SAN DIEGO (CNS) - San Diego County public health officials have reported 283 new COVID-19 cases and no new deaths, raising the region's total number of cases to 26,984, with the death toll remaining at 533.The county reported 7,505 diagnostic tests Saturday, 4% of which returned positive. The 14-day rolling average of positive tests is 5.6%. The target set by California is less than 8%. The seven-day daily average of tests is 9,201. Of the total positive cases, 2,391 -- or 8.9% -- required hospitalization and 614 -- or 2.3% -- were admitted to an intensive care unit.Three new community setting outbreaks were reported Saturday in a restaurant/bar, food processing facility and business. In the past seven days, 11 community outbreaks were confirmed. The number of community outbreaks is above the trigger of seven or more in seven days. A community setting outbreak is defined as three or more COVID-19 cases in a setting and in people of different households. The next pandemic briefing from health officials will be Monday.Cal State San Marcos sent an advisory to students and staff Thursday notifying them that two employees who were working on campus have tested positive for COVID-19."One individual was last on campus on July 16 and the other individual on July 17," the advisory said. "Both are in self-isolation following public health protocols, as are people with whom they have had close personal contact."As a result of numbers that continue to rise, Supervisor Greg Cox announced Wednesday that San Diego County was starting a Safe Reopening Compliance Team that will provide assistance to businesses and residents not in compliance with public health orders. The team's exact powers were not clear."This is a carrot approach, not a stick," Cox said. "But we still have the stick and other tools to ensure compliance."Supervisor Nathan Fletcher said the team would enable the county to step up enforcement on "egregious violations" -- but the details on that enforcement were also unclear. Officials were reaching out to the various cities and communities in the county to collaborate on solutions."This is out of an effort to keep our businesses open, not to close them," Fletcher said. 2214

SAN DIEGO (CNS) -- The San Diego City Council unanimously approved the creation Tuesday of an emergency rental assistance program tied to the ongoing coronavirus pandemic, which will utilize .1 million in federal COVID-19 funds to support thousands of low-income residents experiencing financial hardships. The COVID-19 Emergency Rental Assistance Program will provide up to ,000 per household, assisting around 3,500 households total, according to the San Diego Housing Commission.Applications will be available through the housing commission's website no later than July 20."Our rental assistance program cleared another hurdle today, and in a matter of weeks over million will be directly available to thousands of renters struggling to navigate the financial challenges of the COVID pandemic," said City Councilman Chris Ward, who proposed the program's creation.Ward initially sought to allocate .9 million of the city's 8.5 million federal CARES Act funding for the program, but that amount was pared down following disagreement from other council members."The current .1 million is a start to what I hope is continued relief for residents, especially since this program gives us a mechanism to add funds as they become available," Ward said.To be eligible for the program, households:-- must be located within the city of San Diego-- have a household income at or below 60% of the San Diego Area Median Income-- must not be receiving any rental subsidies-- must not be a tenant of a property owned or managed by the housing commission-- must not have savings to meet their financial needs-- must have eligible immigration status-- must have experienced hardships directly related to COVID-19Priority will be given to families with children and households with people age 62 and older. Itandehui Jiménez, who lives in Linda Vista, said the time has been particularly hard on her children. She is a month and a half late on her ,800 rent. "Right now there's no happy moments, because we can't go out," she said. "We're looking for jobs, stressed, looking to do something to get money for the rent."However, disbursement of funds will otherwise be chosen via a random selection process, according to the housing commission."This program will provide some of the stability these families -- and their landlords-- need as San Diego gradually emerges from this health crisis. The San Diego Housing Commission is pleased to partner with the City of San Diego to implement this program, which builds upon our successful track record of providing housing assistance to families in need," SDHC President and CEO Richard C. Gentry said. The program's creation came on the same day the City Council extended an eviction moratorium until Sept. 30, with the intention of providing relief to those economically impacted by the pandemic.More information regarding the rental assistance program and eviction moratorium is available at https://www.sdhc.org/about-us/coronavirus-covid-19. 3002

SAN DIEGO (CNS) - The guided-missile destroyer USS Pinckney returned to Naval Station San Diego today following a nine-month deployment. Pinckney, along with a detachment from Helicopter Maritime Strike Squadron 75, deployed in January with the Theodore Roosevelt Carrier Strike Group to the U.S. 7th Fleet/East Asia/Pacific region. The Pinckney crew in April joined with the U.S. 4th Fleet's Caribbean and Central and South America areas of operation for counternarcotics operations.``The sailors of Pinckney have helped make the United States a safer place to live,'' said Cmdr. Andrew Roy, Pinckney's commanding officer. ``I thank all Pinckney sailors and U.S. Coast Guardsmen who overcame many obstacles to make sure illicit narcotics will never make it into our homes, schools or communities.''During Pinckney's deployment, the crew of the destroyer -- along with an embarked U.S. Coast Guard Law Enforcement Detachment -- recovered 9,800 kilograms of cocaine and 2,800 pounds of marijuana with an estimated wholesale value of 0 million. In addition, Pinckney conducted navigation operations and participated in a passing exercise with the Guatemalan navy.``A lengthy deployment is always challenging, even more so in the midst of a global pandemic that kept us all on the ship for the past six months,'' said Cmdr. Ryan Conole, Pinckney's executive officer. ``Our team was able stay focused and on mission, and we could not have done that without the support of our families and friends back home who were also dealing with an incredibly challenging environment on the homefront.'' 1598

SAN DIEGO (CNS) - Temperatures will soar into the triple digits in parts of the San Diego area Friday at the outset of an extreme late-summer heat wave expected to roast the region through the Labor Day weekend. The predicted hot spell and accompanying low humidity and gusty winds out of the east prompted the National Weather Service to issue a "red flag" wildfire warning for the local inland valleys and mountains, effective from 10 a.m. Saturday to 6 p.m. Sunday. The alert signifies a likelihood of critical combustion hazards that can lead to "extreme fire behavior."Air moisture levels will drop to the 15-20% range on Saturday and Sunday with poor overnight recovery, according to meteorologists. Winds out of the east are expected to reach sustained speeds between 15-25 mph, with gusts potentially reaching 30-40 mph in the southern reaches of the county.LATEST ABC 10NEWS PINPOINT WEATHER FORECASTExcessive heat warnings, meanwhile, will be in effect in the western valleys, the mountains and the deserts from Friday morning through 8 p.m. Monday; and in coastal areas from 10 a.m. Saturday through 8 p.m. Monday.High temperatures Friday afternoon are forecast to reach the low 80s near the coast and the mid-90s in the western valleys, and as high as 104 near the foothills, 102 in the mountains and 117 in the deserts. The mercury in the deserts is expected to reach 119 on Sunday and 122 on Monday, forecasters said. Also, children, seniors and pets should be never be left unattended in a vehicle, with car interiors able to "reach lethal temperatures in a matter of minutes," according to the federal agency. 2026
