A North County resident claims her neighbor, a local politician, is using his power to target her.She said Oceanside Deputy Mayor Chuck Lowery is getting preferential treatment when he files a code complaint because of his position at the city.Team 10 discovered Lowery has a well-documented history of filing complaints and turned up emails he sent voicing his concerns about her short-term rental property.“I don't believe that it's right that the deputy mayor would utilize his political position to contact other departments and the head of those departments to start a harassment campaign,” said Alexandra McIntosh.McIntosh purchased her home back in 2012 as part of her retirement plan.Shortly after she bought it, she turned the property into full-time, short-term vacation rental.She said the income brought by the rental offsets the house payments and helps the city of Oceanside make money.“It has been fully booked since early March,” she said.McIntosh told 10News she stays at the property when it isn’t booked and plans to move in after she retires.To help with storage, McIntosh said she put a shed up in the backyard."I paid to have them custom make this to conform with the City of Oceanside,” she said. “It was something that would go along with my house.”According to the City of Oceanside’s website, the shed could be no larger than 120 square feet, or it needed a permit.McIntosh said she called to verify that is the case. However, after it went up, there was a complaint.Complaint records from the city state, “CBC 105.1 Permits Required - Submit plans/building permit application to Building Division for review. If any work requiring a permit is in progress, it must immediately cease until a valid building permit is issued.”There were also questions whether or not McIntosh was using the shed as an extra room, something she denied. For a period of time, it was posted on Airbnb as a third room.“I’m not using it as a habitable space,” she said.After a July visit to the property, a representative from the code department determined the shed violates the city's zoning ordinance and will need to be brought into compliance.McIntosh disagrees with the decision telling Team 10 that’s not what someone in the department initially told her. She plans to fight that decision. According to documents provided by the City of Oceanside, the person who complained was listed as Chuck Lowery.McIntosh said Lowery is one of her neighbors.City records show it’s the not first time Lowery has been listed as the complainant on a city code violation complaint.Team 10 uncovered emails from March 2017 when Lowery had a grievance with barking dogs in his neighborhood.The email chain shows he sent an email to the Oceanside city manager writing in part, “Can the City notify the OWNERS [sic] that they’re renting these places to people who are up at all hours whenever they want (hey, they’re on vacation) AND they leave their dogs barking, untended, for days on end?The neighbor sent me an email again today about the barking dog. I was here and I heard it too. The addresses of the two houses with short-term renters and dogs are XX and XX. It’s NOT worth the TOT tax but I sure hope these two people get noise complaints. I can get the other neighbors to sign at least one.”For context TOT means Transient Occupancy Tax, a tax collected by the city on short-term rentals. All hotels and vacation rentals in the City of Oceanside pay an assessment of 1.5 percent of their room rental revenue.The email chain shows the city manager offered to send the notice out herself writing in part, “I’m prepared to do it but am unsure of who does what between code and OPD.” The emails show she eventually has the code department do it.A code department manager responded in an email: "I’m never too busy for the City Manager. Your concerns are first priority. They will go out today.”Emails obtained by Team 10 show a few days after complaining about the dogs, Lowery wrote about another neighbor’s property calling their tenants “disgusting.”This time from a city email account the deputy mayor requests that "the letter from Code to the owners and agent at XX be ramped up and that their permit for vacation party rentals be denied or revoked or whatever."A day later an Oceanside employee writes to the code manager: “This is the second complaint from Councilmember Lowery. A Marine lance corporal who marched at a white supremacist rally in Charlottesville, Virginia last year has been kicked out of the service after he spent nearly a month jail.According to the Jacksonville Daily News in Jacksonville, North Carolina, Vasillios Pistolis, 19, was discharged from duty and kicked out of the Marine Corps on July 11. Pistolis was court-martialed on June 18 for an investigation into violations of Articles 92 and 107 of the Uniform of Military Justice.Among the violations covered in those articles are making "false statements," "failure to obey orders or regulations" and "dereliction of duty."Pistolis was sentenced to 28 days in confinement in the brig, a forfeiture of some of his paycheck and a reduction of rank.ProPublica and Frontline reported in June that Pistolis marched at the "Unite The Right" rally in Charlottesville, Virginia. Shadow Health is using virtual patients to train real people in hopes of quickly bringing those real students into the workforce.From pediatrics to maternal health, the future of nursing school is happening now.“The technology is so good, you’ll get an answer. You might not get the answer you’re looking for; you’ll have to rephrase and that’s the way it is in real life too,” said Lorrie Rilko, an assistant professor at George Washington University’s School of Nursing.She was a nurse practitioner for 30 years and then decided it was time to help the next generation of nurses.“My greatest responsibility is to prepare future nurse practitioners in the art of accurate history taking and skilled physical exam and then putting all of the pieces of the puzzle together to come up with a clinical diagnosis,” Rilko said.She says George Washington University was already using this simulated technology when the pandemic hit. The pandemic put the program in the perfect position to continue training new medical professionals and it allows them to learn, practice and fail on computers rather than on real live patients.“It's kind of like telehealth,” Rilko said. “We’ve had telehealth and until we had to really rely on telehealth, there were a lot of barriers to overcome."Brent Gordon is the managing director for Elsevier's nursing and health education business, which recently acquired Shadow Health.“One of the challenges in higher education institutions, specifically in the United States and this is true worldwide, is that they have challenges meeting the demand, they have capacity constraints,” Gordon said. “One example is shortage of clinical space. A non-profit in California has developed a way to capture poachers who snatch sea turtle eggs - building lookalike eggs with GPS trackers constructed inside them.According to research published Monday in the journal Current Biology, the InvestEGGator is a 3D-printed life-like turtle egg that can be tracked as far away as 137 kilometers (85 miles)."It replicates the appearance, weight, and feel of a real turtle egg. It is easily deployed at low risk to investigators, can be programmed and monitored remotely using web-based and smartphone applications, and is a low cost, allowing for deployment of many units at once," said the Ventura-based Paso Pacífico, the non-profit that developed the eggs.The decoy eggs are placed in real nests alongside real eggs, which are monitored and mapped every time they are moved, the non-profit said.The research showed that the decoy eggs provide a signal once every hour."Using data provided by the decoys, we identified trafficking routes and on two occasions properties of potential interest to law enforcement," researchers said in the journal. A teacher at a Virginia high school was fired this week for allegedly refusing to stop calling a transgender male student a girl, ABC News reported. The teacher, Peter Vlaming, was reportedly fired for violating the school's nondiscrimination and anti-harassment policies. Vlaming was a French teacher at West Point High School in West Point, Va. "After thoughtful deliberation, the School Board voted to support the superintendent’s recommendation," the school's board wrote in a statement. "The School Board has adopted policies and tonight we upheld these policies."Vlaming claimed that his religion prevented him from identifying the boy by his preferred pronoun. Vlaming did agree to use the student's male name. A petition, which has more than 2,000 signatures, was launched in support of Vlaming. Vlaming said in the petition, "I won't use male pronouns with a female student that now identifies as a male though I did agree to use the new masculine name but avoid female pronouns. Administration is requiring that I use masculine pronouns in any and every context at school. I was informed that any further instances of using female pronouns would be grounds for termination." On Friday, students held a walkout and protest at the school in response to Vlaming's firing, WWBT-TV reported. “The school board is trying to force the teacher to conform to their ideologies with the threat of removal from the school,” Forrest Rohde, a junior who organized the walkout, told WWBT. James Millner, the president of Virginia Pride, agreed with the board's decision. "He violated school policy, despite multiple warnings from administrators.
