(KGTV) - The Vista Unified School District's school board on Tuesday passed new rules for its middle and high schools seeing cases of COVID-19In a special meeting, the school board discussed a staffing issue that’s occurred since reopening for in-person learning last week.There have been at least four confirmed COVID-19 cases within the district. As a result, teachers are being quarantined and school officials say they’re having difficulty finding substitute teachers to fill in.The board unanimously approved a plan that would allow in-person learning to continue as the district addresses the staffing issue. The plan is to use a threshold system to close down some of its middle schools and high schools with positive COVID-19 cases.The details have yet to be hashed out, but in principle, the district's board agreed the new rules would be:-- If one school has two positive cases in a specific time, the whole school would have to switch to virtual learning for 14 days-- If three secondary schools see one case each within a certain period, all three would have to go virtual for two weeksMission Vista High School already has two positive COVID-19 cases, so the district plans to close the school on Thursday and transition students and staff to virtual learning. VISTA (CNS) - A Carlsbad woman who fatally shot her husband during an argument while their children watched cartoons downstairs will not have her sentence reduced in light of a recent gun law.Julie Elizabeth Harper, 45, was convicted in October 2015 of second-degree murder in the death of her husband, Jason Harper. She was sentenced to 40-years-to-life in prison.This year, the 4th District Court of Appeal found Harper's case is affected by a new law (Senate Bill 620) that took effect in 2018. (KGTV) – Infamous horse jockey Patrick Valenzuela pleaded guilty in court to domestic abuse, admitting to hitting his girlfriend at Fidel’s Restaurant in Carlsbad in September.He’s one of the most decorated thoroughbred horse jockeys with more than 4,300 wins. In 1989 Valenzuela won the Kentucky Derby and Preakness Stakes, a seven-time winner of the Breeders' Cup races.But he’s been sidelined on the track for personal and drug abuse problems and fined 28 times in his career.His California license was permanently revoked at one point. Prosecutors say he smacked his girlfriend in a jealous rage for hugging a bartender.In a surprise move, his girlfriend addressed the judge, asking him not to issue a protective order that would keep Valenzuela away from his girlfriend. Prosecutors say he grabbed his girlfriend’s cellphone and hit her face causing her ear to go numb.They also say he chased her to her car and beat on her windows and that she was afraid to let him in the vehicle. WASHINGTON (AP) — Newly ascendant Democrats are promising congressional action on gun control amid a rash of mass shootings, including a late-night assault at a California bar that killed 12 people.Measures including expanded background checks and a ban on assault-style weapons are likely to reach the House floor when Democrats retake control after eight years of Republican rule."The American people deserve real action to end the daily epidemic of gun violence that is stealing the lives of our children on campuses, in places of worship and on our streets," said Rep. Walmart will roll out a new website next month.The nation's largest retailer announced Tuesday that its redesigned site will offer more personalization, include more vibrant colors and a cleaner design, and feature "relatable photography that showcases real-life moments."The homepage will include a new section that showcases top-selling items in a customer's location. It will also offer specialty shopping experiences, such as the Lord & Taylor flagship online store which is launching this spring.
