Police are looking for a man wanted for the disappearance and possible homicide in connection with a two-year-old near Bakersfield, California.Officers initiated an investigation into the disappearance of Ramon Angel Reyes-Chavez, 2, around 8:40 p.m. Wednesday night, police said.During the investigation, detectives developed information leading them to believe that Reyes-Chavez was the victim of a homicide.Detectives identified Kaleb Jordan Kessinger, 20, as a suspect in this case.They attempted to contact him when they saw him driving his car, but he took off about 10:45 p.m. Officers said he later crashed his car near Calloway Drive and Olive Drive.He was last seen running from the area.Officers were on scene in the Kern River Canyon, about three miles in near Democrat Boat Launch, regarding the investigation around 2 p.m. on Wednesday.Detectives obtained an arrest warrant for Kessinger for charges which include homicide and felony child abuse.  Kessinger is described as 6'2", 198 lbs, with blonde hair and green eyes.Investigators said they are continuing their search for Ramon Reyes-Chavez and are asking the public to contact the Bakersfield Police Department (661) 327-7111 with any information regarding this case or the whereabouts of Reyes-Chavez or Kessinger.Kessinger was pulled over in 2016 for speeding and was suspected of driving under the influence. He had 6.4 nanograms of marijuana in his system while driving, according to the District Attorney's Office. PAHOA, Hawaii (AP) — Lava creeping across roadways destroyed four homes and left dozens of others in the shadow of Hawaii's Kilauea volcano isolated Saturday, forcing more residents to plan for a possible evacuation.Hawaii County Civil Defense said a fissure near the neighborhood of Lanipuna Gardens has been continuously erupting, releasing a slow-moving lava flow. If that lava threatens a nearby highway, more people will be told to prepare for voluntary evacuation.On Friday, fast-moving lava crossed a road and isolated about 40 homes in a rural subdivision, forcing at least four people to be evacuated by county and National Guard helicopters.RELATED: San Diegans working with Red Cross in HawaiiPolice, firefighters and National Guard troops were securing the area of the Big Island and stopping people from entering, Hawaii County Civil Defense reported. The homes were isolated in the area east of Lanipuna Gardens and Leilani Estates. "They have to evacuate the people that are trapped up there right now in the same place that we were taking pictures this morning."He said no one was on his property, but his neighbor had someone on his land."I know that the farm right next to my farm . he's got somebody there taking care of the premises, I know he's trapped," Montoya said.Montoya said the fissure that poured lava across the road opened and grew quickly."It was just a little crack in the ground, with a little lava coming out," he said. "Now it's a big crater that opened up where the small little crack in the ground was."Experts are uncertain about when the volcano will calm down.The Big Island volcano released a small explosion at its summit just before midnight Saturday, sending an ash cloud 10,000 feet (3,048 meters) into the sky. The U.S. Geological Survey's Hawaiian Volcano Observatory said eruptions that create even minor amounts of ashfall could occur at any time.This follows the more explosive eruption Thursday, which emitted ash and rocks thousands of feet into the sky. No one was injured and there were no reports of damaged property.Scientists said the eruption was the most powerful in recent days, though it probably lasted only a few minutes.It came two weeks after the volcano began sending lava flows into neighborhoods 25 miles (40 kilometers) to the east of the summit.A new lava vent — the 22nd such fissure — was reported Friday by county civil defense officials.Several open fissure vents are still producing lava splatter and flow in evacuated areas. Gas is also pouring from the vents, cloaking homes and trees in smoke.The fresher, hotter magma will allow faster lava flows that can potentially cover more area, said Janet Babb, a geologist with the Hawaiian Volcano Observatory.Much of the lava that has emerged so far may have been underground for decades, perhaps since a 1955 eruption.Meanwhile, more explosive eruptions from the summit are possible."We have no way of knowing whether this is really the beginning or toward the end of this eruption," said Tom Shea, a volcanologist at the University of Hawaii. "We're kind of all right now in this world of uncertainty."It's nearly impossible to determine when a volcano will stop erupting, "because the processes driving that fall below the surface and we can't see them." said volcanologist Janine Krippner of Concord University in West Virginia.U.S. government scientists, however, are trying to pin down those signals "so we have a little better warning," said Wendy Stovall, a volcanologist with the observatory.Thus far, Krippner noted, authorities have been able to forecast volcanic activity early enough to usher people to safety.The greatest ongoing hazard stems from the lava flows and the hot, toxic gases spewing from open fissure vents close to homes and critical infrastructure, said Charles Mandeville of the U.S. Geological Survey's volcano hazards program.Authorities have been measuring gases, including sulfur dioxide, rising in little puffs from open vents.The area affected by lava and ash is small compared to the Big Island, which is about 4,000 square miles. PHOENIX, Ariz. -- New witness video shows Phoenix police pinning down a 28-year-old man on a scorching summer street just minutes before he became unresponsive and died.Ramon Timothy Lopez was the father of two children, including a newborn baby. Lopez had been diagnosed with paranoid schizophrenia, according to his girlfriend. He worked as a truck driver, and he lived less than a mile from where he encountered police on August 4.The witness, who captured about 20 seconds of cell phone video, said she stopped with other traffic as an officer chased Lopez back-and-forth across 51st Avenue near Indian School Road at about 10:30 a.m. that day. The woman, who also lives in the Maryvale neighborhood, asked KNXV not to use her name. She felt the first officer was overly aggressive toward Lopez."