SAN DIEGO (KGTV) -- San Diego City leaders are deciding where to spend money in the next fiscal year. Wednesday’s meeting was the first step in the budget for the year. 10News spoke with Barbara Bry just before the meeting. “All nine of us have submitted our budget priorities. What’s interesting is there’s a lot of consensus among all of us as to how much the city should be allocating its funding," Bry said.The latest 10News-Union-Tribune polls shows the top issue as homelessness. It’s one of the issues Bry says will receive major support in next yea’s budget. Wednesday, the budget committee reviewed and adopted a set of funding priorities for what will be a priority for funding in the next fiscal year. The committee’s list is alphabetical at this point, so the issues aren’t ranked by importance. The list does, however, reflect what our poll uncovered: climate action, homelessness, parks and recreation facilities, public safety and sidewalk and street repairs are all important issues. As for our poll, homelessness and affordable housing came out on top at 21 and 20 percent respectively. Close behind is road repairs and further down the line, climate change, the Convention Center and mass transit. 10News asked Bry how the process will proceed. “The council will then discuss the priorities as a whole, then Mayor in April, then budget hearings in May.” 1380

SAN DIEGO (KGTV) — San Diego health officials are worried about a recent uptick in out-of-towners testing positive for coronavirus locally ahead of the holiday weekend.In San Diego, health officials have seen increases in positive COVID-19 cases diagnosed locally in people who live in nearby counties or states. Throughout the pandemic, there have been 16 Arizona residents have tested positive while in the region, seven of those were in the last week. So far, 330 Imperial County residents have tested positive while in San Diego and 61 of those were in the last week, as cases grow in that county.RELATED: San Diego County to close bars that don't serve food to slow COVID-19 spread"We have looked specifically at nearby county residents. Certainly, the number of individuals who live in Imperial County who are diagnosed in San Diego have increased in the last number of weeks," said Dr. Eric McDonald, director of the county’s epidemiology and immunization department. "The number of cases who have Arizona as their primary residence have also increased in the last number of days."With Monday's decision to close bars that don't serve food ahead of the July 4 weekend, the hope is the move will deter out-of-county residents from coming to San Diego."If you go back to some of the restrictions that were announced today, so that we are more consistent with our neighboring counties in terms of bar closures, it somewhat addresses that," McDonald said. "Certainly, if all the surrounding areas had more restrictions and we were perceived as a place where individuals could have more freedom to do certain types of social interactions, that could be a draw."RELATED: Gov. "We have, to date, not seen significant numbers of outbreaks or case trends from outdoor settings. So there is more concern about indoor than outdoor. SAN DIEGO (KGTV) - San Diego Police are investigating the discovery of a man's body in the water off Mission Beach.Lifeguards discovered the body about two and a half miles off the shoreline about 11 a.m., officials said. They had been drawn to the area by a fisherman who saw a flock of seagulls in the water and went to investigate.When they found the body, the man was only wearing only board shorts and was found with a chain around his waist.San Diego Police Homicide Lt. Anthony Dupree described the chain as a "half-inch linked chain. It almost looks like someone may wear it as a belt."Lt. Dupree also said there were no obvious signs of trauma or evidence that the body had been weighed down with anything, but the chain was concerning.The man's identity was not immediately released. Police said he was white, possibly in his 30s or 40s.10News is monitoring breaking developments in this story. 942

SAN DIEGO (KGTV) - San Diego and National City Police detained three people and sought a fourth Friday at a South Bay home where a neighbor said shots were fired.The incident started Friday about 5 p.m. at Alpha and 47th streets in National City. A woman who lives near the home told 10News she heard gunfire. A 10News crew on the scene saw a man and woman leave the home with their hands raised. Police said three people were detained for questioning. Officers were searching for a fourth person in relation to the incident.There were no reports of injuries. 10News is monitoring breaking developments. 611

SAN DIEGO (KGTV) - San Diego Police Homicide investigators and Crime Stoppers asked for the public’s help Thursday to solve the mystery of an unidentified boy whose skeletal remains were found on a Rancho Bernardo hiking trail in 2004.Two hikers found the 2 to 4-year-old boy, called “Baby Doe” by police.  Forensic testing showed the boy was born between 1999 and 2001, and had features “consistent with being mostly Caucasian”, according to investigators. The boy also had light to medium brown hair.Police said isotopic testing indicates the boy was born on the mainland United States. His mother likely lived in the southeastern part of the country for part of her pregnancy and the first year of the boy’s life before they moved west, investigators said.Anyone with information is asked to call Lt.
