ENCINITAS, Calif. (KGTV) - A North County woman says she was scammed at a gas station by a performance 'worthy of an Oscar.'"We pull in and my husbands about to pump in the gas," said Alice. An ordinary trip to fill up turned eventful last month at the Shell gas station on Santa Fe Drive. "I see a man pull up in a black SUV, brand new and shiny," said Alice. Alice says a man in his 30s got out of the GMC Yukon and approached them."He was in head-to-toe designer clothes," said Alice. In the backseat was a well-dressed woman and a little girl."He says, 'Excuse me, Sir. I'm here vacationing from Dubai with my family and my wallet was stolen,'" said Alice. The man asked for some money for gas and then took out a ring."Here, take my ring. It's worth 0. I have money and plenty of jewelry at home. I just need money for gas and food," said Alice.Alice told the man to keep the ring and then had her husband put in on a pump with their credit card."I believed their story ... I put myself in their shoes. I would be devastated, and I would want someone to help me," said Alice.Days later, she learned from her cousin in Los Angeles those strangers were scammers. "I was the 4th person she knew of personally that this happened to. I was duped," said Alice."Then this past Wednesday, Alice was back at the gas station and filling up, when she saw something familiar," said Alice.It was another new GMC Yukon. Inside was a different family. She saw them talking with a young man, before pulling out a ring. "I ran over put my hand in front of the guy and said, 'You should be ashamed of yourself. This is a scam!" said Alice. She learned the family had a similar story about vacationing from Dubai. The SUV sped off, leaving behind a woman hoping others don't fall victim."It makes me angry. It's the giving season and they take advantage of that. They're actors. They played their part perfectly. They're going to get an Oscars, and I handed them the award," said Alice.Alice believes both vehicles had out-of-state license plates. She says she contacted the sheriff's department but was told this incident would likely be defined as panhandling, which isn't a crime. 2184

Construction is underway to build what leaders say will be an icon of the city.Spanning 108 ft wide, a new arch will be lifted 40 ft above the intersection of Grand Avenue and Centre City Parkway."Escondido is just the hidden jewel of North County; in fact, Escondido means hidden valley and beautiful hidden valley. We're starting to live up to that more than I've ever seen," said Dan Forster.Forster owns Design Moe Kitchen & Bath and has watched new blood elevate the historic downtown over the last ten years, including restaurants, breweries, and new businesses. Also vice president of the Escondido Downtown Business Association, Forster says they've wanted a grand sign like this for years, but he says it was cost-prohibitive. Forster says that changed with an anonymous million donation made to the Escondido Charitable Foundation for the arch. "There's no money that's being taken out of the city budgets to pay for this, it's just one big beautiful sign," said Forster. Crews will raise the sign on March 3. (KGTV) -- Wednesday morning, more than 110,000 signatures were turned in in an effort to put a housing project in North County in front of voters.The signatures were gathered by the “No on Newland Sierra” committee in 17 days. A Red Flag Warning begins at noon Thursday, lasting until 6 p.m. Friday and sparking precautions by the company. Customers Tuesday and Wednesday were told outages could come up to 48 hours after they received notifications from SDG&E. (KGTV) - A pride flag is now flying outside Encinitas City Hall, overlooking the city's downtown area.The Encinitas City Council voted 4-0 Wednesday to hoist the flag to commemorate Pride month. The action comes after the Trump administration denied U.S. Embassy requests to hoist the flag, saying government buidlings should only fly the American flag. At the meeting Wednesday, councilmembers said they wanted to show the city as inclusive and welcoming. They added they want to push back against a recent uptick in hate crimes against the LGBTQ commumity - and potential rollbacks of federal protections for them in the military, workplace, and health care."I think it's critically important that we stand up and celebrate," said Joe Mosca, the city council's first openly gay member. "We celebrate the advancements that have been made and we're ready to fight for the future, and make sure that advancements that have been made haven't been rolled back."Lisa Nava, a 30-year Encinitas resident and LGBTQ advocate, watched the Pride flag go up in memory of her brother David, who died of AIDS in the 1980s."It was actually the first time i ever saw true love, between him and his partner, and I believed in my core being that there was no reason two people couldn't love each other and be out in the world loving each other," she said.
