SAN DIEGO (KGTV) -- San Diego’s City Council voted 8-1 Monday evening to ease parking requirements for certain housing projects, which they say will make it easier for developers to build new homes. Mayor Kevin Faulconer said Monday that the current parking rules are outdated, but opponents say San Diego isn’t ready for the changes and that the city should focus on improving transportation. The plan gets rid of parking requirements for multi-family units in neighborhoods within half a mile of mass transit. “While it took way too long to get this ordinance approved, I praise my colleagues for finally getting it across the finish line,” said Councilmember Scott Sherman. “This is good news, but our work to fix San Diego’s housing crisis is nowhere near complete. We must continue pushing innovative strategies to improve housing affordability and we can’t wait two years for approval.”Before Monday’s vote, at least one parking spot per unit was required. The new policy gives residents who don’t have a car the option of paying less for housing. Supporters say the move makes it easier for developers to build and help the city reach it’s climate action goals. Those opposed say San Diego doesn’t have the public transportation to support the change. Critics also say roughly 94 percent of San Diego residents own a car. SAN DIEGO (KGTV) -- SeaWorld San Diego is making Halloween “Spooktacular” this year.Starting Oct. 2, park guests can don their favorite costumes and take part in physically distanced activities such as Cookie Decorating with Cookie Monster and Elmo, Pumpkin Scavenger Hunt, and the all-new Sesame Street Halloween Dance Party.And what would a Halloween celebration be without candy? Candy will be available for all guests and be delivered through special candy chute for safe trick-or-treating.The park’s Spooktacular event will be held Fridays, Saturdays, and Sundays through Nov. 1. As an added bonus, through Nov. 1, kids age 3-9 get into the park for free with one full-paid adult admission.Park officials said: “Annual Pass Members and Fun Card holders also receive FREE admission to Spooktacular and must make a reservation to visit the park. SAN DIEGO (KGTV) - Signs posted at the Cowles Mountain trailhead warned San Diego hikers to leave their dogs at home during hot weather. While only three miles long, the trail in Mission Trails Regional Park is steep and often rocky, with no shade. During the cooler months, the trail is popular for dog owners. County experts say dogs with short snouts, like bulldogs, pugs, and Boston terriers, can have difficulty catching their breath in hot weather. The high heat also puts stress on puppies, older dogs, and overweight pets. Experts recommend :Exercise in the early morning and return before midday.Consider your dog’s fitness level. Match the trail with his endurance in mind.Take more water than you think you’ll need and a water bowl.Take plenty of breaks, preferably in the shade.Check your dog’s paws regularly to make sure they’re not getting burned.Watch for signs of dehydration or heatstroke. They can include excessive panting, drooling, vomiting, weakness or bright red gums, refusal to walk further, collapse, shaking, shock and seizures. If your dog suffers any of these symptoms, stop, preferably in the shade, and offer water. Try to cool your dog off by pouring water over them and then take your pet to the nearest vet.Never leave your dog in the car during summer-like temperatures. On an 85-degree day, a car can reach 102 degrees in 10 minutes and soar upward to 120 degrees –even with the windows down an inch or two. SAN DIEGO (KGTV) — San Diego State students will be able to learn all about Latinx representation in media through the life of the "Queen of Tejano."On what would have been the famed superstar's 48th birthday, SDSU's School of Journalism and Media Studies will offer a course dedicated to the late Selena Quintanilla Perez next spring called, "Selena and Latinx Media Representation."Students will be able to register for the class starting on Nov. 1, 2019.RELATED: Free textbook program saves Grossmont College students thousandsThe course will explore and deconstruct Latinx identities and socio-cultural representations through Selena's music, career, and influence, according to Nathian Rodriquez, assistant professor of digital media studies.“Students also need access to content in media landscapes to better understand the relationship between mediated representations and Latinx identity formation and maintenance,” Rodriguez said. “Speaking about these issues through the life of a well-known and visible celebrity allows students to utilize both pop culture and Latinx culture to deconstruct and interrogate the significance and broader meaning of minority-based mediated content.”Selena released 10 albums throughout her career, winning several awards including Tejano Music Awards, Billboard Latin Music Awards, and a Grammy. SAN DIEGO (KGTV) — San Diego State University officials say two students have tested positive for coronavirus, but that the cases are not connected and the risk to the campus is low.A statement on behalf of the campus said the school confirmed Wednesday the two students had tested positive and that both students live off-campus. The students were tested by the college's Student Health Services.The two cases are not believed to be connected to any reported off-campus gatherings, the school statement said. RELATED: San Diego State fraternities ban social events this fall due to COVID-19"The two students did not interact with campus, or with any SDSU employees outside of the SHS COVID-19 Test Collection Booth, and were not in any other spaces utilized by the campus community. The SHS COVID-19 Test Collection Booth is thoroughly cleaned and disinfected as part of patient care and enhanced COVID-19 disinfection protocols," the school statement read.Since March 2020, the school says it has had 27 confirmed COVID-19 cases within the broader campus community among faculty, staff, students, and visitors to campus, including the SDSU Imperial Valley campus.The school said the risk to others on campus is low and SHS is in the process of performing contact tracing.RELATED: SDSU begins 2020-21 school year with mostly virtual classes"SHS is in the process of speaking with the individuals known to have been in direct contact with the two separate students. All are following established public health protocols for isolation and quarantine, and exposure risk to others on campus is deemed low. Still, there are about 2,600 students living on campus this semester and others who may have to physically go to campus for certain matters. 1981
