SAN DIEGO (KGTV) -- San Diego Gas and Electric and the city of San Diego are in a disagreement that could be worth up to 0 million.The controversy is over San Diego's Pure Water project, which would turn sewage into high treated drinking water. The city's goal is to have a third of its water supply be reclaimed water by 2035. To accomplish that, the city plans to build a billion pipeline to pump sewage from the Morena area to the North City Water Reclamation Plant on the edge of Miramar.On Thursday, the City Council voted 5-4 to approve about .1 billion for the project. But completing the pipeline would require SDG&E to remove its gas and electric lines. The city says SDG&E usually does that on its own dime, but this time - the utility says it will not spend the money. The City Attorney's office is now involved.The council voted 8-1 to authorize million this fiscal year, but is retaining its legal rights to recover the money. The city may have to spend another million next fiscal year to complete the project.In a statement, SDG&E says it supports the project but is working to protect its ratepayers."Our goals are to assist the City with their plans and ensure our customers, especially those outside City limits who will not benefit from the project, are not unfairly burdened with utility relocation costs," the statement said. The city hopes to begin advertising for construction for the pipeline next month.   1491

Faulconer and SDPD police chief David Nisleit said they are looking to build on recent police policies on officer use of force.Faulconer, Nisleit, and other public officials made a formal announcement Wednesday afternoon."We hear what the community's concerns are,” San Diego Police Chief David Nisleit said. “The preservation of human life is our number one priority.”Nisleit said that de-escalation is a number one priority for the department.“De-escalation steps include things like creating a buffer zone between an officer and a subject to reduce tensions, or calling on specialized resources such as psychiatric emergency response team,” Mayor Kevin Faulconer said.“These policies are meant to protect the officer as much as the subject and prevent escalation as much as possible before force is used,” he added.“The officer must intervene,” Nisleit said when talking about officers stepping in when officers see excessive use of force.The announcement comes weeks since Nisleit said his department would stop the use of a hotly criticized carotid restraint procedure.SDPD, along with numerous other local agencies, stopped this technique in response to protests across the county after video surfaced showing a Minneapolis officer kneeling on Floyd's neck for nearly 10 minutes. SAN DIEGO (KGTV) - San Diego drivers will have more opportunities to take care of driver’s license renewals and vehicle-related needs thanks to longer hours at California Department of Motor Vehicles offices. Starting Monday, 69 offices will be open for customers at 7 a.m., four days a week. On Wednesdays, the offices will open at 9 a.m. The DMV is offering extended service due to the high demand for Real ID compliant drivers licenses.The early hours will be available in San Diego County at the following DMV locations: El CajonOceansidePowaySan Diego (Hillcrest)San Diego (Clairemont)San Ysidro The Chula Vista DMV office has had extended hours since last summer. SAN DIEGO (KGTV) - San Diego Police are investigating Monday the discovery of a woman's body in a car parked in the Crown Point neighborhood of Pacific Beach.The decomposed remains were found in a black Acura SUV in the 3700 block of Yosemite Street, a residential area three blocks west of Crown Point Park.Neighbors had called to report the vehicle due to a foul odor.The window on the passenger side of the vehicle was broken by police, according to our 10News crew.Officers said the death did not appear to be suspicious, however they did not release details about the circumstances. 595
