BEIJING, Dec. 16 (Xinhua) -- Chinese State Councilor Liu Yandong met here Thursday with experts of the International Evaluation Committee on National Natural Science Foundation (NSFC)'s Funding and Management Performance.The Chinese government attaches great importance to the development of science and technology as well as the supervision and management of scientific funding, said Liu.She said by implementing the National Outline for Medium and Long Term Science and Technology Development and other supporting policies, China was gradually increasing investment in this area and continuing to promote technological innovation.Inviting prestigious international experts to evaluate the performance of scientific funding and management is very significant for the founding of the performance evaluation system as well as the development and improvement of the scientific funding system, she said.Liu said the establishment of the scientific funding system was a successful trial for the reform of China's science and technology system.She praised the positive role played by the NSFC in the past 25 years and hoped the experts would provide objective analysis and evaluation on the NSFC's Funding and Management Performance.She also asked the NSFC and other relevant departments to create favorable conditions for the experts' evaluation work.

BEIJING, Dec. 22 (Xinhua) -- Chinese lawmakers have heard a series of the State Council's reports on the development of ethnic minorities, and regarding the country's health care reform and service industry, at a meeting Wednesday during the bimonthly session of the Standing Committee of the 11th National People's Congress (NPC), China's top legislature.The meeting was presided over by Ismail Tiliwaldi, vice chairman of the NPC Standing Committee.A total of 150 NPC Standing Committee members, including Wu Bangguo, chairman of the NPC Standing Committee, as well as other vice chairpersons of the NPC Standing Committee attended the meeting.Commissioned by the State Council, Yang Jing, minister in charge of the State Ethnic Affairs Commission, said in a report to the NPC Standing Committee that the Communist Party of China (CPC) and the central government's supports in policy, planning and funding for the ethnic minority groups and regions had yielded remarkable achievements in the country's economic and social development.In the report, Yang also pledged that the government would continue to step up infrastructure development in ethnic minority regions and spend more on education, medical services and poverty relief.Zhang Ping, director of the National Development and Reform Commission, delivered a report on deepening health care reform at the meeting.The reform had achieved various levels of progress in promotion of medical insurance, grassroots medical services and equal access of health care services for the public, Zhang said.Zhang noted that the government would further expand the coverage of the medical insurance system, intensify supervision over medical service providers and make more progress in the reform of the country's publicly-owned hospitals.Zhang also delivered a report on accelerating the development of the country's secondary industries. China's service industry has been experiencing rapid growth from 2006 to 2010 with an increase in its competitiveness, Zhang said.The service industry has been making increasing contributions to the country's job market, as well, Zhang said.However, Zhang commented that it still lags behind the country's overall development, and could not meet the demand of the country's economic and social development.In his report, Zhang urged creating a favorable policy and system environment for the development of the country's service industry.The meeting also reviewed a written report about Wu Bangguo's visit to Cambodia, Indonesia and Thailand.Also on Wednesday, a meeting of the chairman and vice-chairpersons of the NPC Standing Committee, presided over by Wu Bangguo, has decided to put the draft agenda of the fourth plenary meeting of the 11th NPC to the vote at the ongoing NPC Standing Committee session.The 18th session of the Standing Committee of the 11th NPC runs from Dec.20 to 25.

  

BEIJING, Dec. 25 (Xinhua) -- Top Chinese political advisor Jia Qinglin Saturday called for strengthening work in cities to assure the nation's ethnic unity is maintained.Jia, chairman of the National Committee of the Chinese People's Political Consultative Conference (CPPCC), made the call in a written instruction to a seminar held on Friday and Saturday in Ningbo City, Zhejiang Province, to discuss increasing ethnic unity in urban areas.He urged officials to strengthen the management of ethnic work in cities in line with law, ensure decent services to people of all ethnic groups, and promote the education of ethnic unity to realize the prosperity and co-development of all ethnic groups in China.Speaking at the seminar, Vice Premier Hui Liangyu ordered officials of city level governments to properly deal with ethnic issues to speed the progress of national unity.Hui noted that ethnic work in urban areas played a vital part in China's overall ethnic work, and the improvement of urban ethnic work is more important and urgent than ever.He urged all-out efforts be taken to ensure the legal interests of ethnic people and resolve the difficulties and problems they encounter at work and in life in general.

  

THE HAGUE, Nov. 29 (Xinhua) -- As the 2012 deadline for the complete destruction of chemical weapons approaches, China Monday called for parties to demonstrate their political will and speed up the destruction process.During the 15th session of the Conference of the States Parties of OPCW, Ambassador Zhang Jun, Permanent Representative of China to the Organization for the Prohibition of Chemical Weapons (OPCW) said the Chemical Weapons Convention has been playing "an important role" in removing the threat of chemical weapons.Zhang said: "The timely completion of destruction activities constitutes a core obligation under the Convention. The destruction of chemical weapons is the most important, pressing and overriding task for the OPCW at present and in the years to come."
