SAN DIEGO (KGTV) - There's a sign inside Hillcrest's Industrial Grind Coffee that reads, "our first, funky little coffee shop opened in 2011 - not too far from where you're standing right now."It's a place that shaped barista Jennifer Bizjak."It's where I learned everything I know about coffee," she said.That original location is a third of a mile away, near the northwest corner of Park Boulevard and University Avenue. It's now shuttered, and untouched. It's part of a complex that includes small homes and mom-and-pop businesses - one owner said she's preparing to leave after 17 years.Real Estate investment group Diversyfund bought the complex in June for .65 million. It plans to replace it with an 80,000 square foot mixed-use building that includes 58 units, including 6 affordable apartments.Shayan Rajabi, an investment analyst for the group, said the new complex is designed with sensitivity to the neighborhood. He said it would bring more housing to a region with a sever under-supply, plus affordable units. He added the building would feature a coffee shop, or microbrew, that would complement the community."I think the scale of our building is comfortable as it adds density without overloading the area. It’s the kind of scale that they do in German cities, which are known to have very people-oriented building codes," he said. That development would be near the northwest corner of Park and University, where a recent city request is now leading to concerns of future overdevelopment.In February, a city planner asked the Uptown Community Planning Group to support rezoning a little more than an acre at the northwest corner of Park and University to allow more intense development than what is in the recently approved community plan.Board member Mat Wahlstrom said the planner gave very few specifics.  "He simply said that a stakeholder, which, I would assume is the property owner, approached us to see about having this done," Wahlstrom said.Rayabi said the Diversyfund project fits within current zoning and that the group did not ask or need a re-zone for the project.Peggy Shapiro, who owns the strip mall that's actually on the corner - which includes the Medical Center Pharmacy - also said she has no redevelopment plans. She added she was unaware of the proposed rezone.On Thursday, City spokesman Arian Collins said REAL Development submitted a rezone application for the properties at 3906 and 3922 Park Boulevard, to accommodate a 58-unit mixed use complex with affordable housing. County spokesman Michael Workman said if the region does fall into the purple tier, the new restrictions would take effect 12:01 a.m. Saturday. This time, however, they would not be accompanied by an additional round of federal stimulus money to help small businesses make it through. "It's sustainable for a few months at time, but if you start talking about 12 to 18 months of this you're going to see hundreds and hundreds of restaurants and bars go out of business," said Steve Billings, owner of North Park's Original 40 Brewing Company. Ben Clevenger, President of the San Diego County chapter of the California Restaurant Association, says they are writing a letter asking local and state officials for a one-week extension in hopes the COVID-19 metrics improve.As for their members, he says it's up for each restaurant owner to decide what to do."We keep advising them to do safe social distancing, safe operation practices," Clevenger said. "But at the end of the day, it's up to them, the individual businesses, whether to they're going to stay open or close and follow the guidelines. I think right now, there's a lot of restaurants in survival mode, and they don't have a choice but to stay open and hope for the best."The purple tier also requires a case rate of 7.0 or more and testing positivity of 8% or more. The county's testing positivity has largely sat at 3% to 3.5% for the last four weeks, which falls within the positivity metric for the orange tier of reopening.If the county falls into the purple tier, it will have to meet red tier criteria for two consecutive weeks before it can move forward, according to the state. 3008

SAN DIEGO (KGTV) - The young woman severely injured in a parasailing accident in Mexico is walking and surfing a year later.Katie Malone's recovery has been a long road. "I survived something I shouldn't have survived," she said.Malone was in Puerto Vallarta in June, 2018 for her birthday. Her parasailing ride turned into a nightmare, "I saw the boat capsize and people on the beach run to try and grab the rope to bring me down." She said the the almost half hour she was in the air she worked to keep calm, thinking about her dog Leroy, and what she was going to wear that night. Her family says the rope snapped and she fell in a tailspin. Katie said it was everything she could do to keep from passing out, or getting sick. She said the next thing she remembered was opening her eyes on the ground with emergency crews surrounding her."My heart dropped to my feet," Katie's brother Brendan said.He started calling and coordinating the trip to Mexico to be with his little sister. He talked about being the megaphone for the family, getting the word out through his music community in Nashville, back home in California and setting up the Gofundme online that reached the world.She underwent three surgeries in Mexico and two weeks in, the swelling in her brain hadn't gone down. Katie's mom said doctors doubled her steroid dosage to bring the swelling in the pituitary glad down and it caused a severe reaction.Katie's mom, Sidona, said she was sick all night and that was the moment they all feared she wouldn't pull through. Sidona said the doctor pulled her aside the next day and said, "you don't understand, she could die and she needs to go home now," urging them to Lifeflight her to the U.S.The family overcame huge struggles, from paying cash for the surgeries in Mexico, as Katie was in between insurance, to finding a way to fly her home. Sidona said certain airlines wouldn't fly that far south in Mexican airspace, and medical airlines wouldn't take her without insurance. Their network of friends and family gave them solutions.The final piece came at the last minute, a ,000 anonymous donation to fund her flight home. Her fight to get back to normal just beginning.Katie re-learned how to walk, drive, and surf over the past year, all the while a smile on her face."Instead of that terrible accident taking control of her, she's taken control of that," Brendan said.Katie says positivity, her family and her dog, Leroy, kept her going. She said she used to take Leroy, her support dog, to the hospital to help others and was thankful he was there for her recovery.She advises anyone facing a challenge that your mind is more powerful than your body and positivity will get you through."I'm not 100% back, I'm getting there, I'm back to work, not full time just part time," she said she's focused on getting healthy. She works as a masseuse, making others feel better.Among her challenges, she has a hard time sitting for extended periods of time, and has to adjust her gait and stance.She hopes her story will change regulations in Mexico so this never happens to anyone else. 3112

SAN DIEGO (KGTV) -- The search is on for three teenagers that held a man at gunpoint then stole his car in Paradise Hills.According to San Diego police, the incident happened around 12:30 a.m. Wednesday at the victim's apartment complex on Doriana Street.Police believe the carjacking happened just minutes after the same teenagers attempted, but failed, to carjack another man near the intersection of Alta View and Potomac, a few blocks away.The victim suffered a minor injuries to the head and is expected to be OK.Police say the three teens are believed to be between the ages of 16-18. They sped off in the victim's gray Honda and are still on the loose.Detailed descriptions of the teens and a license plate number for the stolen car were not immediately released. 778
