SAN DIEGO (KGTV) - A desperate Mira Mesa mother is pleading for tips after her teenage daughter disappeared, leaving behind a trail of disturbing clues.November 8th seemed like an ordinary Friday. Tina Camacho remembers asking her daughter Cirena Artero, 16, about her day at school."We talked, and she said her day was okay," said Camacho.Cirena is one of Camacho's five children."Around 6:45 p.m., we thought she went to her room. Around 7:30 p.m., we knew she was missing. Days later, family members found Cirena's phone, tossed a few blocks away between two homes."I felt fear because what teenager runs off without their phone," said Camacho.The fear grew when she took a closer look at her phone. SAN DIEGO (KGTV) – A Clairemont man is recovering after he said he was accidentally shot by his next-door neighbor.Walter Lam said he was at his dining room table inside his home on Sunday when he heard a gunshot.“As soon as I heard that shot, I felt something was really cold on the inside of my arm. And I was bleeding; I knew immediately I was shot and I called 911,” Lam said.Once at the hospital, Lam underwent surgery to remove the bullet.“If it had moved towards my heart, I would have been dead,” Lam told ABC 10News.San Diego police said the bullet was fired by his neighbor who lives right next door. The neighbor said he was cleaning his gun and did not even know it was loaded.Investigators took the neighbor’s gun into evidence, and while he was not arrested, investigators said the neighbor could face a misdemeanor gun-related charge.Lam is recovering and in a little bit of paint, but he said he’s ready to return to work as head of his nonprofit organization Alliance for African Assistance.Lam said this is a reminder that life is too short.“Life can end any time. Just a little more to the right and I would be dead. Right now, people would be planning my funeral,” Lam said.ABC 10News learned the case has been forwarded to the San Diego City Attorney's Office. SAN DIEGO (KGTV) -- A 2-year-old girl allegedly abducted by her father in Chollas View, triggering an area Amber Alert, was found safe in Escondido Tuesday morning, San Diego police said.According to police, young Charli-Fae Harris was last seen with her father, Lafayette Harris, in the 1000 block of 47th Street at around 5:30 p.m. Monday.Police were notified of the girl’s disappearance by her mother. SDPD officials confirmed 31-year-old Lafayette Harris is under a restraining order related to domestic violence.After an Amber Alert was issued for the child and her father, police located Harris’ white Saturn vehicle in a parking garage near UC San Diego shortly before 6 a.m. However, Harris and his daughter were nowhere to be found.Harris was eventually tracked down at a construction site near UC San Diego Health System in La Jolla. ABC 10News learned Harris, who works at the construction site, was taken into custody without incident.Charli-Fae was found safe just before 8:15 a.m. in an Escondido apartment. Escondido Police said a woman connected to the child's father was watching the news when she realized she had the child police were looking for in her care, so she then called police to alert them. It's unclear if she knew the child had been taken.The girl will be reunited with her mother later Tuesday.Police said Harris will most likely face kidnapping charges and charges related to violating the restraining order against him, and said there could be more charges added as the investigation continues. 1536

SAN DIEGO (KGTV) - A federal judge has ordered the San Diego Police Department to stop citing people for living in their vehicles.The decision comes after a lawsuit was filed against the city by a group of homeless people and their advocates.On Tuesday, United States District Judge Anthony Battaglia agreed with the plaintiff’s argument that the city’s municipal code was too vague in defining what constitutes habitation of a vehicle.Tristia Bauman, an attorney with the National Law Center on Homelessness & Poverty which helped work on the case told 10News, “we are very happy and pleased that the judge understood what we were arguing.”However, that was only one half of the lawsuit. The other half targeted the city’s municipal ordinance that outlaws RV parking from 2-6a.m. Known as the Nighttime RV Ordinance, or Oversized Vehicle Ordinance (OVO), the judge denied the request to enjoin it, saying the same argument did not apply.In the decision, Battaglia wrote “while the court sympathies that this Ordinance leaves Plaintiffs with nowhere to park between these hours and is decidedly unfair, the law is not ambiguous, unclear or vague in any way.”A spokesperson for city attorney Mara Elliot declined to comment beyond saying they “will review the ruling and advise our client.”An early neutral evaluation conference had been scheduled for Thursday with all the parties.
