SAN DIEGO (KGTV) — Holiday light displays are one of the best aspects of the holiday season.Thousands upon thousands of lights in some cases dress up homes and businesses throughout San Diego County, bringing out families and friends to enjoy the sights and sounds of the season.Throughout the county, San Diegans have numerous displays to drive to and admire. Some are snuggled in cul-de-sacs around town, others, larger events that continue the fun throughout the end of the year.Here's where you can catch San Diego's best light displays this season:(Links for display locations can be found by clicking the location in the map above.)Displays"Carlsbad Christmas House" can be found on Romeria Street in Carlsbad. Lights are on display from Dec. 2 to Dec. 31, from 5 p.m. to 10 p.m. (closed rain days.) "Christmas on Knob Hill" is located at Knob Hill Road in San Marcos. Lights are displayed from Nov. 22 to Dec. 30, from 5 p.m. to 9 p.m. Santa will make an appearance from Dec. 14 to Dec. 23, from 6:30 p.m. to 7:30 p.m. "Candy Cane Lane" covers Hickory Ct., Hickory St., Butterwood Ct., and Rockrose Ct. in Poway. "Christmas Card Lane" is located on Oviedo St. off Black Mountain Rd. in Rancho Penasquitos. "Belardo Lights" runs on Belardo Dr. through Dec. 27. Lights will be on from about 6 p.m. to 10 p.m. nightly. "Starlight Circle/Sunburst Santee" covers Tomel Ct. off Magnolia Ave. in Santee. Residents have their own schedule for how long lights will be up, but they’ll generally be on from about 5:30 p.m. to 10 p.m. "The Forward House" in Banker’s Hill is located at Ivy St. and 1st Ave. The house will be lit generally from 5 p.m. to 10 p.m. Events"December Nights" will hit Balboa Park on Dec. 7 and 8. The park will be decked out in lights as well as holiday music, vendors, and food. "Jungle Bells" welcomes the holidays to San Diego Zoo from Dec. 14 - Jan. 6. The park will run daily light shows and entertainment with zoo staff and animals. "San Diego Bay Parade of Lights" brings out boats dressed in hundreds of lights to the bay, as they parade on the water Dec. 9 and 16. "Garden of Lights" at San Diego Botanic Gardens showers the garden in more than 125,000 lights, and hosts marshmallow roasting, a musical light show, and more. "Christmas Celebration" at SeaWorld San Diego runs from Nov. 17 to Jan. 6, bringing a 40-foot Christmas tree, Santa’s village, and delicious foods to the theme park. 2429

SAN DIEGO (KGTV) - Following a heated battle over new regulations for short-term vacation rentals Wednesday, the San Diego City Council approved new regulations in a 6-2 vote.The new rules will go into effect July 2019.The rules, which were based on a plan by Mayor Kevin Faulconer, adopt the city’s first license-based system to manage the rentals, charge cost-recoverable fees to administer licenses and enforce code violations, establish a “Good Neighbor” policy to preserve neighborhood quality of life, hire additional staff to respond to complaints about nuisance properties, and implement a per-night fee that would generate funding for affordable housing projects.RELATED: San Diego City Council approves new rules on short-term rentalsAlthough the plan initially called for homeowners to be allowed two licenses for a primary and secondary home, the council later amended the provision before the plan passed its first vote in July.Faulconer’s proposal was changed to allow a host to be issued a license for a primary residence and a dwelling on the same land as the primary residence.Faulconer also had a provision in his plan allowing no limitations on the number of licenses available to hosts within Mission Beach when it was introduced in June. SAN DIEGO (KGTV) -- Family and friends of Sabrina Rosario gathered Saturday night for a memorial service to honor her and her four boys. Rosario and her boys were killed by her estranged husband, the children's father, last month. The boys: Enzi, 3, Zuriel, 5, Ezekiel, 9 and Zeth, 11. Rosario was 29-years-old. Collins says her daughter was brave and beautiful and she finds comfort in knowing she's in a better place. Roughly 400 people filled the church in Paradise Hills for the memorial. Pictures and flowers filled the front of the room. The service included prayer, singing and stories of Rosario and the boys. Rosario had been granted a restraining order from her estranged husband just hours before she was killed, but that order was never served. 947

That’s what many San Diego County restaurant owners felt after hearing the county has suspended enforcement activities on restaurants, for now.A judge’s ruling Wednesday allowed two strip clubs to stay open, and in a surprising twist, extended to the restaurant industry, allowing for in-person dining.While the county sorts out what it will do next, some restaurants are taking the opportunity to reopen for in-person dining, even if it’s short-lived.“I was thrilled to hear the judge’s ruling,” said Julian Hakim, co-owner of The Taco Stand. “I wish there was, even now, a little more clarity. We know the county is not going to enforce, but we’re not sure if ABC who holds our alcohol licenses or others choose to keep enforcing.”Hakim is cautiously optimistic and will now offer minimal outdoor dining options at his locations in downtown San Diego, La Jolla, Encinitas, and North Park.“I’m still prepared for anything,” he said. “There really isn’t any evidence that sitting outside is contributing to the COVID cases; I think there’s evidence of people being inside, so I would agree with that, and I wouldn’t open inside just yet.”Mikko Sushi’s Escondido, Carlsbad, and Vista locations reopened for outdoor dining and indoor dining at 25% capacity Thursday.“We decided to open with all the safety guidelines that are mandated by the county and state we will follow that,” said Mikko Sushi co-owner Mia Davis. “We debated actually, should we really open or not, but after thinking through overnight, many of our employees need jobs, this is right before Christmas, and they need to put the food on the table, they need to pay their rent.”Davis said she had to furlough 70% of her employees after the latest restrictions on restaurants went into place, and they could only offer takeout.Both Davis Hakim said they have many safety precautions in place, and they’re following what happens next closely.“We take this COVID-19 seriously, and we know the cases are increasing, and we just want to follow the rules.” 2069

SAN DIEGO (KGTV) - Hundreds of Clairemont neighbors attended a public hearing Wednesday to learn why their neighborhood was picked for a new homeless housing project.A developer wants to convert former office space on 5858 Mt. Alifan Drive into roughly 50 apartments for the homeless. The location is near the Vons shopping plaza.“It’s just not acceptable. I’m not against homeless shelters by any means but this is not the proper location,” said Mark Bromley. He believes the site is too close to homes and schools.San Diego City Councilman Chris Cate said the developer has not yet applied for a permit to start the project. Cate told 10News he can’t give his opinion on the project in case the issue goes before the Council.Organizers shut down the planned open house after more than 200 people attended due to possible fire code violations given the size of the crowd.Another informational meeting is tentatively scheduled for next Tuesday at a larger location. 973
