SAN DIEGO (KGTV) — La Mesa-Spring Valley School District officials have postponed the district's planned reopening date, citing concerns that San Diego County will soon be placed in the state's most restrictive reopening tier. The district's reopening has been moved from Oct. 12 for hybrid learning to the week of Nov. 30, according to the district. We felt it was best to err on the side of caution and postpone our reopening date in the hopes that the outbreaks subside," the district said in a statement to ABC 10News."We want nothing more than to welcome students back on campus, but we must ensure that it is safe to do so. SAN DIEGO (KGTV) -- It's not unusual to collect Christmas decorations year-round, but using them to cover every inch of a late model Dodge Caravan is pretty unique.He's known to many as the "Christmas Man of San Diego," whose van conversion continues to turn heads and spark smiles — no matter the season or social distance."He's a trans-dimensional emperor of over a google-plex of universes," said Larry Bogaert, as he stands with his pet parrot, Emerald Eagle, on his forearm. "I'm his Prime Minister and his daddy."In his mid-60s, Bogaert is a man with a big imagination who loves to share tales, turning his late-model Dodge Caravan into a storytelling canvas."I have Peter Pan, Wendy, Tinker Bell and the Boys going to Never Never Land," Bogaert shares.Almost every square inch of his vehicle features his own hand-drawn depictions of famed children's stories, mostly from English literature."And then I have Fezziwig's warehouse here," Bogaert says, pointing to various images on the car. "If you remember Scrooge did his apprenticeship at Fezziwig's.""For some things, I have a plan in mind, but other things as I buy things or acquire things you think, Oh, I can use that on the castle," Bogaert says, pointing to the roof of the vehicle which is covered by a towering display of church-like spires and angels. The hood is plastered with its own 3-D display of a miniature snow-covered town. And the sides of the van are covered in paint pen drawings all by his hand.The vehicle is a head turner and as we talk to Bogaert a couple of bicyclists stop to take pictures. Bogaert waves: "Thanks!" he says, before turning back to our camera, "99.9% of the time people give me the thumbs up. I've even had cops drive by and give me the thumbs up."Though, Bogaert admits there have been a few tickets over the years concerning visibility issues. But the former bus driver insists he's very good at using his side mirrors. Besides that, his inspiring creation has proven a good defense."One time the judge threw it out of court because she said her kids loved my car. She said case dismissed," he recalls.Another woman stops by on foot, "I like it. I think it's a positive message and we certainly need that now more than ever."Uncertain times for many, and Bogaert can relate to the feeling."With the coronavirus going on you should see how many people cheer my car because it's just something uplifting during these times," says Bogaert. "I like to be optimistic with the car. I like to be optimistic for myself if I can be. But I do get depressed."Underneath a kaleidoscope of ornaments inside the van, there is a snug space, where Bogaert sleeps, as — for the moment — this is his home."I bought a grocery store up in Crescent City. I always wanted to live in the redwoods," Bogaert said.He says that business venture years ago didn't go as planned, and the financial ramifications remain. But he doesn't dwell, as he focuses attention on another part of the van.After all, he and Emerald Eagle have a "google-plex of universes" to run. And they are, apparently, ever-expanding."I am adding more towers and a few more parts to it. I have some stuff inside that will go on in the next week or few days," said Bogaert. 3229

SAN DIEGO (KGTV) — Last week, whale watchers caught the glimpse of a lifetime, a beluga whale swimming through San Diego's waters.The rare sighting was captured about seven miles off the coast on Friday. Beluga whales are native to Arctic waters and while they do swim south during the summer months, San Diego is still considered a long way off for the animal. Gone Whale Watching owner Domenic Biagini captured the amazing find via drone video. "Imagine if you were going outside to take your dog for a walk and you saw a polar bear," Biagini said. "It doesn't make any sense at all. I saw it with my own eyes and I'm still not sure I believe it."RELATED: Drone captures video of blue whale swimming up to boat off San Diego coastHe said he was contacted by his colleagues Lisa LaPointe and Chris Faist, who first alerted him to the discovery. He told his passengers they were going to meet up to help investigate, not knowing what to expect.But once they located the animal, "I knew immediately that it was a beluga whale, which is insane," Biagini said.The whale is thousands of miles away from its typical habitat range. According to the San Diego Surfriders, the last known official southernmost sighting was in 2018, when a wayward beluga whale was spotted in the United Kingdom's River Thames in 2018.The National Oceanic and Atmospheric Administration is currently monitoring the whale's health and welfare as it's in the area. Biagini said it appeared the whale was in generally good health and has been eating. He adds that it appeared to be an older adult male by the curling of its pectoral fins."Pretty monumental moment not just for San Diego, but for whale watching in general," Biagini says.Friday's discovery comes as Biagini says this summer is ripe for more rare viewing opportunities of blue whales off San Diego's coast. Thanks to an abundance of krill and pristine conditions, blue whales are already being spotted nearby. Blue whale sightings usually come in spurts, according to Biagini, while grey whales are more reliable, making this season even more of a treat. 2524

SAN DIEGO (KGTV) - It's been more than a month since the big ship fire in San Diego Bay.The flames are out but the boat is still there.It's become a sort of "morbid tourist attraction." The smoke hung over Seaport Village sickening those nearby."As workers, we all started having headaches. We had to just leave," Moore recalled.Now it's early November and many are wondering why the boat is still parked in front of the Greek Islands Cafe - which Moore's family owns.RELATED: Questions remain after investigation into boat fire at San Diego HarborThe Port of San Diego told 10News they were working with the U.S. Coast Guard to move the ship as soon as possible. Contractors were disposing of chemicals on board.The Coast Guard cautioned there was no immediate leak or threat to the environment.Where did the ship come from?...10News learned the Norton Sound - which now has gaping holes in it - was originally owned by an American company in Seattle. It sailed into our bay in March.A San Diego shipping agent found it a place to dock. And then it was sold to a company in Mexico.Since the fire, a company employee has met with the Port and the Coast Guard at least once."I never did hear what was exactly in there," Moore said.No cargo was listed on the paperwork. The online festival will feature dance performances, a cultural storytime, and an arts and crafts workshop:The festival will also include a tour of the Rancho Guajome Adobe, an authentic 1850s adobe hacienda located in Vista that is listed on the National Register of Historic Places.The holiday originated thousands of years ago in Mesoamerica (Mexico and northern Central America). Dia de los Muertos is not a somber holiday. Rather than mourning, ancient Aztecs, Mayans, and Toltec celebrated and honored the dead by providing food, water, and tools to aid their journey into the afterlife. These are the days their souls were believed to return to earth, and altars were used to help them find their way home.Today, the ritual has grown beyond Mexico but continues as a show of appreciation for the joy our loved ones brought to our lives.During Dia de los Muertos, we honor those that passed away with colorful arts and crafts, foods, costumes, and parades.
