SAN DIEGO (KGTV) - The former Navy sailor accused of killing four people by driving his truck off the Coronado Bridge and onto a crowd attended a motions hearing Friday.Richard Sepolio faces four counts of gross vehicular manslaughter and DUI. His defense team argued to throw out the DUI charge, as well as crucial evidence, including initial conversations between Sepolio and his arresting officers. The judge concluded that both issues would be allowed in the upcoming trial.The nephew of two of the victims wants answers. He believed Sepolio was attempting to fake the test by only pretending to breathe small amounts of air into the device. Officer Jimenez remembered that Sepolio’s speech was indeed slurred and that he was complaining of back pain. SAN DIEGO (KGTV) -- The ACLU is threatening to sue ICE over a policy that forbids detention center volunteers from speaking with the press.Souls Offering Loving and Compassionate Ears, also known as SOLACE, is not allowed to help at the Otay Mesa Detention Center until they sign a form promising not to speak with the media.In August, ICE discovered SOLACE wasn’t in compliance with their protocol before asking the group to resubmit the paperwork for their volunteers.ICE says the code of ethics is in place for the safety of the detainees. “These are often folks who don't have any family or friends in the United States so even if they could write or call they don't have anyone to connect with,” said Angela Fujii, a social justice coordinator with the First Unitarian Universalist.SOLACE volunteers are ready to help, but they want to make sure they can share with others about the place where things are kept pretty tight.SOLACE was also briefly barred from visiting during the Obama Administration but the compromise was met.Other groups are providing detainees with services, but SOLACE was the only one allowed to regularly visit. 1148

SAN DIEGO (KGTV) -- The Anti-Defamation League in San Diego announced a reward Thursday for information leading to the arrest of a suspect who reportedly shot at the Temple Emanu-El in Del Cerro. According to the ADL, the temple became aware that the building had been struck by bullets in “recent days.” When exactly the building was targeted is unclear. The league says the bullet holes were discovered in a portion of the building not in use. San Diego Police are also investigating the incident, but the ADL says they don’t believe there is a “known continuing threat to Temple Emanu-El or other Jewish institutions in the area.”“ADL takes any report of violence against a religious institution extremely seriously, and will always commit our utmost effort and resources to securing justice for victims,” said Tammy Gillies, ADL San Diego Regional Director. “We hope that by offering this reward, someone with critical information for investigators will be motivated to speak out.“According to the ADL, 2018 saw a 27 percent increase in anti-Semitic incidents throughout California. SAN DIEGO (KGTV) - The Gaslamp Quarter Association has plans to turn a section of Fifth Avenue into a pedestrian friendly promenade. The section affected would be from Broadway down to L Street, where the Convention Center is located. The change could help during big events like the week of Comic-Con and holidays like Halloween. “It’s kinda mayhem,” says Michael Carbone, director of the Chuck Jones Gallery. “As far as trying to get from one block to the other, it could take you 15 minutes.” Carbone says while he loves the crowds during Comic Con, the rent is so high downtown, his gallery is moving to Little Italy.Some suggestions under consideration, according to the GQA: putting in street furniture, plants, local art sculptures or murals and entertainment venues. “Well, the safety factor is you can just stroll, you don't need to look out for cars, and we don't allow bicycles either,” said Sue Meek, a tourist from Scotland who says similar areas function well back home. The Gaslamp Promenade project could allow certain hours for vehicle traffic, such as 3 a.m. - 11 a.m. The projected cost is currently million. SAN DIEGO (KGTV) – The Friar Faithful won’t be able to attend games in Texas to cheer on their San Diego Padres, but fans can support the squad in this week’s National League Division Series games at Petco Park while in their cars.The Padres’ drive-in watch events will take place at Petco Park’s Tailgate Lot at 1301 K Street.The first game of the best-of-five series against the NL West rival Los Angeles Dodgers is set for Tuesday, Oct. 6. First pitch is scheduled for 6:30 p.m., and the series will be played at Globe Life Field in Arlington, Texas.Games will be shown on three separate large LED video screens, and fans who attend are encouraged to decorate their vehicles and don brown and gold in support of the team.Part of the drive-in experience includes dining options for four, a reusable bag with four rally towels, a car flag, and four hats.The team is reminding those who attend that health and safety measures will be in place, such as guests remaining in their vehicles unless they are visiting a retailer onsite or using a restroom.Face masks are required for all fans; the team says all staff members at the event will be wearing masks and conducting routine cleaning.There will be 20 feet of space between vehicles to promote more social distancing.Jaclyn Lash, the Padres’ Vice President of Special Events, said, “We’re still in a pandemic, we did everything we did that people stayed in their car or wore a mask.
