SAN DIEGO (KGTV) - When President Trump visited San Diego in September, he made a special trip down to the border to tout the wall and its technological advances. The president has made border security a major part of his term, even calling for the addition of 5,000 border patrol agents.A new study from San Diego State University says the increased emphasis on stopping illegal crossings and drug smuggling could make those very agents the targets of corruption and bribe offers. "When one door is closed, they try to find another one which is open," said David Janscisc, the public affairs professor at SDSU who authored the study. Janscisc says the harder it gets for smugglers to get people or drugs into the U.S., the more likely they are to seek help from agents at ports of entry. "You can clear a car full of drugs just by not inspecting it," he said. Janscisc isn't saying Customs and Border Protection is corrupt, but wanted to study how corruption occurs. He based his study off of 160 cases of CBP corruption over 10 years, noting the agency has 60,000 employees. Janscisc found the employees with less than five years of experience were more likely to be involved in drug-related corruption. However, those who were there longer were more likely to commit immigration-related offenses, such as falsifying paperwork to help get someone into the country. In a statement, Customs and Border Protection said applicants go through a strict hiring process that could include polygraph tests. "After the hiring process, CBP applies proactive measures in the form of training, rules geared to ensure workplace integrity and oversight and management of frontline officers and agents by CBP leadership at every level," the statement said. SAN DIEGO (KGTV) — Two people were injured after a fire broke out on a boat in Mission Bay, engulfing the vessel, Thursday.San Diego Fire-Rescue responded to the fire on the 30-foot vessel off Ingraham St. just after 3 p.m.Two people were burned by flames and jumped from the boat. They were transported to UCSD Medical Center, though the extent of their injuries is unknown.Witnesses said they initially saw smoke but thought the fire would be extinguished. Within five minutes, witnesses say the flames grew higher and panic set in."It started catching on fire, people started jumping off into the water," said Jorge Segura, who captured video showing a SDFD boat dosing the flames early on. 701

SAN DIEGO (KGTV) — Two women are launching a new nonprofit, Black San Diego, to bolster Black-owned businesses locally.It started at a kitchen table over chips and salsa four years ago. Sheri Jones, a real estate broker, and physical education teacher Tinicia Smith wanted to create a hub for Black-owned businesses in San Diego.They created a Facebook group called Black San Diego and now they're more than 34,000 members strong."For the last four years we've been able to collect data and what we realize is that business owners haven't been able to sustain because they don't have the tools," Jones said.She first noticed the issue when she was running her real estate business and went to a conference. She said she was the one Black person there and it was uncomfortable."I knew when I was having trouble, others must be too," Jones said.This week, Black San Diego became official, registered through the government and they're excited to plan workshops to offer those tools to the community. Jones described the workshop as, "an 8-week course where they can go through and get business basics, book keeping, business taxes, really how to formulate their corporation."Newly Appointed Board Member and CEO of Growth 1031 Lance Growth said these workshops are crucial for black-owned businesses like his."I stumbled into my position.. I made so many mistakes and I just had to sit down and learn from those mistakes," he said. "I'm going to send my operations lady, and ask her to take some extra notes on accounting, on marketing, on filing correctly, but it's a really beneficial tool."The workshop costs 0 per business and the nonprofit is launching a donation campaign to sponsor local Black-owned businesses."If the dollar circulates in the Black community then we can unite and produce generational wealth and that's what we're here to do," Smith said.They hope to bring members of their community out and help them elevate their business, "they don't want to step in the front, not get criticized, not get caught up in the chaos. SAN DIEGO (KGTV) - Winter weather swept through San Diego Sunday, making a dent in fire danger, according to a National Oceanic and Atmospheric Administration Meteorologist."This is very good timing," NOAA Meteorologist Alex Tardy said, referencing the heavy rain across the county and even some snow that fell in places like Santa Ysabel in east county.Tardy said this year's heat broke records, "we exited a summer... is all time hottest for places like Escondido, Campo, Borrego Springs, Palomar Mountain. That whole corridor, which is most of San Diego except the immediate coast, the hottest period from June through October on record so that's made our fuels drier than they've ever been."The heat leaving San Diego vulnerable to a devastating fire season."We had the Valley fire in September, it could have been a lot worse, so this rain doesn't end our fire season but it puts a huge dent in it," Tardy saidThe winter forecast is fairly dry. Tardy said San Diego will be on the edge of some storms and may get a little relief from that but it won't be enough to keep us out of a drought."Regardless of getting a few storms that could give us heavy rain, a drier than average winter that's predicted starts putting us into the long term drought scenario and you never want to go into that especially considering it took us so long to get out of the one we were in a few years ago," he said. 1405
