San Diego, Calif. (KGTV) - The PGA Tour rolled into La Jolla Monday to prepare for this week's Farmers Insurance Open. Players will have to quickly adjust to the first major renovation at the famed South Course in more than a decade."I can't wait to see them play it and see what their scores are and try to hear some of their comments," Scott Bentley, who helps oversee the City of San Diego Parks and Recreation Golf Division, said while giving 10News a tour of the changes Monday ahead of the tournment.Respected course designer Rees Jones, who helmed the last major renovation to Torrey Pines in 2001, examined advanced analytical data from the 2019 tournament, studying where the pros are hitting their shots. Jones used that information to recommend changes, moving several bunkers to locations that will force players to make a difficult strategic decision on how to approach the hole. Jones also worked to bring Torrey Pines' cliffs and canyons closer to the action, bringing them more into play.RELATED: Tiger Woods commits to play San Diego's 2020 Farmers Insurance OpenAs one of the few world class courses that is municipally owned and operated, Bentley said it's a balancing act to make the course challenging for the world's top players, including Tiger Woods and Rory McIlroy, while still making the course playable and enjoyable for the thousands of San Diegans and visitors who play Torrey Pines each year. "We tried to keep the changes not too dramatic because we do have all that public play and our residents visitors come here...we didn't want to make it too crazy," said Bentley.Other changes include significant modifications to the course's drainage and irrigation system, which will help use water more efficiently. 1748

SAN DIEGO (KGTV)- Residents in a South San Diego Apartment complex worked together to fight a fire that started in the patio.At around 10:45 Sunday morning, San Diego City Fire Rescue teams responded to the 1700 block of Oro Vista Road. Heavy smoke was billowing from the patio of a downstairs apartment. "I called 911 automatically, and that's when the person who lives upstairs came running out,” Alexa Delgado said.Delgado had just arrived at the Oro Vista Villas to visit her mother when she saw the flames. "It started popping, and the fire started coming out,” she said. It was in that moment of chaos that she found herself and several neighbors step up to help. One neighbor pulled the smoke alarm, others smashed fire extinguisher boxes and started spraying down the patio, and she protected the neighbor's pet birds, all before the fire department arrived. Engine 30’s Fire Captain, John Wilson said what the residents did in the first minutes of the fire helped suppress the flames. "There was an alarm that was going off upon our arrival, so the smoke detectors did their jobs and got everyone out safely,” Captain Wilson said. Delgado says what happened today was a true testament to the word “community.”“A bunch of neighbors helping and asking if anyone living there, went upstairs to see if anyone was in there and helping out."Fire investigators are still looking into what exactly caused the patio fire.  No one was inside the home when the flames ignited. SAN DIEGO (KTGV) - The City of San Diego could be looking at spending hundreds of thousands of dollars to figure out what to do next with a vacant city-owned building in the downtown area.A letter obtained by 10News shows the city is looking into proposals for additional services regarding the building at 101 Ash St.The Aug. 14 letter to the deputy director of architectural engineering and parks division outlined a proposal with costs for services estimated at 2,000."I think this is a ridiculous waste of money," said Council President Pro Tem Barbara Bry. "What I proposed on Aug. 6 at the council meeting is still what I think the city should be doing, and that is to get into a room and negotiate with all the parties that have a financial interest."The downtown building at 101 Ash St. has been sitting vacant for most of the last four years, and as it continues to sit empty, taxpayers are footing the ,000 per day bill. As 10News previously reported, in 2016 the city approved a lease-to-own agreement for the building, valued at million.The idea was to move upward of 1,100 city employees into the facility. But officials quickly discovered a series of problems requiring major renovations to the site's 19 floors. In December 2019, the city finally began moving workers into the building, only to vacate them a month later when the county found traces of asbestos.This month, City Council leaders voted 5-4 — with Council Members Vivian Moreno, Monica Montgomery, Barbara Bry, and Georgette Gómez voting in opposition — to request monthly updates on the building's status and costs for several options presented by Mayor Kevin Faulconer's office.According to the latest proposal letter, "The City has requested Kitchell to identify potential cost and schedule savings through further studies and investigations. Kitchell has added Jackson and Blanc Power Systems Testing to our team to perform diagnostic testing of the HVAC and Electrical systems to establish a baseline of operation. Upon completion of the diagnostic testing, Kitchell will develop four options for improving 101 Ash Street."The letter outlined several options that would eventually be presented to the city if leaders went with the proposal, including bare requirements to reoccupy the building, fire/life/safety recommendations, and potentially demolishing and replacing the existing building.The mayor's options for this building have included putting millions of dollars more into the building for the needed repairs, buying out the lease, pursuing a new landlord, trying to renegotiate its lease, or walking away entirely, the last of which could risk litigation and credit damage.When asked about the proposal letter obtained by ABC 10News, the mayor's office responded that the city's Communication Department provided information.A spokesperson for the city told ABC 10News, "Many documents, including this letter, may not be final. It appears you have documents that are not final and should not be treated as such."In an emailed response to questions, the spokesperson said, "The letter sent to Elif Cetin was a proposal, and anything within it should be considered draft and negotiable, including the fees, scope of work, etc. That is a proposed figure from the consultant and is still subject to negotiation."When asked about what type of consultations the city looking for and if Is there’s an approved dollar amount the city is looking to spend a city spokesperson also noted, "The City is pursuing all legal and financial options to protect taxpayers, recoup costs, hold accountable the contractors who worsened the building's condition, and implement new levels of accountability. The City is building and working with a multidisciplinary team of outside legal and real estate experts to achieve these goals. These plans were presented to the City Council at a public hearing on August 6, and the Council voted to continue to receive updates, which staff will provide." 3985

