those options are," Ashlee said. "I like to make people laugh. I like to have fun, so this seemed like a good fit."That led to the decision to host "Comedy for a Cause", which will take place Sunday night at the American Comedy Co. in the Gaslamp. Ashlee will perform with two other well-known San Diego comedians. Kirby and several of the biggest Padres stars will be in the crowd. They also will likely be the biggest targets for the comics' humor, "I know they're big Padres fans, so I'm sure they've been following the season and have some good jokes," Ashlee said. "I did suggest a roast on Kirby.""I told them they can roast me as much as they want and it's fine," Kirby responded. "I enjoy a laugh and I can take it pretty good."Ashlee tells 10News that the show is close to a sell-out, but there are still a few tickets available. 2138

  

SAN DIEGO (KGTV) - Newly unsealed court documents reveal how investigators were able to identify the suspected Church's Chicken shooter.Albert Lee Blake, 49, was arrested weeks after the shooting erupted inside of the Otay Mesa West restaurant. Blake is accused of shooting three employees and killing Maribel Ibanez. The shooting happened after an argument stemming from Blake allegedly trying to use a fake 0 dollar bill to purchase food. A number of witnesses gave similar descriptions of the man seen shooting inside of the Church's Chicken. Witnesses reported the man coming back into the restaurant after the argument, standing in line, then shooting at employees. They also said he calmly walked away after and got into a blue sedan.RELATED COVERAGE: Court documents reveal details in Church's Chicken murder investigationAccording to search warrant affidavits, surveillance footage from the area revealed the car used by the alleged shooter. Police ran the license plate through their database and found a match. The same vehicle was connected to a stop in September and the driver then was Albert Blake. Armed with Blake's name, investigators received “call data records” made from Blake’s cellphone on Nov. 6, the day of the shooting.The documents reveal the calls were made in close proximity to the Church’s Chicken on Del Sol Blvd.Surveillance footage showed a blue Dodge Charger in the area, matching the one Blake was stopped in before, at the same time the calls were made.RELATED COVERAGE:-- TIMELINE: Events that led to Church's Chicken shooting-- Worker dead, two employees shot at Church’s Chicken in Otay MesaOn Nov. 7, investigators traced the cellphone to Pomona where it was found abandoned. In the documents the wife, Amy Collins, says the two have been separated for three years, but she allowed him to use the car.She also told investigators that when she asked for the car back, Blake told her she would never get it back and that he would "blow the vehicle up."According to the documents, investigators later went to the girlfriend's apartment in Spring Valley. Blake was captured in Memphis, Tenn., and brought back to San Diego where he was formally charged.The documents don't reveal how he was tracked down to Tennessee.He was charged with one count of murder and two counts of attempted murder. He faces up to 114 years to life in prison. Blake is due back in court for a preliminary hearing in February. 3040
