"It is not surprising that in each of the meetings, the issue of Taiwan came up. It is clearly a fundamental issue with China," he said. Asked about the possibility of a conflict over Taiwan, he said: "I believe there are good faith efforts among all the leadership to prevent that." Pace said he had repeated US President George W. Bush's position that the US leader "would not support Taiwan independence" and that Washington wanted the issue to be handled peacefully. Pace's visit follows a US announcement last month that it plans to provide over 400 missiles to Taiwan.China's military is proposing officer exchanges and other confidence-building measures with the US Army and may be inching closer to setting up a "hotline" for emergency communication with Washington, according to Pace. Pace said he immediately agreed to study the proposals put forward Friday by Gen. Liang Guanglie, chief of the PLA's General Staff Department. "To me this was a very good, open discussion and one that I found very encouraging," Pace told reporters in Beijing. Liang's proposals included sending Chinese cadets to the Army academy at West Point as well as participating in joint exercises and humanitarian and relief-at-sea operations "that might be able to build trust and confidence amongst our forces." Military exchanges were largely suspended following a collision between a US spy plane and a Chinese jet fighter over the South China Sea in 2001.  Pace said the sides agreed to keep discussing setting up a "hotline" between either military or civilian leaders that would help ease any future friction. "The Chinese military understands as well as I do that the opportunity to pick up the phone and talk to somebody you know and smooth out misunderstandings quickly is a very important part of relations between two countries," Pace said.

DALLAS -- Several leading US airlines have asked federal regulators for the right to operate new nonstop flights between the United States and China beginning in March 2009.American, the largest US carrier, said it applied Monday for a route from Chicago's O'Hare Airport to Beijing. A similar bid failed several months ago, partly because American's management and pilots couldn't agree on work rules for the flights.Continental applied Monday to fly between Newark, N.J., and Shanghai. The Houston-based airline said its flights would serve the financial hub of New York and a large Chinese-American population in the area. US Airways said it is seeking to offer nonstop service between its Philadelphia hub and Beijing, China. Delta Air Lines Inc. asked to fly from Atlanta to Beijing and Shanghai; and Northwest Airlines Corp. filed to offer service between Detroit and the same two Chinese cities. UAL Corp.'s United Airlines proposed to fly between San Francisco and Guangzhou starting in 2008, and between Los Angeles and Shanghai in 2009. Air service between the two countries is restricted by agreements between the two governments. US airlines eager to tap the growing Chinese market must apply to the Department of Transportation for new routes. In the competition for Chinese routes, US airlines gather support from politicians and customers to sell their proposals to federal regulators. For example, American, a unit of Fort Worth-based AMR Corp., boasted support from four US senators and three governors. United Airlines' application proposes a non-stop service between San Francisco and Guangzhou in 2008, and a daily non-stop service between Los Angeles and Shanghai in 2009. Wen's three-day trip, the first by a Chinese premier in nearly seven years, comes six months after Abe went to Beijing to mend ties chilled by his predecessor Junichiro Koizumi, who repeatedly visited Yasukuni Shrine that honors Japan's war criminals of World War II. Yesterday, the two leaders declared their firm intention to move forward on rebuilding relations, signed agreements on energy and the environment and issued a joint statement that spelt out issues for cooperation. An environmental accord called for the two to work on a successor to the Kyoto Protocol on climate change by 2013. The other agreement committed the two nations to cooperate on developing energy resources and building nuclear power plants in China. In the joint statement, the two vowed to seek ways to jointly develop gas deposits in disputed waters, pursue the denuclearization of the Korean Peninsula, and strengthen defense cooperation. During their talks, Wen said that the history issue is crucial for bilateral relations as it affects the national feeling of the Chinese people. It could be an obstacle to improved ties if not handled well, he added. He urged the Japanese leaders to face up to history and "open up good, forward-looking relations toward a beautiful future". Wen also reiterated China's position on the Taiwan question, hoping the Japanese side can realize the acute sensitivity of the issue and deal with it properly. Abe reiterated Japan's commitment to the principles enunciated in the three joint documents directing bilateral relations. On disputed waters in the East China Sea, the two sides agreed to speed up the negotiation process to seek a solution that is acceptable to both. The two sides pledged to make the area "a sea of peace, cooperation and friendship". Wen arrived in Tokyo just hours after the two countries signed an accord lifting Beijing's four-year ban on Japanese rice imports. China banned imports in 2003, claiming Japanese rice did not meet the requirements of its revised quarantine system. Wen is scheduled to address Japan's parliament today. He will also meet Emperor Akihito and co-chair an inaugural meeting with Abe on a high-level economic dialogue that will involve officials at the ministerial level and above. He will even join in a game of baseball - a popular sport in Japan - tomorrow with college students in western Japan before returning. Meanwhile, Abe accepted an invitation to visit China again this year. Though no timetable has been set, it is widely believed that he will visit in the autumn to attend the celebrations marking the 35th anniversary of the normalization of bilateral relations.