  

SAN DIEGO (KGTV)- Two families are devastated after their pets go missing. After days of searching, they find out their dogs were adopted from local shelters.“I would give anything to have him back,” says Valeria Mega?a. The Spring Valley family’s poodle mix, named Cookie, has been missing since Halloween. “Its been really hard. Life is not the same without him.”After searching day and night, the family got word cookie was placed at the El Cajon Animal Shelter. When Mega?a checked, she was told Cookie had already been adopted.A similar situation happened to a family in City Heights. Nora Avila says she was out of town when her dog Mocha, who was staying with a neighbor, got out. By the time she made it to the San Diego Humane Society, he had already been adopted.“We pleaded with them to let the family know… that we loved him. He was never abandoned,” says Avila.The El Cajon Animal Shelter and the San Diego Humane Society have holding periods four days for animals with no identification.Cookie and Mocha were not microchipped. “One in three pets in their lifetime is missing at some point, that’s why for us again, it is so important that people microchip their pets,” says Jennifer Brehler, with the San Diego Humane Society.Both shelters tell 10News they have notified the adopters but they have decided to not return the animals.The families are hoping they will have a change of heart. San Diego (KGTV)- While millions are bracing for Hurricane Dorian, San Diegans are preparing to take part in relief efforts. Volunteers and first responders are making their way to the impacted areas. A handful of American Red Cross volunteers left Monday. Twelve others are already getting their assignments in Florida, Georgia and the Carolinas. “This is a major response for us,” says Sean Mahoney, Regional CEO for the American Red Cross. “We sent 99 semi-trucks full of sheltering equipment, cots, blankets, and everything needed for folks when they’re put out of their homes.”Mahoney also left Monday heading to the Carolinas. In total, 16 volunteers from the San Diego area are assigned to help with relief efforts, but more are ready to go if needed. “We have 22-hundred volunteers in the San Diego and Imperial counties region. They’re all checking their status, just making sure that they have the qualifications needed.”Volunteers would assist with mass care, feeding, and shelter. The San Diego Urban Search and Rescue team spent the morning loading up supplies. After a morning conference call with FEMA, David Gerboth says the team could be called to the east coast. “They are looking at mobilizing additional search and rescue teams now from the west coast,” says Gerboth. “So we’re configuring our cache to be able to mobilize at a moments notice.”The team is prepared to spend at least a week on the east coast, assisting victims with search and rescue, collapsed structures, and more. The San Diego Urban Search and Rescue team has already sent five members to assist with logistics. Those helping with storm relief would typically drive to the impacted areas. But this time around, if they are called out, first responders will fly to get there by the time the storm makes landfall. “We know when we go and help our friends on the east coast, they’re also ready to come in case we need it on the west coast.” 1936
