Amid the political gridlock in Washington, it’s one of the rare instances of a bill getting marshaled forward in a bipartisan fashion.It’s called “The Crisis Stabilization and Community Reentry Act of 2020,” which recently passed the U.S. Senate. At its core, it would help provide mental health services for people in the criminal justice system who don’t usually get it.“It tries to deal with a fundamental problem we have in this country, that too many people with mental illness end up in jails and prisons,” said Chuck Ingoglia, CEO of the National Council for Behavioral Health. “I've had the opportunity to go around the country and to talk to local sheriffs and they understand that people with mental illness don't belong in their facilities, don’t do well in their facilities.”In fact, from 2006 to 2016, in jails around the country, suicide was the leading single cause of death. Yet, the problem goes beyond prison walls.It can be a lonely road for inmates after they have served their time and are released back into the community. Part of what the bill hopes to address is what happens with their mental health since many of them report they don’t have health insurance to get their needed medication.About 80 percent of inmates released lack health insurance, and those that do have it, often wait an average of 48 days to get an appointment at a behavioral clinic.To fill in that gap, among other things, the bill would allocate million a year for five years towards programs that strengthen the link between law enforcement and community mental health providers.“Unfortunately, in many places, there is no alternative,” Ingoglia said. “This bill, these new grant programs that it's seeking to create, would try to give more options to communities.”It’s a bill whose future now lies in the hands of the U.S. House of Representatives. 1861

Andrea Constand, the key witness in the retrial of Bill Cosby on indecent assault charges, testified Friday morning that she drank wine and took three blue pills at Cosby's urging in January 2004, then lost consciousness and, sometime later, was "jolted awake" to find the entertainer sexually assaulting her."Were you able to verbalize and tell him to stop?" state prosecutor Kristen Feden asked Constand."No," she replied. "I wanted it to stop. I couldn't say anything. I was trying to get my hands to move, my legs to move and the message just wasn't getting there. I was weak, I was limp and I couldn't fight him off.""I was really humiliated. I was in shock. And I was really confused," Constand added.Constand's testimony came on the ninth day of Cosby's retrial on three charges of aggravated indecent assault. He has pleaded not guilty.Leading up to Constand's recollection of the alleged assault, the former Temple University employee traced her relationship with Cosby, whom she said she met while handling operations of the school's women's basketball team. Cosby was an active Temple alumnus.Constand offered brief details of seven social encounters she had with Cosby before the alleged assault, including one in which she said he put his hand on her thigh and another when she said he tried to "unbutton my button on my pants.""I mentioned that I wasn't here for that, and he respectfully stopped and we never talked about it again," Constand said of the latter incident. Artificial turf has been a staple in many pro sports stadiums for about 50 years. And while there's no doubt that AstroTurf and its modern equivalent, FieldTurf, have changed the way pro football and baseball have been played, the surfaces have generally been considered safe for athletes to play on.But on Monday, the NFL Player's Association formally called on team owners to "proactively change all field surfaces to natural grass," citing higher rates of injuries to players who are playing on artificial fields.In an open letter, NFLPA President J.C. Tretter — a center for Cleveland Browns in the midst of his eighth NFL season — claimed that most of his teammates preferred to play on grass, noting that his joints felt "noticeably stiffer" after playing on artificial turf."The unforgiving nature of artificial turf compounds the grind on the body we already bear from playing a contact sport," Tretter wrote.In his letter, Tretter wrote that real grass offers more "give," reducing the stress on feet, ankles and knees. He also noted that NFL injury data shows players have a 28% higher rate of non-contact lower extremity injuries when playing on artificial turf.Tretter also noted that despite harsh conditions, cold-weather cities like Cleveland, Green Bay and Pittsburgh still use traditional grass fields. In addition, indoor stadiums in Las Vegas and Phoenix also use grass surfaces."Agronomically, natural grass field surfaces are possible everywhere," Tretter said.As of 2020, 17 of 31 NFL stadiums use traditional grass.Tretter's letter comes weeks after the NFL was forced to inspect the artificial turf at MetLife Stadium — home of the Jets and Giants — after several high-profile players were injured in the surface in the opening weeks of the season. Among those hurt during weeks 2 and 3 of the season were 49ers players George Kittle Nick Bosa, Jimmy Garoppolo and Raheem Mostert.In 2015, Houston's NRG Stadium switched from natural grass to an artificial surface after more than a decade amid player criticism over injury concerns. Due to its retractable roof, groundskeepers grew grass in trays outdoors and then brought the trays indoors and assembled them together with forklifts to form the playing surface. But some phone testers claim the new iPhone XS and larger XS Max are easier to break if they are dropped.  A new test from the electronics insurance company SquareTrade is raising questions about that glass and the durability of the new phones.In SquareTrade's drop from 6 feet, (which the insurance company claims simulate the height it would fall from if it slipped while you were talking) the XS screen shattered, resulting in loose and separated glass.A tumble test resulted in hairline cracks and scratches.SquareTrade calls the iPhone XS "high risk" for breakage, much higher than the older iPhone 7's and 8's, which did not have edge-to-edge glass.Others question SquareTrade resultsHowever, other reviewers say these tests may not be that realistic for most people.Apple says the new XS has "the most durable glass ever built into a smartphone."Other testers say unless you are in the NBA, most people don't drop their phones from a 6 foot height.
