SAN DIEGO (CNS) - A former biologist at the San Diego Zoo was sentenced Wednesday to six months in federal prison for embezzling hundreds of thousands of dollars by cashing payments for false invoices he created.Matthew John Anderson, 50, of Ramona, pleaded guilty earlier this year to a theft charge for taking more than 6,000 from the zoo over the course of eight years. The U.S. Attorney's Office said that as a citizen of the United Kingdom, Anderson will likely face deportation once his sentence is completed.He has paid the full restitution amount back to the zoo, the U.S. Attorney's Office said."For years, this defendant took advantage of the trust of one of our city's most beloved institutions," said U.S. Attorney Robert Brewer. "His theft compromised the San Diego Zoo's world-renowned conservation work, made possible by government grants, charitable donations and the work of thousands of unpaid volunteers."Prosecutors said Anderson created dozens of fake invoices -- often using the name of fictitious vendors -- then submitted the invoices to the zoo for payment for products that were never purchased or received. Additionally, he submitted invoices for his personal expenses.The zoo sent payments to accounts he controlled or to other third parties, who sent the bulk of the payments to Anderson, prosecutors said.Anderson worked at the zoo for more than 17 years and served as the director of behavioral biology for the zoo's Institute for Conservation Research. He was fired in late 2017, according to the U.S. Attorney's Office. 1563

SALT LAKE CITY, Utah – An officer with the Salt Lake City Police Department has been suspended after being accused of unnecessarily ordering a K-9 to attack a man who listened to commands from police.Additionally, Mayor Erin Mendenhall announced that the department is also suspending its use of K-9s to engage with suspects until the policies and practices of the program can be reviewed.Body camera footage from April 20 shows Jeffery Ryans getting attacked by a police K-9, even though Ryans was on his knees and had his hands in the air.The footage shows K-9 Tuco biting and tearing at Ryans' leg as another officer sat on top of Ryans and placed him in handcuffs.Mayor Mendenhall said she was disturbed by the content of the footage and concerned that the incident wasn't brought to the attention of senior police leadership before The Salt Lake Tribune published the video online Tuesday, nearly four months after the incident."We will conduct a thorough review of the breakdown in communication to ensure that it does not happen again. I am disturbed by what I saw in that video, frustrated by how the situation was handled, and am committed to working to ensure neither happen again," Mendenhall wrote on Twitter.Ryans ended up in the hospital before being booked into jail on a violation of protective order charge. He was released with conditions to follow. Now, nearly four months since the incident, Ryans' leg remains bandaged and he says the wound still hasn't healed. He explained he's gone through surgeries and racked up medical bills."I don't know why they had to use that type of force towards me," he said. "I was cooperating. I wasn't a threat to them."Ryans, a Black man, said police often treat Black people differently, and he wants people to see it happens in Utah too."It's very difficult not to see how race could play a factor here," said one of Ryans' attorneys, Gabriel K. White.He and Dan Garner are representing Ryans. They said they believe police violated Ryans' civil rights. What we witnessed was concerning enough to ask for all relevant material. Saguache County, Colorado is larger than the states of Delaware and Rhode Island combined.It is a valley surrounded by mountain peaks that draws people who are looking for the secluded lifestyle that rural America can offer.“Everybody knows everybody,” said Doug Peeples, who owns a grocery market in the county seat of Saguache.The town of Saguache is small, having never boasted more than 700 full-time residents in the last 30 years. The county is even more dispersed as the population density is less than two people per square mile.Then, in 2014, all of that changed once Colorado became the first state in the country to legalize recreational marijuana.“I would venture to guess we saw 2,000 to 3,000 people in overnight,” said Saguache County Sheriff Dan Warwick.“All of a sudden we had an influx of people that were out-of-towners,” added Peeples.Located in the southern part of Colorado, the county became a destination for people from neighboring states who wanted to use the weed recreationally, but particularly those who wanted to start grow operations before returning the product back to their home state-- something that is illegal.“With only six deputies, how do you try and catch these bad actors?” said Warwick. “You just hope to come across it.”The influx led to squalor and crime as sheds laid abandoned after people would use them for growing marijuana before skipping town once they harvested.“You’d see people come in and they would grow on a piece of property that they leased for a short period of time,” said Warwick. “They would leave all their trash and junk everywhere and then just pack up and leave.”It became a divisive issue in the county as full-time residents would be left to deal with the mess.“For a while, this place was the Wild Wild West,” said county commissioner Jason Anderson.Anderson, along with the rest of the county commissioners, worked to find a solution by passing an excise tax in 2016 that would give them 5 percent of the profits when legal growers would sell to retailers.In theory, the legislation would allow the county to benefit from something that had caused so much turbulence as the commissioners allocated money to go towards schools, enforcement, and other areas that needed improvement, but it started off slow.“The first year [of the tax] we only saw ,000, again, because the legal operations weren’t up and running yet,” said Anderson.Gradually, however, that tax money started to increase. After only seeing ,000 in 2017 Saguache County pulled in ,000 in 2018 and 0,000 in 2019.“We hired a code enforcement officer and outfitted him with everything he needs full-time, which is something we could never even think about beforehand,” said Anderson.The county also set up a scholarship fund for local students planning to go to college and helped others get to school by updating trail systems that encouraged kids to walk in a county where the childhood poverty rate is 46 percent.“I think we are better off [from the legalization of marijuana] in that we need all the resources we can to continue to adapt to the changes.”Some places in town still have yet to see the money as some storefronts along the town of Saguache’s main street still lay vacant, but the county hopes as the tax money grows each year, so does prosper in the town. 3324

With President Donald Trump calling his top government scientists “idiots” and downplaying the threat of the virus, communities from San Diego to Nashville are hiring minorities to be contact tracers and restore trust in America’s public health care system one phone call at a time to help people who may have been exposed to the coronavirus. The approach is aimed at stopping the proliferation of misinformation among Black, Hispanic and immigrant populations ravaged by the virus.Iraqi immigrant Ethar Kakoz, of El Cajon, is among the many ethnically and racially diverse contact tracers being hired to help immigrants, refugees, and minorities. El Cajon, itself, is a melting pot for many refugees from war-torn countries."For many of these families it’s really bringing them back to the past and the unsafety they felt during the war, the lack of food, not being able to go to stores," Kakoz told the AP. "I feel empathy. My responsibility is to just educate them and tell them about what is the right thing to do." 1246
