Pala Mesa, CA (KGTV) -- We are learning more about the bus company involved in Saturday's fatal crash along Interstate 15. An Executive Lines charter bus flipped over, killing three and sending nearly 20 people, including a 5-year-old boy, to the hospital. Federal records show Executive Lines has been cited for several maintenance issues in the last two years. 10News looked into Executive Lines, a company out of El Monte in Los Angeles County. They specialize in charters from Los Angeles to San Ysidro, with many of their passengers heading to Tijuana International Airport. Saturday's charter bus, carrying 21 passengers plus the driver, was headed toward San Ysidro before it crashed on I-15 near Pala Mesa. "The vehicle lost control, veered to the right, obviously traversed this shoulder, and eventually overturned," Officer Mark Latulippe of the Oceanside California Highway Patrol [CHP] said. Witnesses said several passengers were ejected from the bus. CHP confirmed that likely none of them were wearing their required seatbelts. Three of them were pronounced dead on the scene, and nearly 20 were transported to various hospitals. According to the Federal Motor Carrier Safety Administration [FMCSA], in the last two years, none of the Executive Lines buses were involved in crashes. But out of 19 vehicle inspections for their seven-vehicle fleet, 13 of the checks came back with a total of 26 vehicle maintenance violations. That puts them in the 48th percentile, meaning nearly half of all bus companies have better on-road performance than Executive Lines. 10News also looked into the inspection history of the exact Charter bus that crashed Saturday. We found that after a November 5, 2019 inspection, this very bus was cited with two Federal maintenance violations:93.78 393.78 No Windshield Wipers Inoperative/Defective 393.95B 393.95(b) No No Spare Fuses As RequiredIt is unclear if the company fixed the violations before Saturday's crash. But it is worth mentioning that roads were slick at the time of the accident because of the rain. Executive Lines did not respond to our request for comment. 2129

Police in Bismarck, North Dakota, want to put AR-15 rifles in some schools so school resource officers can respond more quickly in the event of an active shooter.Police asked for almost ,000 in their 2019 budget request to buy the rifles, heavy body armor and bleeding control kits for the city's nine high schools and middle schools, Bismarck Police Chief Dave Draovitch told CNN.The money will also be used to buy a safe at each school to keep the equipment away from students, teachers and staff."The SROs (school resource officers) will be the only ones who have access to this equipment," he said.The cost would be split with the school system."Hopefully we never find ourselves in a situation of an active shooter. But if we do, we really want to make sure that our SRO's are equipped with the tools that they need to do their job effectively," Bismarck Public Schools safety coordinator Becky LaBella told CNN affiliate KFYR.Draovitch said Bismarck school resource officers are police officers and are trained to respond immediately to stop an active shooting."Whatever they have to do to stop that threat, that's what we expect our officers to do," Draovitch said.They keep AR-15s and the other emergency equipment in their vehicles, but that's not as useful if there's an active shooting situation inside the building."If something happens they're not going to have time to go running out to their cars," Draovitch said. "All we're trying to do is make it more accessible so they can get to it more quickly."AR-15s are lightweight, rapid-fire rifles. Besides being used by law enforcement, the guns have been used in some of the most notorious and deadly mass killings in recent history.Draovitch says having the bleeding control kit -- which has tourniquets, gauze and other supplies for treating gunshot wounds -- could be the most important part of the plan."If, God forbid, something does happen, getting aid quickly is going to be key," he said.He said city officials began discussing the plan after the February 14 shooting at Marjory Stoneman Douglas High School in Parkland, Florida, that killed 17 students and faculty."After that happened, we really got to talking with our schools about what can we do better, what can we do differently," Draovitch said.The city will vote on the budget next month and Draovitch expects it will pass. If the money is approved, they will get the equipment in January."We're just trying to plan for the worst and we're always hoping that we never have to use this stuff," Draovitch said. 2569

Pfizer announced Monday that its COVID-19 vaccine candidate has been 90% effective.In a press release, the company said that in Phase 3 trials, the vaccine has proven to promote a vaccine efficacy rate above 90% following the two-shot regimen.The Associated Press said that while Pfizer's announcement means the company is on track to file an application for emergency use authorization later this month, it does not mean a vaccine is "imminent" and more studies are needed.Pfizer's vaccine candidate began Phase 3 testing in the summer and is among a handful of vaccine candidates that could be distributed in the coming months pending FDA approval.Phase 3 trials consist of testing about 30,000 voluntary participants in a double-blind study — meaning half of those participating receive the vaccine, and half receive a placebo. Pfizer's vaccine requires two shots, which need to be taken 28 days apart.According to Pfizer, 90% of those who were tested for the vaccine had developed protection against the virus seven days following the second shot.Pfizer is already in the process of producing millions of doses of its vaccine candidate after the U.S. government agreed to pay .95 billion for 100 million doses of the vaccine, should it prove effective. If and when the FDA grants approval for the vaccine, it will be distributed to hospitals around the country by the U.S. military in an effort the Trump administration has dubbed "Operation Warp Speed.Even though hundreds of thousands of doses of the Pfizer vaccine will be ready for shipment if it is approved for emergency use, it will need to be rationed in the first months of its availability. According to a playbook for "Operation Warp Speed," essential health care workers and people in high-risk populations would have the first opportunity to get a COVID-19 vaccine.
