(AP) — Advocates looking for California to secede from the United States can begin collecting signatures for a longshot initiative asking voters to weigh in, Secretary of State Alex Padilla said Monday.The proposed initiative is the third so-called Calexit proposal since President Donald Trump's election. Previous efforts were withdrawn or failed to gather the required signatures.The latest would ask voters about secession in 2020. If it passed, a second election would be held a year later asking voters to affirm the decision.RELATED: #Calexit: Groups calling for California secession after Trump winMarcus Ruiz Evans, co-founder of the group Yes California, said the second vote would show that Californians are serious about secession and would strengthen the case for foreign governments to recognize the state's independence.Evans and Yes California co-founder Louis Marinelli also proposed independence initiatives in 2015 and 2017. They did not turn in signatures in 2015 and withdrew the 2017 Calexit proposal amid scrutiny of Marinelli's ties to Russia. A rival group, California Freedom Coalition, proposed a Calexit initiative but did not turn in the required signatures.Proponents have until Oct. 17 to collect nearly 366,000 signatures.Previous Calexit initiatives would have deleted a portion of the state constitution that says California is an inseparable part of the United States. (AP) — California and 16 other states have filed a lawsuit against the Trump administration over its plans to scrap gas mileage standards and how much greenhouse gases vehicles can emit, Gov. Jerry Brown and Attorney General Xavier Becerra announced Tuesday.The suit takes aim at a plan by the Environmental Protection Agency to eliminate standards for vehicles manufactured between 2022 and 2025. The standards would have required vehicles to get 36 miles per gallon (58 kilometers per gallon) by 2025, about 10 miles (16 kilometers) over the existing standard.EPA administrator Scott Pruitt says the standards are not appropriate and need revision. They were set in 2012 when California and the Obama administration agreed to single nationwide fuel economy standard.RELATED: President Trump, California clash over key issuesCalifornia officials say the standards are achievable and the EPA's effort to roll them back is not based on any new research. They argue the plan violates the Clean Air Act and didn't follow the agency's own regulations.California has a unique waiver that allows it to set its own tailpipe emissions standards for vehicles, which it has used to combat smog and more recently global warming. SACRAMENTO, Calif. (AP) — An investigation has found many California state agencies have failed to provide sexual harassment training for all their supervisors as required by state law.Capital Public Radio reported Tuesday its investigation found nearly 60 percent of agencies surveyed by the State Personnel Board did not provide the training, up from 25 percent in 2016 and 32 percent in 2017.The public radio station reports that since 2016, the State Personnel Board has identified nearly 1,800 state government supervisors at dozens of agencies who did not receive the required training.A state law requires businesses with 50 or more workers and all state agencies to provide two hours of sexual harassment training to new supervisors within six months of being hired or promoted. 794

  

RIVERSIDE, Calif. — Pastor Greg Laurie of the prominent California-based church Harvest Christian Fellowship confirmed he has tested positive for COVID-19.Laurie said in an Instagram posting Monday that he tested positive on Friday and has been in quarantine since then with his wife, but so far all members of his family have tested negative.“My symptoms have been mild so far, and I expect to make a full recovery,” he wrote. “I have always taken the Coronavirus seriously, and it has tragically taken many lives. At a time like this, we need to pray for those that have it and avoid politicizing it. If our President and First Lady can get COVID-19, clearly anyone can.”The Associated Press reports that Laurie was at an event at the White House on Sept. 26 in which President Donald Trump nominated Judge Amy Coney Barrett to replace Justice Ruth Bader Ginsburg on the Supreme Court. At least nine other people who attended that event — including President Donald Trump — have since tested positive for COVID-19.Many in attendance at the White House event were photographed without masks as well as shaking hands and hugging. 1137
