The Supreme Court on Friday upheld a federal judge's order blocking the Trump administration's new asylum restrictions.Chief Justice John Roberts sided with the four liberal justices in the 5-4 ruling. The administration's policy, signed on November 9, would temporarily bar migrants who illegally cross into the US through the southern border from seeking asylum outside of official ports of entry. A federal judge in California quickly blocked the order, and the 9th US Circuit Court of Appeals agreed."It's a major blow to the Trump administration, and sends a strong signal that there are at least five Justices who agree with the district court that the asylum ban exceeds the President's statutory authority," said Steve Vladeck, CNN Supreme Court analyst and professor at the University of Texas School of Law.Justices Clarence Thomas, Samuel Alito, Neil Gorsuch and Brett Kavanaugh said they would have granted the administration's request to lift the hold on the ban. This is the first high-profile vote in which Kavanaugh broke from Roberts. Earlier this year, he and Roberts joined with liberals to rebuff efforts by states seeking to eliminate 1166

The United States women's soccer squad is off to the semifinals after defeating World Cup host France by a 2-1 margin on Friday. The United States, ranked No. 1 in the world, faced its toughest test yet against France. France is ranked No. 4 in the world rankings, but many considered the French the USA's toughest challenge. Megan Rapinoe scored both of the United States' goals. She opened scoring in the fifth minutes, and tacked on the eventual game-winner in the 65th minute. France attempted a late rally after cutting the United States' 2-0 lead by one in the 81st minute off of a Wendie Renard goal. The USA will face England on Tuesday for the chance to return to the finals and defend its 2015 title. Perhaps it was fitting that Rapinoe was the catalyst for the Red, White and Blue on Friday. She has drawn the ire of President Donald Trump this week after Rapinoe said she would not visit the White House if the USA wins a title in France. “Megan should WIN first before she TALKS! Finish the job!” Trump wrote on Twitter. After Friday's game, the US is just two wins away from a title after winning all three matches in group play plus the first two games in the tournament round. 1204

Traffic fines are meant to be a deterrent, but now California Governor Gavin Newsom is saying the fines and other added fees are getting too high. "They should be held accountable... but if it is a speeding ticket going eight miles over the speed limit- I think you should get a break," said David Murcia, a Santa Maria resident. In his latest budget proposal, Governor Newsom wants to expand a pilot program that lowers traffic fines. It could mean those who make less than about ,000 a year will only pay half of what other drivers pay and allow them to make payments.A recent study found that high fines led to drivers simply not paying them, which means less money for the state and more people at risk of having their license suspended.A pilot program was started in four counties to test out the low income fine reductions."They are pretty extreme on a lot of the fines for the citations... and I would be more inclined to pay mine if they were reasonable," said Rory Medlin, an Oceano resident.Even though it was not part of the pilot program, San Luis Obispo County already has an ability to pay program set in place. The local program uses a person's financial history to determine fine reductions, and the new state-wide proposal is similar. The governor said the program is a first step toward undoing the effect of extra fees and assessments tacked onto the base traffic fines. The fines for traffic violations have not increased, but more and more fees designed to supplement the general fund have increased dramatically. According to the budget proposal, in most counties not stopping for a red light will cost about 0.00... only 0.00 of that represent that actual traffic fine, the rest is made up of various fees. The California Highway Patrol and the Santa Maria Police Department tell KSBY that if and when the proposal gets put into place, it will not change who gets a citation or how they are issued. If approved, the judicial council will implement the program which will be phased in with multiple counties joining each year. 2064

The smell of barbecue wafts through the parking lots hours before kickoff at Arrowhead Stadium, and when the first salvo of fireworks explode overhead, thousands of Chiefs fans begin to march en masse toward the entrance gates. That’s how things normally are on an NFL game day in Kansas City. But these days, very little is normal, and like so many things in life the football season ahead is rife with uncertainty. The coronavirus pandemic that brought sports to a standstill for months has everyone wondering what games will be like when spectators are finally allowed back in — and whether they will even want to show up.The changes will be big and small, temporary and long-lasting.Fans could have their every move scrutinized by cameras and lasers. There might be nobody in the next seat to high-five after a touchdown. The idea of passing cash to a beer vendor between innings will be a memory. Temperature screenings and medical checks could be mandatory to get in. By having virtual tickets scanned on their smart phones, fans could be acknowledging the health risk of attending a game while surrendering some of their personal privacy. It all begs the question: Will fans be able to have any fun?“There’s a wealth of unanticipated casualties, I guess, that are going to be part of this, things we all took for granted as part of the live game-day experience,” explained Nate Appleman, director of the sports, recreation and entertainment practice for Kansas City-based architectural firm HOK. “Some things we have yet to fathom but will become painfully clear once we are allowed back into venues and get back to truly human nature, which is to gather and celebrate community.”Some leagues are returning with few or no fans, including 1754

The US announced Friday it would send additional troops to Saudi Arabia and the United Arab Emirates in response to the attack on Saudi oil facilities, which the US has blamed on Tehran.Describing the attack as a "dramatic escalation of Iranian aggression," Defense Secretary Mark Esper told reporters at the Pentagon that the troops would be "defensive in nature and primarily focused on air and missile defense" following the attacks on Saudi oil facilities attacks which Esper said "all indications are that Iran was responsible for.""Right now we're focused on helping the Saudis improve their defense infrastructure," Esper said. The administration's goal is to send a "clear message" that the United States supports its partners in the region, will defend the free flow of commerce through the Persian Gulf and demonstrate its commitment to the rules-based international order."As the President has made clear, the United States does not seek conflict with Iran," Esper said, "that said, we have many other military options available should they be necessary."New sanctionsThe Pentagon announcement came hours after 1134
