Automakers are racing to develop driverless cars, putting increasingly complex technology on the road despite concerns from safety experts and the National Transportation Safety Board about a lack of regulations.Unlike rules for the design of a seatbelt or airbag, the federal guidelines for automated vehicle systems are voluntary. The U.S. Department of Transportation says keeping rules at a minimum will speed up the introduction of life-saving technology, a goal made all the more urgent as traffic deaths climbed again last year to 37,461, with 94 percent of those caused by human error.That lack of mandatory rules for self-driving cars has given automakers and technology companies the green light to police themselves, said Jackie Gillan, president of Advocates for Highway and Auto Safety. The group is calling for the government to issue mandatory safety standards for driverless cars.“Before we introduce this technology we need to have some assurance and accountability by the industry that this technology is not going to kill or injure consumers,” Gillan said.The National Transportation Safety Board makes recommendations after investigating major transportation incidents. The board recently called on DOT to issue new safety rules after its investigation of a May 2016 fatal crash of a Tesla Model S operating on autopilot near Williston, Fla. The Tesla slammed into a tractor-trailer, its cameras and automatic emergency braking system failing to spot the blank side of the truck against the white sky.It was the first known deadly wreck of a car driving with that level of automated sophistication. The NTSB said the driver relied too heavily on the car’s traffic-aware cruise control system and autosteering feature, but also blamed Tesla’s autopilot for allowing the driver to not interact with the car for prolonged periods of time.Investigators found the driver had his hands on the wheel for only 25 seconds during the 37 minutes the car was on autopilot. After the crash, Tesla updated its software that requires drivers touch the wheel every so often when the car is driving itself to ensure a human is paying attention to the road. Now if a driver repeatedly fails to touch the wheel, he or she will “strike out” and cause the car to slow down and stop in its lane with its hazard lights on, disabling autopilot for the remainder of the trip. 2378

Authorities in India have decided to hold off retrieving the body of the American national feared killed on North Sentinel Island amid concerns about a possible confrontation with the tribe that lives there.John Allen Chau is believed to have been killed by Sentinelese tribespeople after he visited their island home in the Andaman and Nicobar archipelago in November, breaching local laws strictly prohibiting contact with the isolated people.Indian police say Chau found local fishermen who agreed to take him near the island, before using a canoe the rest of the way. Days later, the fishermen -- who have since been arrested for facilitating his trip -- say they saw the tribespeople dragging his body around the island."We want to avoid direct confrontation with the tribespeople," Dependra Pathak, director general of police of the Andaman and Nicobar islands, told CNN when asked about the latest efforts to retrieve Chau's body. "We do not want to go there and create an unhappy situation."The decision to avoid a direct confrontation with the isolated tribe came after a series of meetings and reconnaissance trips made by the officials. Anthropologists and tribal experts were also consulted.By Sunday, authorities had mapped out the area with the help of the fishermen and observed several members of the tribe walking around the area where eyewitnesses claim to have seen Chau's body dragged and buried.However, despite ruling out any immediate attempts to land on the island, local police would not categorically rule out retrieving the body at a future date. As the nation debates on whether to reopen schools this fall, President Donald Trump said schools should “100%” be open this fall, despite concerns from educator unions and others over the spread of the coronavirus.During his coronavirus news conference on Wednesday, Trump was asked whether he planned on sending his son and grandchildren back to school this fall.“Yes, I am comfortable with that,” Trump said.“I would like to see the schools open. (New York Gov. Andrew Cuomo has required the rate not to exceed 5 percent for at least 14 days.) Second, schools must employ public health protocols, including 6-feet social distancing, masks, deep cleaning and handwashing stations. Third, adequate resources must be available to enact these safeguards, including funding for additional nurses, guidance counselors and teachers to reduce class size.”Weingarten said that Trump has politicized reopening schools, and she called on Congress to approve giving schools additional funding to reopen. Weingarten projects that it would take 6 billion nationwide to provide essential services for schools."Expenses have increased because of the fight against coronavirus," she said.
