UPDATE - The Escondido City Council voted 5-0 Wednesday to approve the moratorium on carwashes. Escondido has too many car washes. That's a conclusion the City Council may make on Wednesday, when it may place a moratorium on new car washes in the city.A city report says there are now 28 car washes in Escondido, with more in the planning stages. Instead, the report says the city prefers businesses that create higher paying jobs, more sales tax revenue, and are less intrusive on the surrounding environment. "Escondido has the most permissive policy towards car washes compared to other agencies in North County," the report says. "Currently, there are no special use regulations established for carwash facilities."The moratorium would give the city 45 days to come up with those rules.The issue is coming to light because Neil Capin wants to redevelop an old skating rink at 864 N. Broadway into an express wash. But that's right across the street from a 24-hour mostly manual carwash, with one automated wash. Capin said it should not matter what's across the street, noting that there are plenty of coffee shops and fast food restaurants near each other.Others say the city has too many car washes as it is."I'd rather drive another mile and not have them on every corner," said Ryan Carlson, who was washing his truck at the 24-hour facility on Broadway. Plus, not all car washes are the same. At Soapy Joe's on East Valley Avenue, V.P. Ron Deimling says the company sets itself apart by giving back to the community, having good environmental habits, and investing locally."We provide jobs, we provide training," he said. "We really also want people to grow and learn so if they don't want to stay in the carwash business that's fine, but hopefully take those skills of leadership and working with customers somewhere else."The council meets at 4:30 p.m. Wednesday.   1939

  

UPDATE 8:54 p.m. - Nov. 9, 2019SAN DIEGO (KGTV) -- The San Diego Police Department has called off Saturday's Amber Alert after determining that the man who reported his vehicle stolen with a child inside filed a false report.The man told officers that his acquaintance, 29-year-old Osman Rahimi, drove off in his vehicle with an 11-year-old inside, according to SDPD Lt. Shawn Takeuchi.The man described the boy, named Johnny Diaz, as a Hispanic child, 4 feet tall, wearing a white shirt and “Transformers” pajama pants."Detectives contacted the California Highway Patrol to put out an Amber Alert in an effort to find the boy," said Takeuchi.Oceanside Police Department officers located the vehicle and Rahimi near the Aliso Creek Rest Area but the child was not with Rahimi."SDPD officers took custody of Rahimi and transported him to SDPD headquarters along with the man who made the report, and the Amber Alert was cancelled," said Takeuchi.Takeuchi said they conducted numerous interviews and determined that no child was involved. Detectives are still working to determine if Rahimi is responsible for stealing the car.The man who made the report, who has not yet been identified, may also face charged of filing a false report, according to Takeuchi."While it appears the original report was false, the mission of our department is to protect all life," said Takeuchi. "We appreciate the efforts of our community to find the child and are grateful for the support from our law enforcement partners."---------------------UPDATE 5:45 P.M. -- Nov. 9, 2019SAN DIEGO (KGTV) -- Detectives are working quickly to find clues in the alleged abduction of an 11-year-old boy who was snatched outside of a San Diego gas station that prompted a countywide Amber Alert on Saturday.San Diego Police Department detectives said the boy, Johnny Diaz, was abducted sometime around 11 a.m. outside the Valero gas station at Euclid and Geneva avenues, just south of the Martin Luther King Jr. Hwy 94 ramps in Southeast San Diego.Specific details about the incident were not immediately known at this time. NEWS HEADLINES: Missing Virginia teen safely located, alleged abductor apprehendedAn Amber Alert was issued Saturday afternoon with a description of a dark-colored 2006 Honda Pilot with California license plate number 5TLG117. At around 3 p.m., Oceanside Police located the vehicle matching the license plate and description. Officers detained a person inside the vehicle but the boy was not found.The person found with the vehicle, Osman Rahimi, 29, is being detained for questioning, police said. Officers are searching the Camp Pendleton area for the boy and another adult, but no further details are known at this time. NEWS HEADLINES: Person of interest in custody in connection with missing 3-year-old Alabama girlDetectives are working on obtaining images of the boy. It's unknown if Rahimi and the boy are known to each other.The Amber Alert was received by some people around the county. VENTURA, Calif. (KGTV) - A suspect who led California Highway Patrol officers on a pursuit onto the 101 Freeway died of an apparent poisoning.The chase began Wednesday in Oxnard during a vehicle check, according to ABC-affiliate KABC. CHP officials said information came back on the car belonging to a rape suspect. When officers tried to pull the vehicle over, the driver refused, KABC reported.The chase continued northbound onto the 101 Freeway and ended in Ventura. The vehicle came to a stop in the center median, though CHP officers told KABC it's unclear if the suspect crashed of stopped the vehicle on his own.The suspect was seen motionless outside his vehicle, with the passenger-side glass shattered, according to KABC. Officers told the station they believed the suspect possibly poisoned himself.No officers were reportedly injured.Both sides of the 101 Freeway were initially shut down between Sanjon Road to Seaward Avenue, but some lanes have since reopened, KABC reported. 1028
