Hu said China hopes to work with France to maintain high-level exchanges and dialogue and consultations on major issues of common concern.Hu also suggested both sides boost pragmatic cooperation. He said in addition to cooperation in traditional fields, the two sides should actively promote cooperation in energy saving, environmental protection, new energy, agriculture and farm produce processing, and among small and medium size businesses to seek long-term, stable and reciprocal common development.The two countries should strengthen cultural exchanges, facilitate language education, two-way travel, and dialogue between each other's media and think tanks, Hu added.He said China and France are expected to together meet local and global challenges to achieve a peaceful and stable international environment, citing reform of the international financial system, improving the global economic governance structure and coping with climate change.Hu told the press conference he and Sarkozy agreed to keep in close consultation on global issues and to conduct active cooperation to solve international and regional disputes by peaceful means.He said the Chinese side sets a high value on the role the EU play in international affairs and appreciates the constructive stance taken by the French side in promoting China-EU relations.When meeting the press, Hu noted France is the initiator of the reform of the global economic governance mechanism.Hu added China supports France's holding of next year's G20 summit.France will hold the presidency of the G20 summit this November and host the 2011 summit.Sarkozy said France is willing to work closely with China to ensure a successful summit.He said that China is a very important strategic partner of France and they both need to cooperate closely on major global issues such as pushing economic growth, and maintaining world peace.He said there is only one China in the world and that Taiwan and Tibet are both part of China. This is the policy France has been adhering to since the France-China diplomatic ties were established in 1964. There is no change in the policy.He said France is willing to work with China to further beef up cooperation and exchanges in fields including peaceful use of nuclear energy, aviation, transport, environmental protection, finance, agriculture and culture.After talks with Sarkozy, Hu said he will visit France at the invitation of Sarkozy.As a guest of Hu, Sarkozy is paying a state visit to China from April 28 to 30. SHANGHAI, April 21 (Xinhua) -- China Eastern Airlines resumed some flights to Europe Wednesday, a week after ash from a volcanic eruption in Iceland halted air travel.China Eastern resumed services between Shanghai and some European cities including Moscow, Frankfurt and Paris.The airline had canceled 17 flights bound for London, Moscow, Frankfurt and Paris from April 15 to 20, affecting about 8,000 passengers.The carrier said it used bigger Airbus A346 and A343 models to transport as many stranded passengers as possible.German airline Lufthansa resumed flights from Shanghai to Frankfurt late Tuesday. Other European carriers, including Air France, Virgin Atlantic, KLM and Aeroflot, resumed services between Shanghai and Europe Wednesday. Finnair would resume services Thursday, the Shanghai Airport Authority said.Europe's air traffic slowly began to return to normal Tuesday with almost half of all scheduled flights taking to the skies, but officials warned it could take weeks to clear the backlog of millions of passengers stranded since the volcano erupted April 14.

BEIJING, June 3 (Xinhua) -- A draft regulation on the protection of water resources and ecological environment of the Taihu Lake, the third largest freshwater lake in China, was made public Wednesday to solicit opinions.According to the draft posted on the website of the State Council's Legislative Affairs Office, www.chinalaw.gov.cn, local authorities must readjust their economic structure and eliminate outdated industries with high water consumption and pollution.Recycled paper-making companies with a yearly output of less than 50,000 tonnes, as well as other pollutant-discharging companies with backward production capacities, and those do not operate in accordance with national industrial policies or meet discharge standards, could no longer operate near the Taihu Lake, the draft said.Taihu has been plagued by algae due to severe industrial pollution in recent years. In 2007, an algae outbreak forced local water plants to stop household water supplies in Wuxi City, Jiangsu Province.The draft said local government would set discharge limits and annual pollution reduction plans for all polluters near the lake.Establishment of new chemical and pharmaceutical enterprises and projects, sewage outlets, garbage recycling facilities, golf courses, floating restaurants, poultry and livestock farms should not be allowed near the lake, the draft regulation said.It also banned storage and transportation of toxic materials, and the sales and use of laundry detergent containing phosphorus near the Lake, and demanded limited use of fertilizer and pesticide.Those who violate the draft regulation would face administrative punishment, in addition to fines ranging from 10,000 yuan (1,464 U.S. dollars) to 500,000 yuan or one to three times of the money involved in their illegal activities, and would have to pay for government efforts to undo the damages they have caused, the draft said.The public is invited to comment on the draft regulation any time before June 30 via online postings, email or letters.

BEIJING, April 3 (Xinhua) -- China's Purchasing Managers' Index (PMI) of the non-manufacturing sector rose to 58.4 percent in March, a rebound of12 percentage points from February, when the index fell below the boom-bust line of 50 percent for the first time since a year earlier, an industrial association said Saturday.The PMI, designed to provide a real-time snapshot of business conditions, includes a package of indices including new orders, inventory levels, production and others that measure economic performance. A reading of above 50 percent suggests expansion, while one below 50 percent indicates contraction.The rise of the index indicated robust market activities in service sectors, which combined with an optimistic outlook that would encourage private investment and promote healthy and coordinated development of national economy, said the China Federation of Logistics and Purchasing (CFLP) vice president Cai Jin.According to the CFLP survey, the new order sub-index for China's non-manufacturing sector climbed to 54.6 percent last month, up 8.4 percentage points than February. The outlook sub-index was 70.4 percent, up 2.4 percentage points.The CFLP survey covers 20 non-manufacturing industries, including logistics, wholesale, hospitality, supermarkets and construction.The PMI for manufacturing sectors rose to 55.1 percent in March, the 13th straight month that the index was above 50 percent.
