BEIJING, Feb. 9 (Xinhua) -- China will establish a ministry-level joint meeting on the management and supervision of loan guarantee services, according to a circular from the general office of the State Council (cabinet) Monday.     The joint meeting will formulate policies to promote the development of loan guarantee services, set up a management and supervision system for such services and direct local governments to undertake supervision and risk management.     The government ordered local governments to take measures in line with local conditions to ease financing difficulties for small and medium-sized enterprises, the circular said.     Many borrowers in China use the services of guarantors, who charge fees for their participation.     The meeting will make regulations that cover how loan guarantors are established, how much they can lend and how they will be supervised. The regulations should be submitted to the State Council for approval.     The joint meeting is being organized by the China Banking Regulatory Commission, with the National Development and Reform Commission, the Ministry of Industry and Information Technology, the Ministry of Finance, the People's Bank of China (central bank),the State Administration for Industry and Commerce and the Legislative Affairs Office of the State Council.

BEIJING, March 19 (Xinhua) -- Chinese President Hu Jintao met Thursday with the Premier of the Democratic People's Republic of Korea (DPRK), Kim Yong Il.     Hu reviewed 60 years of China-DPRK ties, saying the friendship, initiated and fostered by the older generation of leaders, had withstood the test of international and domestic changes.     "The friendship, which has kept developing, has become the common treasure of both nations," Hu said. China would like to work with the DPRK for a better good-neighbor cooperation.     Kim came to China on an official goodwill visit and launched the China-DPRK Friendship Year in Beijing, a year-long exchange program marking the 60th anniversary of diplomatic relations.     "We should take the opportunity of the friendship year to carry forward our traditional friendship, deepen strategic communication and promote substantive cooperation for a stronger bilateral relations," Hu said.     On the Korean Peninsula nuclear issue, Hu said a question confronting all parties concerned was how to overcome what he termed the current difficulties and resume the six-party talks at an early date.     "We hope parties concerned will take the overall situation into consideration and properly resolve the differences in a bid to promote the further progress of the talks," Hu said.     Initiated in 2003, the talks involve China, the DPRK, the United States, the Republic of Korea, Russia and Japan. The last round of talks, held in Beijing in December, failed to make any substantive progress.     Kim, who was on his first visit to China since taking office in April 2007, hailed the deeply rooted DPRK-China friendship.     "Under the leadership of both countries, DPRK-China relations have developed soundly in recent years," Kim said.     He said the DPRK would unswervingly develop friendly cooperation with China and carry forward the bilateral traditional friendship.     "The DPRK will, as always, make unremitting efforts to cement and develop friendly ties with China," he said.     Kim said the DPRK people were happy about the significant achievements the Chinese people had made in economic and social development.     During his five-day visit, Kim first traveled to east China's Shandong Province and talked with his Chinese counterpart, Wen Jiabao, Wednesday.

LONDON, April 1 (Xinhua) -- Chinese President Hu Jintao met with French President Nicolas Sarkozy here Wednesday night.     "Our meeting today means a new starting point for the bilateral relations, and I hope the two sides work together to usher in a new phase in Chinese-French ties," Hu said at the start of his meeting with Sarkozy. BEIJING, Feb. 22 (Xinhua) -- Chinese President Hu Jintao and Premier Wen Jiabao on Sunday called for all efforts to rescue the miners trapped or injured in the coal mine blast in north China's Shanxi Province.     As of 6 p.m., 74 people were confirmed dead from the accident which occurred early Sunday morning at the Tunlan Coal Mine of Shanxi Coking Coal Group.     The president and premier urged rescuers to spare no efforts to save the trapped miners and ensure the safety of rescuers, and prevent secondary accidents.     Vice Premier Zhang Dejiang headed for the site Sunday evening to direct the rescue operation and console the injured miners and families of the victims. Zhang also declared to set up an investigation team to probe into the cause of the accident.     Leaders from the State Administration of Work Safety and Shanxi provincial officials have also arrived at the scene. BEIJING, March 30 (Xinhua) -- Aluminum Corporation of China Ltd. (Chalco), reported a 99.9 percent plunge in full-year net profit to 9.2 million yuan (1.35 million U.S. dollars) in 2008, due to product price fluctuations on the international market, the company's annual report revealed Monday.     "The company suffered major losses from the snowstorm at the beginning of last year, and the earthquake disaster," said the statement.     The shock from the financial crisis, rises in raw material prices and consecutive plunges of finished product prices had posted "unprecedented difficulties and challenges" for the company, said the statement.     Chalco's business turnover reached 76.73 billion yuan, down 9.94 percent from last year, largely because of a decline in product prices, said a statement submitted to the Shanghai Stock Exchange.     The price of alumina, a major type of aluminum product, which at one point reached 4,500 yuan per tonne in the domestic market in 2008, dropped to 1,900 yuan per tonne as demand shrank drastically because of the financial crisis, said the statement.     Board chairman Luo Jianchuan said the company should actively cope with the problem, which would persist in 2009. Measures should be taken to cut cost, control investment, and maintain stable production.     Though estimated to suffer losses in the first quarter this year, Chalco was confident it would "get over the difficulties and have a bright prospect," said Luo.     Share prices of Chalco on Shanghai Stock Exchange plunged more than 4 percent to 10.46 yuan Monday morning.     Aluminum Corporation of China (Chinalco), Chalco's parent company, had obtained support from four Chinese banks, including the Bank of China (BOC), to finance its bid for the world's third largest miner Rio Tinto.     They have signed agreements to provide 21 billion U.S. dollars worth of syndicated loans to support the bid.
