San Diego (KGTV)- CSU San Marcos is hoping to help low-income students enrolled in the chemistry and biochemistry department. The department received a nearly million grant. A new program is expected to lead to a higher graduation rate.“Students from our department, they get placed in graduate programs across the nation,” says Professor Robert Iafe. “A large percentage actually joins the workforce.”Iafe says it’s their goal to continue students down this path.The National Science Foundation awarded the department nearly million for scholarships for low-income students.“Training somebody from the community to go out into the community only makes it stronger.”Incoming freshmen will participate in the department’s new program, referred to as the Targeted Learning Community.“We’re going to have a community made up of about 30 students that start freshman year in the same classes and progress all throughout as a cohort, through their entire career as a student,” says Iafe.The money will help the students pay for tuition, books, and more.“They often have to find full-time jobs to support themselves,” says Iafe. “They often have to do other things to be equal to, and on top of, the other students that don’t have this financial burden.”The Targeted Learning Community is only for the fall’s incoming freshman, but the staff is hopeful it will become permanent. The department tried the program back in 2013, and students had a much higher percentage of graduating in four years.The Chemistry and Bio-Chemistry Department will be hosting live Zoom sessions for parents and high school seniors interested in the scholarship and Target Learning Community. SAN DIEGO (KGTV)-- On most days at the North Side Shack in Point Loma, you'll find Pamela Olivera. She opened the now-thriving shop four years ago."If you're really motivated, if you really enjoy something, wanna do something, you only live once," said Olivera of the gamble that paid off.While she always had a passion for cooking, it wasn't always how she made a living. Olivera was once a paralegal. She thought was a good job for a single mother of three, but it wasn't a job she loved. So, she decided to change that.  She went to the San Diego Workforce Partnership location in Chula Vista, where she found a program that would give her money to retrain for a new career. In her case, it was culinary school. "For me, they offered me a ,000 grant, the program was ,000. That's a third of the cost of the school," said Olivera.The partnership provides a long list of resources for job seekers depending on their needs. The service is free. It's a valuable tool Olivera says more people should utilize.Other resources available include career counseling, job searches, typing certificates and Microsoft Word classes. SAN DIEGO -- A woman is on high alert after she says a six-foot-long rattlesnake nearly attacked her dog Friday.Willow, 20, says she let her small dog out just before 10 a.m. Friday in San Diego.According to the 20-year-old, the dog started running around when Willow noticed a snake. She quickly grabbed the dog and started running back inside.Firefighters responded and found the massive red diamond rattlesnake cozying up net to some rocks near a fence line.A firefighter was able to safely remove the snake with tongs. Crews say this rattlesnake is the largest they’ve ever seen.After being fed and taken care of by a 3rd party, the snake will be released into the wild. 697

San Diego is falling behind other major California cities when it comes to new construction of Accessory Dwelling Units, also known as "Granny Flats."The U.S. Department of Housing and Urban Development defines an accessory dwelling units (ADUs) — also referred to as accessory apartments, second units, or granny flats — "as additional living quarters on single-family lots that are independent of the primary dwelling unit."The California State Assembly passed a new law in 2016 requiring cities to make it easier for people to build ADUs by easing regulations. State lawmakers see it as a way to help solve the housing crisis."The separate living spaces are equipped with kitchen and bathroom facilities, and can be either attached or detached from the main residence."But in the first 10 months after the law went into effect, San Diego only saw 64 new permit applications to build a granny flat. By comparison, in the same time, Los Angeles got 1980 applications. San Francisco had 593, Oakland had 247 and San Jose had 166. Only Sacramento, with 34, had fewer than San Diego.Developers think San Diego's high permitting fees are holding up the process."People are ready to build a granny flat, they've hired architects and they're ready to go," says Caitlin Bigelow. Her company, Housable, helps people navigate all of the fees and permits they need to build. "They just don't want to pay ,000 extra dollars they may not have to in six months," she says.Depending on where you live and how big an ADU you want to build, a city report showed fees could climb as high as ,000. Those fees cover the costs of connecting ADUs to city utilities like water, sewer and power. SAN DIEGO,Calif. (KGTV) -- A North San Diego County mother died early Sunday morning and the father of her children has been arrested, authorities said.San Diego County Sheriff's Department deputies responded to calls of a possible shooting just after midnight at a home on 25969 Duro Rd. in Valley Center, according to Lt. Chad Boudreau of the San Diego County Sheriff's Department.When deputies arrived, they found an adult female suffering from a traumatic injury. The victim was rushed to Palomar Hospital where she succumbed to her injuries, said Boudreau.The victim was identified as Mayra Meraz, 31.
