SAN DIEGO, Calif. (KGTV) - As restaurants learn to adapt and overcome in the era of new closures and regulations, not all are able to make it over the hurdle. Multiple San Diego staples have announced permanent closures, including The Balboa in Bankers Hill and Cafe on Park near Hillcrest.Andy Haenfler said he opened Cafe on Park 25 years ago and has devoted his life to this business.“I opened Thanksgiving weekend in 1995 to a line down the block and thought 'oh my goodness what have I done,'” said Haenfler.He said this past March, they closed their doors, thinking it was temporary, but they were never able to open them again.“We had just gotten a shipment of ,000 worth of product in so we gave it to the staff, the staff took it home and gave it away to their neighbors,” he said.Haenfler said he had hoped to stay open a few more years then retire and sell his restaurant to employees, but that goal is no longer possible. His message to the community now is to support local businesses so this doesn’t happen again.“It’s us little one-owner, one-shop places that the community really need to support,” he said.Nearby restaurant The Balboa has a similar fate. Owner Tom Logsdon said the business started years ago with him cooking at home then it grew into what it is known for now: a community spot with good burgers. “The type of business we had is really built around dining in, it’s built around community coming together,” said Logsdon.He said he did try to reopen, but the takeout burgers weren’t able to save the business the way regular customers who sit and have multiple drinks would.“Without people hanging out and having some drinks, it just wasn’t working,” he said.Logsdon said he’s permanently closing his Bankers Hill location but has a second location in Chula Vista, so he’ll be consolidating the business and focusing his effort on the one spot.“I’ve spent about a third of my life in that building. I’ve got a big attachment to the neighborhood and the community there but after three months of just losing money like crazy, the reality was we just couldn’t keep that going,” said Logsdon.Both Logsdon and Haenfler said this is the necessary decision right now, but once the industry recovers, they hope to reopen more restaurants and continue with their careers. 2304

SAN DIEGO COUNTY (KGTV)— Many residents in San Diego County woke up to a big mess after yesterday’s storms brought in the steady rain. Many people witnessed an early morning recovery mission in San Diego Bay Sunday. A 30-foot boat was found partially underwater at La Playa Cove near Shelter Island. San Diego Harbor Police believed no one was inside. But, a friend of the boat owner thought last night’s weather and rough waters might be the reasons it sank.“They may have come in last night during the storm and coming in, the boat sank on them,” friend of the boat owner, Jeff Gough said. Meanwhile, in North County, a large pine tree toppled down onto Eldorado Drive in Escondido.“There was room for like one car width for people to go around it,” homeowner Richard Bensinger said. Bensinger remembered when he planted what was a tiny Christmas tree in his front lawn 15 years ago. It has since grown to be more than 30 feet tall. Bensinger was shocked it came down this morning. He knows now, not to underestimate the power of mother nature.“It was angled a bit, but the roots were spread all over the place. So I'm surprised it actually fell over, but it’s just been so wet and muddy out there, and as you can see, all that mud pulled the whole thing over,” Bensinger said. He now has to live with a pile of pine chunks on his front lawn until county crews come to pick them up. Still, he is relieved no one was hurt.“I’m glad it didn’t fall onto somebody as they were falling down the street,” Bensinger said. The next storm is headed to San Diego County on Wednesday. SAN DIEGO, Calif (KGTV) - A series of problems at a handful of California gas refineries have caused prices to surge over the last month.According to the Automobile Club of Southern California, the average cost of gas in California is .955 per gallon. That's more than a dollar more than the national average of .811. Alabama has the lowest gas prices in the country at .499 per gallon.Because of strict environmental regulations, most of the gas in California has to be made in state. So when local refineries go off-line, it directly impacts prices.AAA says at least 6 of the 12 gas producing plants in the state have had problems in the last month, leading to shut-downs.On March 15, a fire shut down the Wilmington Phillips 66 refinery.Ten days later, the Valero refinery in the Bay Area shut down when a scrubber malfunctioned, sending black smoke into the air.Flaring issues caused outages at two plans in Southern California, the Chevron plant in El Segundo and the Valero in Wilmington.Meanwhile, PBF Energy in Torrance had routine maintenance scheduled, which decreased production."We don't have pipelines that can pipe relatively cheap