SANA DIEGO, Calif. (KGTV) - NOAA has issued a La Nina Watch, which means a dry winter and longer fire season are possible this year for Southern California.This stems from colder water along the equator in the Pacific which has a domino effect on other parts of the world, including an increased risk of hurricanes in the Atlantic Ocean due to weaker winds and also higher chances for a dry winter over Southern California because of a lack of moisture. A lack of winter rain means the fire season could be longer than usual.“So that means we enter the fall critically dry and then when you add a La Nina on top of that, it adds concern because we could likely go longer into the winter without seeing significant or beneficial rain,” said meteorologist Alex Tardy from the National Weather Service’s San Diego office.He said it’s not quite black and white though. According to the NOAA, there's about a 50% to 55% chance of a La Nina occurring this year, which will be monitored as the winter season approaches. Also, in the past 10-15 years, La Nina years and El Nino years have proven to be not as extreme as previously thought. He said while the watch has been issues and a dry winter is possible, it’s still being monitored.“It’s not time to panic but it is time to think and bring it back on your radar that fire weather is a major concern in Southern California,” he said. 1387

(AP) — Orange County’s new interim health officer says he will lift a requirement that residents wear face coverings in public and instead recommend they do so to help reduce the spread of the coronavirus. The change comes three days after the previous health officer abruptly resigned following threats she received over her order requiring masks as the county allowed more businesses to reopen. Residents have railed against the requirement at public meetings. Los Angeles and San Diego counties have similar requirements. The head of the Orange County Medical Association says using a mask is a small sacrifice to protect others. 658

SAN YSIDRO, Calif. (KGTV) — After a series of delays, a project to revamp a stretch of Otay Mesa Road near San Ysidro High School is nearing completion.The city says it expects to reopen the half-mile portion of the road, from Hawken Drive to Saltaire Place, by the second week of May. The stretch of road has been closed since 2016, cutting off access to San Ysidro High School and the 905 freeway for residents of the Remington Hills neighborhood."You either hit all the stoplights going all the way out over to Picador (Blvd), or you have to go all the way around through San Ysidro, 805 to the 905," said Benjamin Bribiesca, who says the detour adds upwards of 15 to 20 minutes to his daily commute to his job in Eastlake.The city says some of the final work to be done includes grading, repaving, adding anti-graffiti materials, re-vegetation and some sidewalk improvements. The .5 million project also added a protected sidewalk for San Ysidro High School students, who for more than a decade had been walking on a dirt path close to cars passing on the winding road.The project was delayed more than a year due to the addition of a water line, relocation of utilities, poor soil conditions, unseasonably rainy winters, and an April to July moratorium due to cooper's hawk nesting season. 1306

SCOTTSDALE, AZ — Emergency crews have recovered a body after an incident at a Scottsdale aquatic park.Crews were at Eldorado Aquatic Park near Hayden and McDowell road early Monday morning.Scottsdale police say around 12:30 a.m.; an officer was making rounds in the area when he heard what sounded like muffled calls for help.He worked to locate where the calls may be coming from and eventually found them to be coming from a pipe that helps support one of the water slides.Officers were communicating with the victim, said to be a transient, but lost communication with him around 2 a.m.Officials say the man reportedly went up over a tall fence surrounding the park and was up on the slide. He then somehow fell into the pipe structure, where he became trapped.Crews had to dismantle the slide in order to get the victim's body out.He has since been identified as 31-year-old Ryan Kelly. SAN JOSE, Calif. – A woman was caught on video intentionally coughing on a baby at a California yogurt shop after getting into an argument with the child’s mother.The San Jose Police Department is asking for the public’s help in identifying the woman, who they call an “assault suspect.”Police say the adult female suspect was standing in line inside a Yogurtland in front of the mother and her 1-year-old child, who was in a stroller.A preliminary investigation revealed the suspect was upset the mother was not maintaining proper social distancing, so she removed her face mask, got close to the baby’s face, and coughed two to three times, according to police.Video then shows the suspect leaving the business. She has not yet been identified or apprehended. 769
