LOS ANGELES (AP) — Authorities lifted all evacuation orders as firefighters made progress Sunday on a large blaze that sent thousands fleeing homes and farms northwest of Los Angeles.Crews working in steep terrain were tamping down hotspots and keeping an eye on lingering gusts in mountain areas that could carry embers, said Ventura County Fire Capt. Steve Kaufmann."I'd say we're cautiously optimistic," Kaufmann said, citing calmer winds overall and rising humidity levels.Firefighters have contained 50% of the blaze, which has burned nearly 15 square miles (39 sq. kilometers) of dry brush and timber. You are excused from this conversation."The state controls a small percentage of forest land. The federal government manages most of it. Neither of the two major fires currently burning in California are on forest land.Last year Trump made a similar threat as wildfires devastated Malibu and Paradise, California — accusing the state of "gross mismanagement" of forests.At the time Newsom defended California's wildfire prevention efforts while criticizing the federal government for not doing enough to help protect the state.In Northern California, more people returned to areas evacuated from a huge fire that burned for days in the Sonoma County wine country.The 121-square-mile (313-square-kilometer) fire was 76% contained on Sunday, the California Department of Forestry and Fire Protection said.The tally of destroyed homes reached 175 and there were 35 more damaged, authorities said. Many other structures also burned.The causes of both fires were under investigation but there was a possibility that electrical lines might have been involved — as was the case at other recent fires.Southern California Edison said Friday that it re-energized a 16,000-volt power line 13 minutes before the fire erupted in the same area of Ventura County.Edison and other utilities around the state shut off power to hundreds of thousands of people last week out of concerns that high winds could cause power lines to spark and start fires.Southern California Edison will cooperate with investigators, the utility said. 2687

LOS ANGELES (CNS) - The Los Angeles City Council voted Tuesday to ban the use of exotic animals for entertainment purposes, effectively putting an end to traditional circuses and similar ventures within the city."The issue of wild, exotic animals being abused came to my doorstep four years ago, when a baby giraffe and elephant were being marched up the Hollywood Hills for a house party," said Councilman David Ryu. "It is time that the city of Los Angeles makes absolutely clear that this abuse of animals is shameful, and we will not stand for it."The ban, which was passed on a 14-0 vote, also prohibits people from riding wild and exotic animals or using them in other entertainment purposes, whether a fee is charged or not.The ban does not apply to typically domesticated animals such as horses.Wildlife conservationists who obtain applicable permits and the Los Angeles Zoo, which exhibit animals for educational purposes but do not require them to perform tricks, are exempt from the ban.It's the strongest city ordinance in the nation that protects wild and exotic animals, according to Ryu.According to the councilman, exotic animals such as elephants, giraffes and lions have been brought to lavish house parties in the Hollywood Hills for years.Rachel Matthews, deputy director of captive animal law enforcement for the People for the Ethical Treatment of Animals, said the organization strongly supported the ban."Using petrified penguins, bewildered big cats and other wild animals as party props sentences sensitive animals to miserable, deprived lives in chains, cages and trailers, and can endanger partygoers when the animals get spooked," she said. "PETA supported this progressive ban every step of the way, and we look forward to seeing the lights go out on the days of dragging bears, giraffes, elephants and lions to house parties." 1865
