SAN DIEGO (KGTV) — San Diego's Chicano Park is already a local icon. But soon, the mural-clad location could be listed within the National Park System.The Chicano Park Preservation Act (H.R. 486), introduced in January by Rep. Juan Vargas of the 51st Congressional District, would require the Department of the Interior to conduct a special resource study of Chicano Park and its murals and evaluate the site's national significance. Depending on those results, the agency would determine the feasibility of adding the park to the National Park System (NPS).Tuesday, the bill was the subject of hearings by the House Natural Resources' subcommittee on National Parks, Forests, and Public Lands.RELATED: Celebrating Community: Chicano Park approaches 50th anniversaryShould Chicano Park be granted NPS status, it would continue to be managed outside of the system but qualify for National Historic Site federal protections and aid.In January, Rep. In 1980, it received designation as an official historical site by the San Diego Historical Site Board. Roughly 80 murals cover the legs of the bridge.Victor Ochoa, who painted some of the murals, told 10News the history depicted in Chicano Park's art is truly representative of the community because it lacks censorship and showcases important figures."The park in itself acts as kind of like an obstacle to just eradicate our heritage, our history, our community," Ochoa said. "I see the spiritual energy more and more in the park and the murals, and the murals become even more historical documents."On April 20, 2020, Chicano Park will celebrate its 50th anniversary. 2801

SAN DIEGO (KGTV) - San Diego Sheriff's Deputy Richard Fischer was re-assigned to administrative duties after a woman's allegations of inappropriate behavior surfaced this week.Now, a San Marcos woman is alleging Fischer did the same thing to her last year.    The woman is accusing Fischer of inappropriate conduct and touching in August of 2016, according to her attorney, Dan Gilleon.RELATED: Woman claims she was groped by San Diego deputy, files claim against department"Her house was burglarized during in the day and Fischer was one of the deputies that arrived to investigate the burglaries. They all leave," Gilleon said of his client's claims.Later, Gilleon said she heard a knock at her door."It's Deputy Fischer again. She opens the door and he looks at her and says, 'It looks like you could use a hug,' and without her consent reaches in and hugs her," Gilleon said.Gilleon added Fischer knew no one else was home."It shocks her, she's startled. The hairs going up on the back of the next," Gilleon said, alleging Fischer then uses the same ruse as another woman claims - asking to use the bathroom."Now he's deeper into the house and hugs her again. Now she's resisting and walks him to the door and he says - don't worry. I'll be in the community and I'll be keeping an eye out for you," Gilleon said.The second woman saw a news story about the other woman's similar allegations and recognized Fischer, according to her attorney."When she saw the story she knew word needed to get out. She wanted the other woman to know the same thing happened to her and she wanted the community to know this is what he is out there doing," Gilleon said.   Gilleon is filing the second claim next week.An SDSO spokesman told 10News  he will look into this second allegation and issue a statement. 1894

Across San Diego County, small business owners hoped customers would make an effort to shop local during a time when they’re hurting.“A day like this could potentially be one of the most important days for a small business,” said Joey Flores, saying Chimera, an outdoor market for clothing, records and cacti in North Park, was taking extra precautions for small business Saturday to protect people from coronavirus.In Barrio Logan, sisters Marla and Abigail Mercado went to Casa Xovi, a local gift shop filled with items celebrating the Latino community.“Supporting our local business because we want, especially in Barrio Logan, we really want the history and the culture to stay here. So even if you’re only spending ten bucks here and there, that’s money that adds up,” they said.Casa Xavi owner Xochitl Villarreal said she’s seen more customers the weekend following Thanksgiving and hopes this continues. She said small business Saturday is an important day, but encourages people to make efforts to shop local even after the holiday weekend is over.“It is what it is and we have to live through it and we have to be strong, be resilient,” said Villarreal.In Oceanside, William Bike, the Executive Chef at Mission Avenue Bar and Grill said the community members are what has helped them stay afloat, in addition to all of the local businesses who are sticking together to support each other.“We have that big local following, that big local support and that’s really what’s kept us alive,” said Bike. 1584

SAN DIEGO (KGTV) - Singer Jimmy Buffet's successful chain of properties is making its first appearance on the West Coast in the coming months. Paradise Point Resort & Spa on Vacation Isle Park in Mission Bay is rebranding into a Margaritaville Island Beach Resort, with an anticipated opening of 2020-21.The existing property will be renovated and converted for an estimated million. It will feature 462 casita-style single-story guest rooms, waterfront views with a mile of beachfront, Margaritaville food and beverage concepts, new recreational activities and family-friendly amenities.Margaritaville is a global lifestyle brand inspired by the lyrics and lifestyle of singer, songwriter and best-selling author Jimmy Buffett, whose songs evoke a passion for tropical escape and relaxation.Davidson Hotels & Resorts will operate the property as Paradise Point Resort & Spa until the hotel is reflagged, and will continue to manage the property following the completion of the renovation and rebranding.Paradise Point's general manager, Michael Stephens tells 10News, "Some of the first things were investing in is restaurants." Following last years 22 million dollar guest room renovation, the new project will focus on updating the rest of the property and adding new restaurants.