[I] felt he was using a lot of force to slam his body into the ground," the woman said. "The gentleman seems like he was still struggling, but at that point, it seemed like he just didn’t want his face smashed on the asphalt. It was super hot.”Minutes earlier, police were dispatched to a report of a man looking into car windows in a nearby parking lot. Phoenix police say Lopez saw the officer approaching him when he ran into a liquor store, threw a drink at the officer, and ran away into the road."The officer was by himself and when he grabbed hold of Lopez, they both fell onto the hot asphalt and both could have been struck by vehicles on 51st Avenue," Sgt. Mercedes Fortune said in an email to KNXV.Once other officers arrived, "Ramon refused to cooperate and continued to kick and pull away from officers," Fortune added.The witness video, from the moving car, showed one officer holding Lopez's feet to the ground. A second officer appeared to kneel on Lopez's back and a third officer was crouching near his upper body. It's unclear whether he was also on top of Ramon."He did have his left knee in the midst of his back and shoulders," the witness said. "[The officer] had [Ramon's] arms pressed against the tops of his shoulders and his legs were actually on his hand, so at that point, [Ramon] was restrained, and [the officer] was still put in quite a bit of force."Lopez appeared to be holding his head off the pavement, but he was not moving otherwise. Police said they found no drugs or weapons on Lopez.Police say they put Lopez in the back of a police car before he became unresponsive. He was taken to the hospital and pronounced dead."Officers did not place their knee(s) on Ramon's neck and at no time was his airway obstructed," Fortune said. She added that Ramon was laying on the roadway for a minimal amount of time.Asphalt on a 100-degree morning in Phoenix can become hot enough to cause serious burns on human skin.Fortune also said it would be "highly irresponsible" to assume the cause of death. According to the Maricopa County Medical Examiner website, the autopsy results are still pending.The witness who spoke to KNXV said she also called the Phoenix Police Department to report concerns about what she saw. She said a sergeant returned her call."He let me know he reviewed the body cam and didn't see anything that I was reporting," she said. PALA MESA, CA (KGTV) -- 10News is now digging deeper in the history of violations issued to the company that operated the bus that was involved in this rainy Saturday's deadly crash on I-15 just south of Pala Mesa. “One life lost is too many,” says Chris Turner with the Commercial Vehicle Safety Alliance. We spoke to him over FaceTime on Monday. The bus was operated by Executive Lines Inc., based in El Monte. According to the federal administration that oversees bus inspections, the company's fleet has had no crashes over the past two years, until now. However, they have had 26 maintenance violations, reportedly. After a November 2019 inspection, the same bus that was involved in this weekend's crash was reportedly issued two violations related to windshield wipers and spare fuses. Turner says violations like those should’ve been fixed right away. “Those need to be remedied before the vehicle is dispatched again,” he adds.10News spoke to attorney Nathan Morris about a separate major bus crash that happened last September in Utah, injuring 22 tourists. He's representing seven of the victims. “[I’m representing] three of those who were killed in the crash and their families as well as four others who were injured to various degrees,” he adds.Morris says bus passengers can look online for a snapshot of a company's safety. “They have a right as passengers of that bus to make sure that the driver and the companies and anybody else are held accountable for keeping the rules,” he says.“You enter the company's USDOT number and it will tell you whether or not they’re a safe company,” says Turner of researching bus companies online. A USDOT number is issued by the Department of Transportation. If you can’t find it on a company’s website, Turner says you can make a phone call. He adds, “One of the things they should readily give you when asked is the USDOT number and if not, that's immediately a red flag. PINE VALLEY, Calif. (KGTV) - A man suspected of smuggling drugs along Interstate 8 with his teenage son in the car was arrested Friday by U.S. Border Patrol agents in Pine Valley. The 62-year-old unidentified man drove a Honda Accord through the I-8 immigration checkpoint and triggered a Border Patrol canine response, agents said. A secondary inspection turned up anomalies with the car’s battery.Agents said they found four vaccuum-sealed bags that tested positive for characteristics of cocaine. The packages weighed 10 pounds and had a street value of more than 0,000, according to the Border Patrol. The man, a U.S. citizen, was taken into the custody of the Drug Enforcement Administration. His 15-year-old son was turned over to the custody of his aunt. 773
