BEIJING, Nov. 17 (Xinhua) -- China and the United States will more vigorously promote cultural exchanges between the two nations and their people, and send more students to each other's country to study, a joint statement said here on Tuesday.     "The two sides noted the importance of people-to-people and cultural exchanges in fostering closer China-U.S. bilateral relations and therefore agreed in principle to establish a new bilateral mechanism to facilitate these exchanges," the statement said.     In recent years, the number of students studying in each other's country keeps rising. Currently there are nearly 100,000 Chinese students studying in the United States.     "The U.S. will receive more Chinese students and facilitate visa issuance for them," the statement said.     In China, there are about 20,000 American students studying. The United States will launch a new initiative to encourage more American students to study in China. "Over the coming four years, the U.S. will send 100,000 students to China, and the Chinese side welcomed this decision," it said.     China and the U.S. agreed to expedite negotiations to renew in 2010 a cultural exchange accord, and jointly hold the Second China-U.S. Cultural Forum in the United States at an appropriate time, the statement added. 

TAICHUNG, Dec. 22 (Xinhua) -- Negotiators of the Chinese mainland and Taiwan ended a new round of talks Tuesday as the two sides agreed to cooperate in farm produce quarantine and cross-Strait employment of fishermen, as well as to deal with different product quality standards.     In an evening banquet held by the mainland's Association for Relations Across the Taiwan Straits (ARATS) Tuesday, ARATS president Chen Yunlin expressed his gratitude to the Straits Exchange Foundation (SEF) and to those in Taiwan who had contributed to the ARATS-SEF meeting.     The fruitful meetings between the two organizations were made possible by both sides across the Taiwan Strait, Chen said.     He said the two sides should continue to contribute to the peaceful development of the cross-Strait ties despite all difficulties. The ARATS held the banquet to express its thanks to SEF and the people who had worked for the talks between the two organizations    SEF chairman Chiang Pin-kun said negotiations between the ARATS and SEF had helped sign 12 agreements and reach one consensus between the mainland and Taiwan, all of which were aimed for peace and economic prosperity of both sides.     He called on the two sides to overcome difficulties with wisdom.     During Tuesday's meeting, the ARATS and the SEF signed three agreements on farm produce quarantine, the cooperation in standards measuring, inspection and certification, and on cross-Strait employment of fishermen.     "All the topics we choose to discuss are closely related to the interests of people," said Chen Yunlin at the opening of the talks. "The only way to measure our efforts is whether the agreements really benefit people across the Taiwan Strait."     In the previous three rounds of talks since June 2008, the two sides reached nine agreements concerning transport, trade, tourism, cooperation in finance and fighting crime among other issues.     "We have done many things in the past one and half years that should have been done long before. We will work with our Taiwan counterparts to make sure the agreements are implemented and to close loopholes in them." Chen said.     Chiang Pin-kun said Taiwan and mainland must jointly tackle economic challenges, and the establishment of a cross-Strait economic framework should not be delayed.     He called on both sides to contribute to economic prosperity and development as well as long-term peace and stability.     The agreements reached at previous meetings between SEF and ARATS had brought substantial benefits for the normalization of cross-Strait communication and benefited people on both sides, he said.     However, there was room for improvement and both sides needed to carry out further negotiations, he said.     He called for both sides across the Taiwan Strait to continue efforts to push for the development of systematic talks and promote cross-Strait communication and cooperation.     The ARATS and SEF are expected to discuss future negotiations on the Economic Cooperation Framework Agreement (ECFA), although talks on the agreement were not on the agenda of this meeting.     The two sides reached a basic consensus on avoiding double taxation and strengthening taxation cooperation in a preparatory meeting Monday afternoon. SHANGHAI, Nov. 16 (Xinhua) -- President Barack Obama said here Monday that the United States would further expand its youth exchanges with China by dramatically expanding the number of students studying here to 100,000.     Obama said during a dialogue with Chinese students in Shanghai Science and Technology Museum Monday afternoon that young people in China and U.S. are the best ambassadors and that cooperation between the countries should go beyond the governments.     "These exchanges mark a clear commitment to build ties among our people, as surely as you will help us determine the destiny of21st century," he said.     Shanghai was the first leg of Obama's maiden trip to China on Nov. 15-18 since he took office in January.     "I believe strongly that cooperation must grow beyond our government. It must be rooted in our people, in the studies we share, in the business we do, in the knowledge that we gain, and even in the sports we play, and these bridges must be built by men and women just like you, and your counterparts in America," Obama told an audience of about 600 university students in Shanghai.     "I am absolutely confident that America has no better ambassadors to offer than our young people, for they just like you are filled with talent, energy and optimism about the history that is yet to be written.     "So let this be the next step in the steady pursuit of cooperation between our two nations and the world," Obama said.     After delivering the opening remarks, Obama took questions from students as well as the Chinese online community, covering a wide range of topics such as Sino-U.S. cooperation, cross-Strait relations and anti-terrorism in the U.S..     The White House website Sunday posted a notice of Obama's meeting with Chinese youth, saying that holding the event in Shanghai was symbolic as the Shanghai Communiqué was announced here and helped pave the way for normalization and the first 30 years of formal diplomatic relations.     "If there is one thing we can take from today's dialogue, I hope that it is a commitment to continue this dialogue going forward," Obama said in his speech.
