San Diego (KGTV) –  Mayor Kevin L. Faulconer Friday announced the expansion of his successful “Play All Day” initiative, a pledge to break ground on or upgrade 50 parks in five years, by adding an additional 15 parks to neighborhoods across the city.   The program was initially proposed during Mayor Kevin Faulconer's 2016 State of the City address and the initiative is a partnership between the City of San Diego and the San Diego Unified School District, designed to maximize public resources and increase the amount of city park space, especially in urban communities. The parks are used by the school system during the day and remain open to the community after school hours.  720

SAN DIEGO (CNS) - Weather forecasters are warning of "near-critical fire weather conditions" Sunday evening through Tuesday morning in San Diego County because of developing Santa Ana winds."Areas west of the mountains will see a sharp rise in temperatures early this week," the National Weather Service said, "with coastal locations potentially experiencing their hottest conditions so far this year."Inland areas and especially deserts will remain very warm through Thursday, the NWS said, before widespread cooling takes hold late in the week.Early morning satellite images showed widespread clouds extending to the coastal slopes, but much thinner than Saturday and with less uniform coverage, forecasters said. With clouds breaking up, clearer skies Sunday afternoon will allow temperatures to rise several degrees higher than on Saturday.Santa Ana winds will strengthen on Monday, with maximum gusts of 40 to 45 mph as humidity plummets, resulting in elevated fire weather conditions, the NWS said. Highs near 80 and 90 for coastal and inland valleys are expected."Model guidance suggests coastal highs on Tuesday could be the hottest so far this year, climbing well into the 80s." forecasters said. "Depending on the timing of the return to onshore flow, it's conceivable for some coastal cities to reach the low 90s.""All in all, temperatures will be around 20 degrees above normal at the coast, and 10-15 degrees above normal for inland valleys, where temperatures may near 100 degrees in spots," they said.Off the coast of San Diego County, gusty winds and large combined seas will create hazardous boating conditions through Monday morning. SAN DIEGO (KGTV) -- A 23-year-old man was arrested in connection with a death at a Rancho Pe?asquitos home stemming from a reported fight at the residence.San Diego police said officers were called to a home in the 12500 block of Darkwood Rd. in Rancho Penasquitos just before 4:15 p.m. Wednesday in response to a reported fight at the house.According to police, a man called 911 to report his 23-year-old son, Wyatt Austin Lane, had been in a fight with a guest at their home earlier in the day.Regarding the fight, the father reported that his son told him “the guest had lost and never regained consciousness,” according to police.Officers arrived to find a deceased male inside a bedroom with “apparent trauma to his body,” police said. The victim was not immediately identified.Lane was arrested and booked into County Jail on suspicion of murder.SDPD Homicide Unit detectives are investigating the incident. 921

SAN DIEGO (KGTV) - A college student is suing the San Diego County Sheriff's Deputies from the Las Colinas Detention Facility after she disfigured her face while detained.The lawsuit stems from May 6, 2019. San Diego State student Tanya Suarez, 23, tried methamphetamine with a new group of friends.The document states she had psychotic delusions in a gas station parking lot, causing nearby San Diego police officers to arrest her for being under the influence of drugs.According to the lawsuit, at Las Colinas Detention Facility, while being fingerprinted, she heard another woman screaming about her eyes. That's when Suarez started to claw out her own right eye.Deputies restrained her on a gurney and cut her acrylic nails leaving them jagged.The suit claims deputies then placed her in a safety cell unrestrained. Suarez started clawing again at her right eye.She says the entire time she was screaming and saw a guard standing outside her cell filming her with an iPhone.Within five minutes she scratched both eyes out.Documents state it took another 5-10 minutes before deputies entered the cell.Suarez is now blind and, according to the lawsuit, she was known "to sleep with the lights on because she is afraid of the dark. Now she lives in complete darkness."The lawsuit states she told nurses she is bipolar and was previously hospitalized for wanting to commit suicide.Suarez's lawsuit states she is going back to finish her psychology degree at SDSU and is taking classes with the Center for the Blind; adding she wants to help others who suffer from mental illness and drug abuse.The San Diego County Sheriff's Department sent 10News the following statement: 1681
