OCEANSIDE, Calif., (KGTV) -- Oceanside City Council decided Wednesday night to postpone a vote regarding a controversial development plan in East Oceanside. The developer hoped to postpone the vote in order to make adjustments to the plan. Residents opposed to the plan hoped Council members cast a 'no' vote to put an end to the plan.The North River Farms Development sits on 177 acres in an area Southwest of Bonsall, known as South Morro Hills. "We're really excited to bring an 'Agrihood' to the City of Oceanside," Ninia Hammond, Project Manager of Integral Communities, said. Her company began crafting this plan five years ago. Their goal is to create a place that will feature a trifecta of community, housing, and farming on traditionally agricultural land.The Oceanside Chamber of Commerce expressed their support of the project in February. They argued that it would bring in millions of dollars, and help the city meets its 2021 Regional Housing Needs Assessment goal.10News met with Jane Marshall, a resident vehemently opposed to the plan."We would rather have a better quality of life, where a developer is willing to work with us in all our infill projects," Marshall said. "We have plenty of room to build instead of taking prime farmland from Oceanside."But the developer said this is the only location for a plan of this kind. "The maker spaces, the creative hub, the exposure to the view of the river," Hammond said. "All of that makes the nature of it, really specific to the location."Marshall disagreed. She said the development would decimate small farms, increase traffic and pollution, and create flooding and fire issues. She said the plan does not include a clear emergency evacuation plan, putting residents at risk. Because of these very issues, Oceanside's Planning Commission turned down the plan for the second time two weeks ago. But Hammond said they are optimistic the city council will postpone the vote and reconsider the issue another time, after they make revisions. "Our goal is to make this the safest and best-planned community we possibly can. Through enhancement like offers, irrigation, setbacks, high fuel mod zones," Hammond said. 2187

OCEANSIDE, Calif. (KGTV) -- A man's body was found floating in the water near the Oceanside Pier a week after someone fell from the structure. According to Oceanside Police, the body was discovered by lifeguards around 12:30 p.m. Monday. Police haven’t identified the body at this time, but the incident comes after a man was presumed dead following a fall from the pier at 3 a.m. May 25. RELATED: Person feared dead after going under during Oceanside water rescueAccording to the Oceanside Fire Department, the man was found clinging to a pylon. A rescue swimmer dove into the water to help the man, but he reportedly let go of the pylon and went underwater. Rescuers continued to search for the victim, but were unable to locate him. NOVI, Michigan — A Michigan teenager is being held on million bond after he allegedly made a threat on social app Snapchat to shoot up South Lyon High School.Ryan Robert Debruyne, from Green Oak Township, was arraigned on a charge of making a false report or threat of terrorism.WHMI reports Debryne turns 18 years old today, Feb. 21, 2018.His booking photo on the Oakland County Jail's website shows him being booked in jail on Tuesday and held on million bond.According to police, Debruyne sent a Snapchat to another student, asking if he wanted to join him in shooting up the school similar to the one in Florida last week.The school tells us the student informed local authorities of the threat, and police were able to take him into custody.WHMI reports that a probable cause conference is scheduled for Wednesday, Feb. 28. 864

On its website Friday, the bureau listed the deadline for processing data used to apportion the districts as Dec. 31. As recently as Thursday, it had listed a time frame of Oct. 31, 2020 to April 30, 2021 — an estimate based on a request for an extension that it submitted to Congress in April.The request passed the Democratic-controlled House as part of coronavirus-relief legislation but is now stalled in the Senate. The chamber’s inaction coincides with a memorandum Trump issued last week to try to exclude people living in the U.S. illegally from being included during the process for redrawing congressional districts.Civil rights activists worry the sped-up deadline could affect the thoroughness of the count.
