SAN DIEGO (KGTV) - Mayor Kevin Faulconer, County Supervisor Ron Roberts and county health officials announced Tuesday a plan of "Vaccination, Sanitation & Education" to stop San Diego's hepatitis A outbreak."This is our community and we are working day and night to take care of it. It is going to require a sustained effort and everyone in San Diego County has a role to play," Mayor Faulconer said. The county's top medical professionals say there is no end in sight to the outbreak that began in March. RELATED: San Diego Hepatitis A death toll, those sickened rises"This outbreak could last another six months and unfortunately there are going to be more lives that are going to be at risk," said Dr. Nick Yphantides, the county's chief medical examiner at a news conference outside the county administration building. Officials gave critical updates about the outbreak, which has killed 16 people and sickened 444 others. While most of the cases involved the homeless or drug users, 25 percent of the patients were neither, health officials said.Hepatitis A is a highly contagious liver infection that is usually transmitted by fecal-oral or person-to-person contact, or consumption of contaminated food or water. SAN DIEGO (KGTV) — If you’re still holding on to a mail-in ballot, return it using a method other than the U.S. Postal Service at this point.That’s the recommendation from many election experts after a ruling this week by the U.S. Supreme Court.In California, mail-in ballots have to be postmarked on or before November 3, but they can be received by county officials up to 17 days late and still count. That’s one of the most generous buffers of any state.But in about 30 states, the deadline for receipt is November 3. Ballots that arrive after will be tossed out, even ballots that were postmarked well before Election Day.The latest Supreme Court ruling dealt with a case out of Wisconsin, which had an Election Day deadline for ballot receipt set by state lawmakers.A lower federal court sided with the Democratic National Committee and ruled the deadline for receipt should be extended because of the pandemic. An analysis by the Wall Street Journal found it took an average of 10 days for a piece of first class mail to reach its destination in Wisconsin.But the Supreme Court ruled Monday 5-3 that state lawmakers should have the final say on this question, not the federal courts.“That could have tremendous implications across the country because it suggests that the Supreme Court is going to defer to even strict rules that could have the effect of limiting the counting of certain ballots,” said legal analyst Dan Eaton.Wisconsin is one of about 30 states with this deadline that ballots have to be received by Election Day, along with Pennsylvania and Michigan; two states with similar cases still pending.Voters in those states are being urged to drop off ballots at official collection sites, not at the post office, or vote in person.“This ruling does put pressure on people to make sure that their ballot is received in time,” Eaton said.Eaton said concurrence opinions by Justices Brett Kavanaugh and Neil Gorsuch offer clues about how the high court could rule in other election-legal fights, particularly when Amy Coney Barrett joins the court. He said it could have an impact on states with a lot of late voters and close races, not just in the presidential contest.“Remember that control of the Senate is very much in play and so this could matter in close Senate races,” Eaton said, citing races in Iowa, Colorado and North Carolina. 2365

SAN DIEGO (KGTV) -- Many drivers around San Diego say they’re worried about being cited after seeing what some people call “smog checkpoints.”Motorists recently came across one of the mobile smog checks on Nimitz in Point Loma. A roadside team was inspecting cars to gather data in hopes of improving air quality.The mobile unit is set up to look like a DUI checkpoint, but stopping is voluntary. "I look ahead, and I see lights. It's obviously police action, and I'm thinking maybe there's a car accident,” said Nanci Washburn.Washburn said the activity created traffic backup, making her late for a meeting. "Here is a CHP car. Two officers, there's a whole blue tented area here with chairs. Once I got past that, here is a lift to put a car on."Washburn says the first thought that went through her head was that authorities were targeting older vehicles due to emission problems.10News spoke to the California Highway Patrol and the agency behind the smog checks, the Bureau of Automotive Repair. Those agencies say it’s not a checkpoint and no one is being impounded, rather, it’s a voluntary survey to help the state meet air quality standards.The agencies involved claim drivers aren’t penalized for not participating. "There's no fines and no penalties if they pass or fail, it's just informational. And we use this information to help us manage and evaluate the California Smog Check Program,” said Michael Lafferty.Essentially, the state is policing their program, officials claim. SAN DIEGO (KGTV) -- Iconic TV host Regis Philbin, who has roots in San Diego television history, has died at the age of 88, multiple news outlets report.According to a family statement obtained by PEOPLE, Philbin passed away from natural causes Friday night.Philbin returned to his roots in 2018 with a visit to 10News.After a stint in the United States Navy, he moved to San Diego where he launched a career in broadcast. The icon was briefly a news anchor in San Diego when Channel 10, at the time known as KOGO, approached him about taking over as an anchor of the evening news.PHOTOS: Former 10News anchor Regis Philbin visits the 10News crew"This was the beginning of it all," Philbin said upon beginning his tour. "It really was."Shortly after, Philbin landed his first talk show, "The Regis Philbin Show," which was filmed in the ABC 10News studios where the current newscasts are produced.Philbin acted as his own writer, producer, and show guest booker. He was able to book many top celebrities including Jerry Lewis, Ronald Reagan, Danny Thomas, and Liberace.His talk show, which was produced at the now KGTV studios from 1961 to 1965, aired live from 11:30 p.m. - 1:00 a.m. every Saturday night."The show became a big hit so it was time to go to Hollywood, I guess, so I did," said Philbin.Philbin moved his show to Los Angeles, before being hired in 1967 as the sidekick for a national talk show, "The Joey Bishop Show." I’m really sad,” says Cain. "He was the most kind man. He was a small man. But so handsome and I just remember thinking after I had left that I had known him my whole life. That’s how he made you feel. I felt equal to him. It was a special moment for me."And that’s the same way Fred Norfleet described Philbin, who he worked with for years as a stage manager on his San Diego morning show."I’m sure he had a heart for San Diego you now. Everybody knew him. Everybody liked him. SAN DIEGO (KGTV) -- In anticipation of Fire Prevention Week, Cal Fire is urging Californians to pre-plan for the worst case scenario.According to Cal Fire, homes today burn faster than ever, leaving just minutes to escape once the smoke alarm sounds.This year’s Fire Prevention Week theme is “look, listen and learn.” In support of the week, the agency is asking Californians to develop a fire plan and practice it.RELATED: Woman, mad at ex-boyfriend, accused of sparking massive Maryland apartment fireCal Fire offers tips on making the plan, such as checking to make sure fire alarms are working and making sure there are two ways out of every room like a door and window.Heating equipment is one of the leading causes of house fires, Cal Fire says.
