SAN DIEGO (KGTV) -- In response to growing community outrage over a man who was released on bail a day after being arrested on attempted kidnapping charges, the San Diego County Sheriff's Department has released surveillance video of the incident in hopes of alleviating concern.The incident happened Sunday just before 3 p.m. in the parking lot of Costco Warehouse located at 1755 Hacienda Drive in Vista.A couple and their two small children were backing out of a parking stall when the suspect opened the rear vehicle door. The suspect attempted to remove the 2-year-old child from the car.Adam Glavinic, 37, was arrested for attempted kidnapping and being under the influence of a controlled substance and was booked into the Vista Detention Facility.Outrage ensued following reports that Glavinic was released from jail on a 0,000 bail the next day.WATCH: Growing outrage over attempt kidnapping suspect's release on bail"The Sheriff's Department in partnership with the D.A.'s Office are now releasing the video due to understandable concern from community members," said Lt. The 2020 Rental Affordability Report consisting of census data compiled by ATTOM Data Solutions broke down the figures for counties nationwide. Although the price of owning a median-priced three-bedroom home was more affordable than renting in 53 percent of U.S. counties studied, renting was a better financial decision in highly populated suburban or urban areas. SAN DIEGO (KGTV) - Law enforcement agencies across San Diego County must comply with a new law designed to increase transparency of police misconduct.Senate Bill 1421 requires departments to release records of officer-involved shootings and major uses of force, officer dishonesty and confirmed cases of sexual assault to the public.Earlier this year several police associations in San Diego County sued to block the release of records, arguing Senate Bill 1421 doesn’t contain any express provision or language requiring retro-activity or any clear indication that the legislature intended the statue to operate retroactively.They claimed the bill eliminates the longstanding statutory confidentiality of specified peace officer or custodial officer personnel records.In March a judge ruled the bill applies retroactively to all personnel records of peace officers not only now but before January 1, 2019.The Judge ruled no records could be released before March 29 giving the unions time to appeal if they want. It does not appear any have appealed.Some agencies tell 10News they plan to start releasing records this week.10News is still waiting to hear from other local agencies about when they are planning to release records. 1238

SAN DIEGO (KGTV) — It's been a tumultuous year for East Village's Monkey Paw Brewery.The local brewing company was purchased by Coronado Brewing Company in July 2017, put up for sale in May of this year, and closed its downtown San Diego brewpub Monday.Coronado Brewing Company (CBC) CEO Brandon Richards said in May, months after finalizing the purchase, the sale was part of a refocusing for CBC.RELATED: Miramar's Intergalactic Brewery is closing its doors"While we were excited about the potential of Monkey Paw, the decision to sell came from the need to refocus our energy toward Coronado Brewing," Richards said.