gasoline to use from other states," says Marie Montgomery with the Automobile Club of Southern California. "We have to rely on shipping of gasoline when our refineries have problems."According to the California Energy Commission, refineries in Washington and the US Gulf Coast can produce gas for California, as can refineries in Eastern Canada, Finland, Germany, the US Virgin Islands, the Middle East and Asia. But it takes time for those shipments to arrive.In the first week of April, the state didn't receive a single drop of imported gasoline.As we wait, local refineries have dipped into their reserves to meet demand, taking two million barrels out of reserves."The imported gas is going to be coming here, there's no doubt about that," says Montgomery. "We've got the highest prices in the country by far right now. SAN DIEGO COUNTY, Calif. (KGTV)— With precipitation numbers up, participation numbers were down for outdoor events around San Diego County. But many who chose to endure the rain said it was worth the extra splash. It’s a rare sight in the heart of San Diego: kids sledding on a giant snowy hill at Montgomery Waller Park. For the Murillo family, it’s an annual tradition. “We go to see Santa Claus, we go to the little stores that they have there, and we come to sled down for a little bit,” mother Diane Murillo said. She and her children were bundled up while having fun at San Diego Snow Day. But this year, Murillo noticed that the crowds were much smaller. “It’s a lot smaller. It’s empty today. There’s actually parking,” Murillo laughed. She said the steady rain discouraged many folks from showing up. The City of San Diego even had to cancel Santa Claus’ helicopter fly-over of the park, due to inclement weather. Murillo also noticed that the snowy hill was very sludgy, and only about half its normal length. But by the looks of the children, the event was still worth it. Meanwhile, in the South Bay, there was a tent full of Christmas-themed games. From Candy Cane trees, ring tosses, to face paint, families enjoyed the free entertainment at the Chula Vista Children’s Faire. “It helps, because that way, we’re not getting wet while they are getting their stuff done and doing the activities. So it’s nice,” mother Felice Navarro said. Her neighbor invited her and her children to join them at the fair this year. The kids also had an option to splash around if they wanted, as they ran through an obstacle course as Chula Vista junior firefighters. Fun was not just reserved for children. Up at Liberty Station, hundreds of people waited in line to join the San Diego BBQ and Beer festival. 25-year-old Victoria Ransom was not going to let the rain dampen her birthday celebration. “We wanted to be able to double fist if that was a possibility. Hands-free rain protection,” Ransom joked. SAN DIEGO (KGTV)-- Holiday shopping season has officially kicked off with Black Friday and Small-Business Saturday. But with Toys R Us no longer in the picture, retailers are finding unique ways to cash in on the billion-dollar industry. Kids will always be drawn to play and make-believe. But for parents, it’s about helping Santa get the deals.“He loves to jump. He loves to run," Chedna Patin said. "So I think this will be a great play station for my baby,” she said while pointing at a piano toy.Patin said this year, she and her husband are buying their son’s holiday toys at a big box store.“Sam’s Club is majorly for groceries, buying bulk. But now as they are increasing their toy collection, I think for parents, it’s a good thing," Patin said. In fact, her one-year-old son Viann’s entire nursery came out of a Toys R Us catalog. But since the toy giant filed for bankruptcy earlier this year, she had to look elsewhere.Since 1948, Toys R Us has dominated the toy market-- last year claiming almost 5% of the .4 billion industry.  Now that they are gone, retailers like Sam's Club saw an opportunity.“We have added about 70 new toys this holiday season," Sam's Club member experience manager, Victor Aguilar said. “We have way more toys than before, that way [parents are] not running around everywhere trying to get their toys. So they can do a one-stop-shop here, buy their food, clothes, toys. They get everything.”Like their “try then buy” food model, Sam's Club is offering toy demonstrations for the first time, ever."We want kids to interact with them, and ask Santa for that gift," Aguilar said. "Or so parents can make sure if the product meets their children's needs."Demonstrations are a strategy to beat out online stores, which now amount to 13% of the holiday retail market.Small, independent toy stores, on the other hand, have another strategy. Chika Sasaki owns Gunnzo, a Japanese toy store in Old Town. Instead of offering the same toys as everyone else, she seeks specialty items.“We always try to have some niche stuff that Toys R Us doesn’t have or a bigger toy store, so it didn’t really affect us," Sasaki said. Whatever the strategy, one thing is for sure.
