SAN DIEGO (KGTV) — The San Diego Zoo welcomed a rare bear cub to the mix last week.Zoo officials say an Andean bear cub was born to mom Alba and dad (or, sire) Turbo on Jan. 8 in the early morning hours. “We are overjoyed about the birth of Alba’s first cub,” said Chris Hamlin, animal care manager at San Diego Zoo. “Alba is showing all the appropriate behaviors of a good mother, being very attentive to her newborn. We are so impressed with how well she is handling motherhood.”RELATED: San Diego Zoo Global raises 0K for Australia wildlife reliefZoo caretakers are observing the cub and its mother via closed-circuit video to allow Alba to care for the cub without interruption. Giving the bears their space is critically important, as Andean bear cubs have an extremely high mortality rate in their first month, so care takers are being watchful but cautiously optimistic. The bear's sex is yet to be determined.But the interactions and long-term survival of the cub could led to a bounty of information for researchers.RELATED: San Diego Zoo Safari Park rhino's broken toe on the mend with new cast“The Andean forests where we work are so rugged and dense that it will be a long time before we can study the maternal behavior of wild bears there,” said Russ Van Horn, population sustainability scientist at San Diego Zoo Global. “Alba's behavior and her cub's development will suggest how closely, and for how long, wild mothers and cubs may be linked to birth dens, where we think they’re sensitive to disturbance by humans.”Andean bears are only found at a few zoos in the U.S. Also called "spectacled bears," the bears are marked with unique rings and fur around their eyes. SAN DIEGO (KGTV) - The San Diego Medical Examiner ruled the death of a teenager who jumped off a bridge in Carmel Valley was an accident. Ruben Ortiz, 18, was one of six people in a Nissan Altima on July 9 when the car crashed on SR-56.Two passengers got out of the car and ran away, officers said. Ortiz and 17-year-old Jesse Garcia jumped 80 feet off the bridge into Gonzales Creek, not realizing it was a dangerous drop, according to investigators. Garcia and Ortiz, who suffered multiple blunt force injuries, died at the scene. California Highway Patrol officers said Garcia had been driving the night of the crash. Investigators found an open beer can in the center console. Two girls, ages 14 and 15, suffered severe injuries. The two unharmed passengers were later found for questioning.The CHP has not determined why the car spun out of control. 1030

SAN DIEGO (KGTV) -- The register sex offender accused of kidnapping and raping a three-year-old Oak Park girl pleaded not guilty to five felony counts Wednesday. Francisco "Freddy" Diaz now faces up to life in prison if convicted. Diaz is being held without bail. The young girl’s father, Silvester Soltero, says he was working on his car when his neighbor broke into a bedroom window, grabbing his sleeping daughter.Soltero says Diaz’ mother brought his daughter home, but she wasn’t wearing any pants. Soltero said when he asked his daughter what happened, she told him the man touched her private parts.RELATED: Man arrested after three-year-old says she was kidnapped and touchedWhen the father asked who the man was, Soltero said his daughter pointed to Diaz. When the father approached Diaz, Soltero said he became hostile, even threatening to kill him if he snitched.The two men then started fighting when Diaz reportedly tried to poke Soltero in the eye with a fork. After he ran off, San Diego Police caught Diaz a short distance away. After his arrest, Soltero learned his neighbor was a registered sex offender.“They should have told me, they should have told me I was living next to a pedophile, If I had known I wouldn’t have brought my daughter around here, there’s no way in hell," he said.Diaz was convicted in 2006 for molesting three girls on the playground near Oak Park Elementary School, right across the street from his mother’s house. Diaz was sentenced to eight years in prison, in part because he already had a criminal history. In 2000, Diaz was convicted of assault with a deadly weapon and making a terrorist threat.San Diego Police say Diaz was in full compliance with the terms of Megan's Law. He is required to check in with police every year and he does so, said Lt. Jason Weeden.Because Diaz' child molestation convictions were misdemeanors, he doesn't have to steer clear of schools and playgrounds. Soltero says if that's true, the law should be changed. “If you’re a sex offender you shouldn’t be by a school, period," he said. 2091

  

SAN DIEGO (KGTV) -- This year, July Fourth went off with a bang. San Diego Police said Monday that the department received hundreds of calls regarding illegal fireworks this holiday weekend.Despite canceled fireworks shows throughout the city, the department received 323 calls due to fireworks this year.The figure represents a significant uptick since last year, when the city received only 76 calls about fireworks.Despite the increase in calls, San Diego Police say they aren’t aware of any injuries due to the displays.The report comes after the City of San Diego announced that it would cancel this year’s Big Bay Boom to help halt the spread of COVID-19.According to San Diego Fire-Rescue, all consumer fireworks are illegal in the City of San Diego.That list includes sparklers, firecrackers, cherry bombs, bottle rockets, and even poppers.The National Fire Protection Association says that fireworks account for more than half of reported fires in the U.S. on Independence Day. 994

  

SAN DIEGO (KGTV) — The twists and turns of the coronavirus pandemic have been especially hard on Little Italy's Civico 1845 restaurant."We're counting pennies every day," owner Dario Gallo says. Gallo couldn't get a stimulus Paycheck Protection Program loan and now, it's illegal for him to have guests eat indoors."There's been the moment, earlier in the previous month where things were changing day after day with new regulations," Gallo says. Like all restaurants in the county, Gallo had to figure out how to survive.To do that, he's making full use of the space outside his India Street restaurant, both in the piazza to the side of the building and on the street in what's called a Parklet. He's back up to 85% capacity."We are of course fighting, day after day after day," Gallo said. The city says it's doing all it can to make it easy for restaurants and businesses to move outside, even waving fees for a lot of temporary parklet permits and turning them fast. Still, there are more applications coming. The city said Thursday nearly 250 businesses have the green light to move outside, with another 33 permits in the queue.Marco Polo Cortes, a hospitality consultant who helps businesses apply, including Civico 1845, says he's never been busier."This is their lifeblood. They are either out on the parklet, on the sidewalk, or not open for business," Cortes says. Cortes says building parklets can cost a few hundred to a couple thousand, but he also says restaurants can earn ,000 to ,000 in revenue from them in a single day.The city says many permits are free of charge, however, more complicated proposals may require fees. 1653
