NEW YORK CITY — Mayor Bill de Blaiso suggested that the snow day as we know it may be gone due to remote learning, as the city prepares for what could be it's biggest snow storm in years. The mayor announced that all schools, including in-person learning, would be open Wednesday. The mayor cited expectations that the storm will not begin to hit New York City until 4 p.m. School buses will also be in use. "School will be in session Wednesday," de Blasio said. "We do not expect the snow to even begin until school is complete tomorrow." On Thursday, there will be classes one way or the other. While the decision has not yet been made on in-person learning, all students will have the option of remote learning for Thursday regardless of how much snow the area gets.De Blasio suggested parents have an alternative ready for Thursday. "We're going to be assessing the storm as it arrives, we will be making a decision as we get more information." De Blasio suggested they may have the information they need to make a decision by 6 p.m. Wednesday. The city is under a winter storm watch for late Wednesday into Thursday. North Korea has tested a "newly developed ultramodern" weapon in an event supervised by leader Kim Jong Un, state media said Friday, amid faltering nuclear disarmament negotiations with the United States.Very little is known about the weapon or whether it is even new, but the test is the latest sign that Pyongyang is prepared to return to a more militaristic relationship with Washington if talks continue to go poorly."He's tiptoeing towards a more aggressive posture in negotiations with the US and he's signaling that he's not going to give way and can simply return to his old practices if (the US) don't change their approach," Josh Pollack, senior research associate at the Middlebury Institute of International Studies at Monterrey, told CNN.North Korea's state news agency KCNA announced the test on Friday morning, providing no details on the location of the event and little information about the weapon itself other than it was "tactical" and had been commissioned "personally" by Kim's father and predecessor, Kim Jong Il.A South Korean government source with military knowledge told CNN the weapon was likely a piece of long-range artillery "likely to be a multiple rocket launcher.""As it is a tactical weapon test, we do not view it as a North Korean military provocation," the source said. 1320

NEWPORT BEACH, Calif. (AP) — Workers were cleaning up after high tides caused a 40-foot sailboat to capsize and also flooded the streets of Newport Beach late Friday, causing a traffic jam that kept vehicles from leaving the Balboa Peninsula for hours. The Orange County Register reported that eight bulldozers are dedicated to building back a sandy berm before high waters return Saturday night. Like many other Southern California beaches, the beach is closed to discourage crowds this holiday weekend. People managed to get off the sailboat before it capsized and turned into wreckage. 596
NEW YORK (AP) — A federal judge on Sunday postponed a Trump administration order that would have banned the popular video sharing app TikTok from U.S. smartphone app stores around midnight. A more comprehensive ban remains scheduled for November, about a week after the presidential election. The judge, Carl Nichols of the U.S District Court for the District of Columbia, did not postpone that later ban. The ruling followed an emergency hearing Sunday morning in which lawyers for TikTok argued that the administration’s app-store ban would infringe on First Amendment rights and do irreparable harm to the business.Earlier this year, President Donald Trump declared that TikTok, owned by Chinese company ByteDance, was a threat to national security and that it must either sell its U.S. operations to American companies or be barred from the country.TikTok is still scrambling to firm up a deal tentatively struck a week ago in which it would partner with Oracle, a huge database-software company, and Walmart in an effort to win the blessing of both the Chinese and American governments. In the meantime, it is fighting to keep the app available in the U.S.TikTok said in a statement that it was pleased with the court ruling and continues to work to turn its deal proposal into an actual agreement. The Commerce Department, which is responsible for the specific orders banning TikTok, said it will comply with the judge’s order but intends to vigorously defend the administration’s efforts against the app. 1519
