More than a year after he died in police custody with cameras from the reality show "Live PD" on the scene, body camera footage and police records show that a Texas man told police multiple times that he couldn't breathe and was suffering from a heart condition as police took him into custody.According to KVUE-TV in Austin, Texas and the Austin American-Statesman, 40-year-old Javier Ambler died in police custody on March 28, 2019. Ambler had led police and Live PD camera operators on a 22-minute car chase that began when he allegedly failed to dim his headlights to oncoming traffic.Body camera footage from Ambler's arrest shows that police used stun guns three times while taking him into custody, even after he told police he was suffering from congestive heart failure.According to KVUE, an autopsy listed Ambler's death a homicide, which was later determined to be a "justifiable homicide." Medical examiners said Ambler's heart condition and his weight "in combination with forcible restraint" led to his death. Examiners also said Ambler was under the influence of drugs and alcohol at the time of his death.KVUE reports that the most serious charge Ambler would have faced was evading arrest, a low-level felony.The District Attorney's Office in Travis County told KVUE that they have been investigating Ambler's death but says they've been hindered by a lack of cooperation from the Williamson County Sheriff's Office. Officials also say that Live PD has failed to share their footage from the arrest with investigators.Travis County District Attorney Margaret Moore told KVUE that she feels that Live PD's participation with the Williamson County Sheriff's Office led to Ambler's death.“It is of very serious concern to any of us who are in law enforcement that the decision to engage in that chase was driven by more of a need to provide entertainment than to keep Williamson County citizens safe,” she said.Moore told KVUE that she plans to take the case before a Grand Jury later this year. 2017

Most Americans will spend more to heat their homes this winter, according to the US Energy Information Administration, part of the Department of Energy.As coronavirus pandemic safety measures continue around the country, more Americans will be spending more time in their homes this winter compared to previous years. Spending more time in the home for work and school plus the projected forecast for a colder winter, could combine for an increase in natural gas, electricity and propane heating costs.“EIA generally expects more space heating demand this winter compared with last winter based on forecasts from the National Oceanic and Atmospheric Administration (NOAA) that indicate colder winter temperatures. U.S. average heating degree days in this forecast are 5% higher than last winter,” the agency stated.The EIA is projecting households will spend about 6 percent more than last year if they use natural gas, 7 percent more if they use electricity and between 12-18 percent more than last year if using propane for heat this winter.Those using heating oil could see a decrease of about 10 percent this year over their heating bills last year, according to the agency.In their short-term energy outlook report, the EIA also said renewable sources of electricity will grow in 2020 and into next year.“EIA forecasts that renewable energy will be the fastest-growing source of electricity generation in 2020. EIA expects the U.S. electric power sector will add 23.3 gigawatts (GW) of new wind capacity in 2020 and 7.3 GW of new capacity in 2021,” the report stated.They also expect a 26 percent decrease in US coal production in 2020.“COVID-19 and efforts to mitigate it along with reduced demand from the U.S. electric power sector amid low natural gas prices have contributed to mine idling and mine closures,” they stated.The agency is also projecting a 10 percent decrease in US energy-related carbon dioxide emissions in 2020, as a result of reduced consumption of fossil fuels. (KGTV) -- Families in one South Bay city got one step closer to relief from skyrocketing rent Thursday as a group turned in signatures supporting a measure that could make its way to the November ballot. The National City Families for Fair Rent coalition has collected 3,500 signatures from registered voters in favor of implementing a program to stabilize rent.The initiative is called the National City Rent Control and Community Stabilization Ordinance.In order to get the measure on the November ballot, the coalition needs the signatures of 2,300 registered National City voters.Researchers say the measure is important because National City is one of the last safe havens for families struggling to pay rent. "It is one of the last places, sort of the last refuge for families struggling to get by have been able to afford to rent," said Dr. Peter Brownell,Research Director at Center on Policy Initiatives.The city council can now take one of three actions. Enact it without sending it to the ballot, send it to the ballot or request a report from city staff.If a report is requested, the council will have to reconvene and take one of the first two options within 30 days. 1220

NASHVILLE, Tenn. (WTVF) — Metro Nashville Police has released body camera video from Officer Michael Sipos, one of the six officers who helped evacuate families ahead of the Christmas morning bombing.Sipos was issued a body camera just days before the explosion.The video shows actions both before and after the blast. The explosion happens around the 3:51 mark in the video below.Officer Sipos said in a press conference on Sunday that when they arrived, they didn't really notice the RV, and parked just across from it. That was before the RV began broadcasting a message that it contained a bomb and for people to evacuate the area.You can see the RV in the video around the 1:57 mark, and hear the RV's broadcast through much of the first few minutes of the video provided by Metro police.Sipos and his fellow officers began to work at knocking on doors, evacuating families ahead of the blast. Sipos says they got in contact with about six or seven families.Sipos returned to his patrol car and was getting equipment out of the trunk when it exploded.Much of the video shows Sipos and other MNPD officers returning to Second Avenue N. heavily damaged and on fire. MUNSON, Pa. — Three men have been charged with more than 1,400 counts for allegedly having sex with dogs, horses, a cow and a goat on a makeshift farm in Pennsylvania.Terry Wallace, 41; Matthew Brubaker, 32, and Marc Measnikoff, 34, all of Munson, Pennsylvania, were charged with endangering children, corruption of minors, cruelty to animals and 1,460 counts of sexual intercourse with animals. According to the Clearfield County District Attorney's Office, authorities were notified by a teen living on the property. The teen told authorities the three men constructed a holding pen in the shape of a "V" to help facilitate sexual intercourse with the animals.Police raided the property on Aug. 18 and found a "large volume of homemade videos," and camera equipment allegedly used to film the acts.State police assisted in the raid due to reports of semi-automatic weapons being on the property, authorities said.Clearfield County District Attorney William A. Shaw Jr. said the incident is "one of the most extreme cases of animal abuse that his office has handled."Authorities said it doesn't appear that the teen was a victim of sexual assault, but they are working to determine the extent of any mental or physical abuse he may have been exposed to.Each defendant is being held on a 0,000 bond and is scheduled to appear in court on Wednesday. 1374
