SAN DIEGO (KGTV) - A woman visiting San Diego to spend time with her daughter is dead after being struck by a car near San Diego State University Friday evening. San Diego Police Department says the woman was hit at the 4800 block of College Avenue just south of Montezuma Road in the College Area at approximately 7:45 p.m. The 48-year-old female victim was transported to an area hospital where she died. Police say the victim was not using a crosswalk when she was struck in the number two northbound lane of College Ave.The driver fled the scene according to SDPD but returned about an hour later.The driver is a 40-year-old female and detectives say they are still determining if this will continue to be classified as a hit-and-run.Police expect the intersection to be shut down for several hours. SAN DIEGO (KGTV) — America's Finest City is also considered America's friendliest city, according to a recent survey by OfferUp.San Diego ranked first on the list of friendliest U.S. cities with 80% of users of the mobile marketplace app, OfferUp's 2019 Good Neighbor Report said. The national average of users rated friendly by another user was 75% in comparison.Between Sept. 12-16, the site surveyed more than 2,000 people who use the marketplace app in their communities. When asked how political beliefs affect interactions, more than 60% said their political affiliation never affects their relationships with neighbors.And despite social media, 21% of respondents say they always communicate in-person with neighbors. About 67% also said they have never avoided a neighbor on purpose."The results affirm the thousands of stories we’ve heard from people across the country who have built meaningful bonds with neighbors through our marketplace," the survey said. SAN DIEGO (KGTV) - A Syrian refugee who took his Uber passenger across the U.S.-Mexico border into Tijuana was detained last week by Customs and Border Protection officers.Hussam Abdul Noor immigrated to San Diego one year ago and was in the process of applying for a green card to stay in the United States, according to his former coworker Wally Ghamraoui.Noor supported his wife and two children by working at a gas station in El Cajon. He had refugee employment authorization document. Two weeks ago, Noor began working as an Uber driver, Uber confirmed. Noor wanted the job because the pay was better, said Ghamraoui.RELATED: ICE releases UC San Diego student detained at border Last Wednesday, Noor took an Uber passenger across the border into Mexico. An Uber spokesperson said the passenger must have requested the trip because it is not possible to order a ride across the U.S.-Mexico border through the Uber app.Noor's wife woke up at 3 a.m. and noticed he wasn't home. "He sent her a What'sApp message that don't be afraid, I got held up at the border and I should be back home soon," family friend Nibras Maleh translated.When Noor tried to drive back into the U.S., he was detained at the border by customs officers. "I'm concerned," Ghamraoui said, tearing up, "I hope they don't deport him, he need to fix, to learn something from his mistake."Attorney Lilia Velasquez works in immigration law and said anyone with Noor’s immigration status is not allowed to leave the United States during the legal process. SAN DIEGO (KGTV) - A San Diego police cruiser struck a man that officers were trying to arrest, police said Monday.The incident happened at around 4:15 a.m. in the 4000 block of Winona Avenue in the City Heights area.Police said officers tried to stop a man riding a bicycle without a light, but he rode away.An officer got out of his squad car without putting it in park, and the vehicle rolled and tapped the bicyclist, police said.The bicyclist was taken to the hospital for an evaluation and later released to police custody. 537
