(KGTV) - Surveillance video shows a woman at the front door of a home in Chula Vista doing a face-plant to avoid police.Along Paseo Burga, Lillie Utz got an unexpected visitor outside her front door as she was sewing Christmas presents on Saturday afternoon.Through a window, Utz saw a woman racing back and forth in her front yard. Turns out neighbors had seen the same woman running in and out of yards. At least one of them had called police. Soon after, video shows a woman at Utz's front door. (KGTV) – The Chula Vista Elementary School District’s administration team held a virtual meeting Friday morning that provided families with details on the district’s potential reopening plan.District officials said their plan is to ease students back in and give families the option to continue to learn virtually, on campus, or through a hybrid program.The first four weeks of the 2020-21 school year, scheduled to begin Aug. 31, will be online. After that period of distance learning, the district will assess the situation; allowing for a possible return to in-class instruction will depend on the level of active coronavirus cases in San Diego County.Superintendent Dr. Francisco Escobedo said a lot of prep work and planning has gone into the district's plan to reopen.During Friday’s meeting, he said, “We want our children to come back because we want in-person instruction. We believe it’s the best type of instruction there is, but we need to come back in a safe manner.”When students do make their return to school, campuses will look very different. The district spent millions of dollars on safety measures, including large sensors that take temperature and dispense sanitizer, large signs, personal protective equipment, and plexiglass dividers."We’ll have signage throughout the school depicting the type of behaviors we expect,” Escobedo added.According to Escobedo, the district has partnered with local company Kahala Bioscience to help conduct routine COVID-19 testing and identify ways to mitigate the spread of the virus.Escobedo said students will return when the county is at a low to medium risk for COVID-19, and when they do, only half of the students will be allowed back on campus with priority for those in K-3 grades.While digital learning is in place for the first few weeks of the school year, campuses will be used for child care through the YMCA, so teachers can utilize that service while in class.In preparation for digital learning, the district is still offering laptops to those who need them. They're also cash-free: Customers have to use DoorDash or a credit or debit card. Chick-fil-A encourages customers to order directly from its mobile app. And Chick-fil-A put the locations by highways and major roads in Nashville and Louisville to facilitate deliveries.That makes the test locations "pretty differentiated from our regular restaurants," Pipkin said.Chick-fil-A isn't alone: All fast food companies are trying to figure out ways to reach people at home and get more customers to use their apps.Nearly two-thirds of consumers say that more fast food restaurants should offer delivery and takeout options, according to research company Mintel. Chick-fil-A is a private company, so its sales figures aren't public, but Technomic's research found that Chick-fil-A generated billion in sales in 2017. Three years before that figure was about .8 billion, Wilson said."They test things very carefully," she added. "They are very thoughtful."Customers love Chick-fil-A. In a sector where customers tend to be brand-agnostic, "they benefit from having a really strong brand loyalty," said Topper.That may be why the brand is comfortable testing out creative concepts, she said. Customers are likely to stick with Chick-fil-A even if the meal kits or new locations are a flop.The company is moving slowly, for now. Meal kits are being offered for just a few months in Atlanta. CHULA VISTA, Calif. (KGTV) - A heartbroken South Bay woman is making a desperate plea after three of her Maltese dogs disappeared in the past three weeks, and the clues point to a thief. These days, Yolanda Brown doesn't let Zubian, a year-and-a-half old Maltese, stray too far. Just three weeks ago, he was the youngest in a happy Maltese family of four. Now he's the only one left."Cried for days. It hurts. It hurts a lot," said Brown.The first tears came early this month. Brown rents a home on Del Mar Avenue and her four dogs were required to stay in her fenced backyard. One morning, 2-year-old Zoey vanished. "Checked all the gates and they were shut. Thought it may have been a predator," said Brown. A week later, Zoey's mom, 5-year-old Zivah, disappeared from the same yard."Just distraught, wondering what could have happened to them," said Brown.About 10 days later, Brown decided to keep Zubian and his 5-year-old dad Zeus tied up as a precaution. "One morning, as I came out, Zeus was gone and so was the leash. Zubian standing there by himself," said Brown.For Brown, it was too much to bear. Nearby, she found her fence damaged. A chair - moved from the pool area - was now propped up against the fence. She realized a thief had grabbed all of her dogs."Very cold-hearted people that would so something like that," said Brown.If sold, the stolen dogs could fetch several thousand dollars each. "They are priceless to me. They are members of my family," said Brown.Brown fixed up the fence and moved the chair back. When she walked us to that fence to show 10news cameras, she discovered the fence once again damaged. The chair had been moved back to the fence. "Someone was trying to come back and take my last dog. I'm scared," said Brown.Brown says Zubian has been moved to a safe place. CHULA VISTA, Calif. (KGTV) - As the City of Chula Vista prepares to license legal recreational marijuana sales, law enforcement and a handful of other agencies are cracking down on illegal pot shops.In the last three years, they've shut down 44 of them. The city's cannabis information page on its website also lists a handful of locations that are currently facing lawsuits or other "enforcement actions."City officials say they're trying to make sure that when recreational marijuana sales become legal, only licensed stores are selling."That's our goal," says Deputy City Manager Kelley Bacon. "Our goal is to get 100% of the illegal operations shut down, and that's what we're working towards."The city has used a combination of zoning laws, fire inspections and other unspecified methods to shut down illegal shops. Recently, a SWAT raid at 1274 Third Avenue helped close a store operating on what some people have nicknamed the "green mile" because of a prevalence of marijuana-related businesses.Business owners in the neighborhood say they were glad to see the city take action."It was bad for us," says Paolo Passuello, who works at Ted's Garage on Third. "We'd come in the morning, and our driveway would be flooded with joints and little containers that the pot comes in. We're glad the city stepped in and did what they did."After the passage of Proposition 64 in 2016, which legalized recreational marijuana sales in California, individual cities had the discretion to decide how and when they'd allow it. Chula Vista chose to wait a few years and research what other cities and states did. They talked with people from across California, Colorado and other places to see what worked."We learned that you need to take it slow," says Bacon. "You need to make sure you write good, tight regulations and ordinances."In November of 2018, voters passed a city sales tax that allowed Chula Vista to start the process of licensing shops. The city plans to allow 12 shops total, 3 in each City Council district. Also, they'll only allow 2 of those shops to have store-fronts. They will also allow ten indoor cultivation businesses, which will be limited to 20,000 square feet each.The application process for those licenses will start sometime in January. A specific date will be posted on the city's website (see link above). Applicants will only have five days to submit an online application.Bacon says anyone who has already been known to operate an illegal shop will not be eligible to apply for a legal license.Even after the new, legal stores open, Bacon says the city will still target illegal shops."It's a little bit like whack-a-mole," she says. "You close one down and sometimes by the end of the day they've opened up in a different location."The city also has plans to start a criminal prosecution unit within the City Attorney's office explicitly targeting illegal shops and their owners. 2916
