SAN DIEGO (KGTV) — Outrageously high electric bills are landing in inboxes across San Diego County, some nearing ,000.And it's not just the sweltering San Diego summer leading to the increases."I was wondering exactly what's going on and wondering if there was an issue," said Matt Berlin, a Point Loma resident who got a 0 electric bill this month from San Diego Gas and Electric. "I don't know what we're doing different from year to year."It's not just the near-record heat that is causing the increases due to higher air-conditioning use. SDG&E spokesperson Wes Jones said the utility instituted a state-mandated third usage tier for its highest users. Am I even on the right plan, what can I do?" Jones said.Jones said San Diegans can switch for free to a Time of Use plan, where energy is most expensive from 4 p.m. to 9 p.m. Then, they can plan ahead by setting the A/C lower before 4 p.m., turning it up when that time hits."You're going to experience some savings right there because your A/C is not running as hard from 4 to 9 but you're still using all that cooling you had during the day," he said.Jones said SDG&E is continuing to move all of its customers to the Time of Use plan. If you're a Comic-Con mega fan, patience is a vital part of the experience. Many slept on the grassy courtyard for hours, just to claim a seat inside the coveted Hall H. Fans say they can't get enough. "I've been a fan since the first season came out," Superfan, Marvin Calderon said. "I'm also a fan of the comic books."Calderon showed us his right arm. SAN DIEGO (KGTV) — More than 400,000 people in San Diego County have already cast their ballot for the November election."We are unprecedented, unchartered, in so many different ways in historic numbers of mail-in ballots that are coming back to our office," said Michael Vu with the San Diego Registrar of Voters. Saturday, Vu said the registrar had received 432,000 ballots have been cast. SAN DIEGO (KGTV) — Police officers saved a parrot from a hot car in Sorrento Valley, as temperatures reached upwards of 120 degrees inside the vehicle.San Diego Police say someone noticed a Macaw parrot in a car in distress at a hotel parking lot in the 11000 block of Vista Sorrento Parkway. A San Diego Humane Society officer responded and tried to break the window, before calling SDPD for assistance.Police broke the window and removed the parrot and rushed it to a veterinarian.A police officer told ABC 10News that the temperature in the car was at least 120 degrees. The bird only had a cup of liquid in a Big Gulp cup and no food.It's a misdemeanor to leave an animal unattended in a hot vehicle.San Diego Humane Society said the parrot is doing okay and the owners have been reached to reclaim the bird."Cars get hot very fast, so we advise never to leave an animal unattended in car, especially when it is warm outside. Even with the windows open, a parked car can quickly become a furnace. If the temperature outside is 80 degrees, the temperature inside your car can quickly climb to 120 degrees.
