(KGTV) - A documentary filmmaker is focusing his lens on migrants in Tijuana, hoping to show what life is like for migrants waiting to enter the U.S."Stuck in Tijuana" shows the crisis around the migrant shelters, where filmmaker Charlie Minn says he found a humanitarian crisis."I think we've all been there in life, at one point or another where we ask for something, a job, a relationship, a school, a career," Minn says. "The migrants are asking for acceptance."Minn says he found one shelter where 1,000 people were sharing one bathroom. In other areas he found children living without their parents.He adds that Tijuana's new reputation as the murder capital of the world makes things even more dangerous for migrants in the shelters.Minn spent the last week visiting college classes around San Diego to show the documentary to students. He hopes to inspire them to fight for change.This is Minn's third documentary focused on the San Diego/Tijuana border region. His first one, "Mexico's Bravest Man," profiled a police chief in Tijuana who survivied eight assasination attempts. The next movie, "77 Minutes," examined the 1984 shooting massacre in a San Ysidro McDonald's.Minn says he's captivated by the border in this area, because it's unlike any other region in the US.The movie will premiere Friday, March 22nd at the Theater Box in downtown San Diego. CHULA VISTA (KGTV) -- Chula Vista Police have arrested six suspects in an assault with a deadly weapon and robbery of a 16-year-old boy that occurred at a Chula Vista restaurant last Thursday, law enforcement officials announced.Police officials said that four juveniles and two adults, all of whom are suspected of participating in the April 11 attack, were taken into custody on Wednesday. Four of the suspects, aged between 15- and 17-years-old, attended Morse High School and have since been suspended.The two adult suspects, Kent Pasunting, 18, and Aldrin Uy, 19, attended Mark Twain High School, an alternative/continuation high school with a campus located at Morse High School. The victim and family, along with representatives of the Cotixan restaurant, all cooperated in the investigation. Officials with the San Diego Unified School District helped police to identify the attackers," said Chula Vista Police Department Captain Phil Collum.The incident was captured on cell phone video and posted to social media by the teen's mother. All six suspects were identified, in part, by the video, Collum said.The family says their teen was waiting for his mom to pick him up at Cotixan Mexican Restaurant last Thursday after school, when a group of teens walked in and started kicking and punching the boy.In the video, you can see someone on the ground getting repeatedly punched and kicked. He says everything started days before on Instagram, when, he says, his son told someone to stop harassing one of his friends. Martin says one teen then started messaging his son telling him he was going to beat him up.Martin says the incident was reported to Chula Vista Police but he's worried the teens will get away with what they did.Collum said the dispute began last month when the victim and suspect got into a heated exchange on social media over comments made to one of the victim’s friends. "On April 11th the victim and his girlfriend were sitting at the Cotixan restaurant when the suspects walked-in unexpectedly," Collum said. "Police believe the suspects entered the restaurant with the intent to attack the victim.""The suspects confronted the victim and the group began assaulting him," Collum said.The victim suffered a fractured left wrist. 2745

(KGTV) - A report says Chula Vista faces an immediate need for more police staffing to keep up with rapid growth, and that traffic congestion will worsen in the coming years.At a Special Meeting called for Thursday evening, the city’s Growth Management Oversight Commission (GMOC) is expected to present to the city council its review for fiscal year 2018, which includes recommendations on how to properly address issues directly caused by the city's progression.Chula Vista’s exponential growth over the past five years has led to a big increase in homes being built across Chula Vista. The city says “the number of residential building permits issued in Chula Vista averaged 1,008 units per calendar year” between 2013-2018. "This rate of growth is projected to continue or increase over the next five years, according to Chula Vista’s 2018 Residential Growth Forecast, updated in April 2019," the GMOC says. "With growth comes the demand for additional services and facilities."The GMOC warns that the Chula Vista's police department is not prepared to accommodate anticipated growth in the next 12-18 months or five years. It also addresses concerns that road congestion will get worse along Palomar Street given that improvements will take a half decade to complete.The GMOC’s annual reports, including the fiscal year 2018 report, “addresses compliance with delivery of services and facilities, based on threshold standards for the eleven service topics identified in the City’s Growth Management ordinance.”According to the GMOC’s report for 2018, four service topics are considered “not in compliance” with the city’s threshold and at risk of continuing to be non-compliant in the future: Libraries, Police [Priority 1], Police [Priority 2], and Traffic.POLICEWith the city’s continuing growth, the report shows there has not been enough police staffing to adequately respond to both emergency calls and urgent calls, as well as the volume of calls, thus leading to slower response times.The GMOC says the police department's response times for Urgent Calls for Service in fiscal year 2018 were calculated at 20:17, about 8 minutes and 17 seconds slower than the 12-minute threshold. 2222
