SAN DIEGO (KGTV) — At least one person was injured and another person was trapped following a multi-vehicle crash on Interstate 5 on Wednesday.San Diego Police said three vehicles were involved in a collision on southbound I-5 at SR-905 just before 4:30 p.m.An officer received minor injuries in the crash, according to SDPD. At least one driver was trapped in a vehicle, requiring crews to try and extract the person.It was unclear how the collision happened or whether there were any other injuries.Sky10 showed traffic backing up for miles behind the collision:ABC 10News is monitoring this breaking news. 616

SAN DIEGO (KGTV) — Authorities are looking for an inmate who walked away from a San Diego rehabilitation facility.Steven Vargas, 53, was last seen at 10 a.m. Tuesday after leaving the San Diego's Male Community Reentry Program, according to the California Department of Corrections and Rehabilitation. Vargas had been given permission to leave the facility but didn't return when required.The facility allows eligible offenders with one year left to serve to do so in re-entry centers, providing them with rehabilitation services that assist them with substance use disorders, mental health care, employment, education, housing, and more. Officials said they were alerted that Vargas' electronic monitoring device had been tampered with just before noon Tuesday.Vargas was sentenced to four years in prison on May 6, 2019 for vehicle theft with prior vehicle related theft convictions and grand theft of a firearm. He was scheduled to be released on parole in June.Vargas is described as a Hispanic male, 6-feet tall, and weighs about 192 pounds. He was last seen wearing faded black jeans, black shoes, a blue shirt, and a charcoal grey sweater. He also has a long gray and white goatee.Anyone with information on Vargas' whereabouts is asked to call 911 immediately. 1276

SAN DIEGO (KGTV) — As people continue to try to purchase essential items, the San Diego County District Attorney's Office says it's protecting consumers by going after retailers who are illegally price gouging."We have received well over 100 calls to our tip line," said Damon Mosler, the Chief of the Econcomic Crimes Division at the DA's Office.It's illegal for businesses to overcharge more than 10 percent for essential items during a state of emergency.RELATED: Unemployment benefits could take weeks amid coronavirus pandemicMosler said there are currently 70 reports under investigation."We are going to the store to verify the price and the item and we are serving them with a warning letter explaining what the law is, explaining what the violation is," he explained.After that the crews, who are undercover, will return to the reported store to do compliance checks and make sure the retailers are responsive to the warnings.RELATED: City Council puts stop on evictions during coronavirus pandemicAbout a dozen business owners have been warned in the county so far. Mosler says in most of the cases they have investigated business owners have a reason to increase prices on some items."Most of the store owners have been very receptive and have explained what their underlying costs are which establishes they are not price gouging, but that their wholesalers have raised the prices due to scarcity issues," said Mosler.LISTINGS: Who is open for business in San Diego during stay-at-home orderPrice gouging is a misdemeanor. Certain medical and healthcare items are not allowed for sale on OfferUp, including listings that claim the item can diagnose, cure, mitigate, treat, or prevent a disease or virus, or any items that claim to be CDC or WHO approved. For the time being, we are also removing all hand sanitizer, toilet paper, protective masks, and disinfecting items, regardless of price. These items are now prohibited on OfferUp.""People just have to be very mindful of the situation we're all in," said Mosler. "This is very stressful. SAN DIEGO (KGTV) — City Council leaders on Tuesday approved the purchase and sale agreement that formalizes the sale of the Mission Valley stadium site to San Diego State University.Following the council's approval of the PSA, a required 30-day waiting period begins. After that, Mayor Kevin Faulconer will sign the agreement to complete the sale and begin the escrow period of the land.Transfer of ownership of the stadium site is expected to take place in early August. Construction on the university's Aztec Stadium is expected to begin shortly after, with the stadium and river park first on SDSU's list for development.RELATED: City Council approves draft of Mission Valley stadium site sale to SDSUFollowing the vote, Faulconer and SDSU President Adela de la Torre issued a joint statement on the agreement:"Today’s final and historic City Council approval of the sale of the Mission Valley stadium site to San Diego State University ushers in a new era for both the City of San Diego and its oldest university. It brings an end to any questions about the future of the stadium site and begins the revitalization of public land to better serve our regional community.SDSU Mission Valley will create an academic and research hub helping generations of San Diegans achieve their personal, educational, and professional goals. It will create thousands of jobs and strengthen our regional economy. It will also support many of the City’s goals by creating more housing, including affordable housing; enhancing mobility options with a new bike and pedestrian paths; increasing transit use; and improving the quality of life for all San Diegans through the creation of a world-class river park.We are grateful for the work that has been done over the past 19 months to get us to this point, and look forward to further strengthening the partnership between the City of San Diego and SDSU as this project becomes a reality."Aztec Stadium is expected to cost about 0 million and will be funded through philanthropic gifts and bonds to be paid back through revenue generated by the facility.
