SAN DIEGO (CNS) - Citing the potential risks of sexual and physical abuse to children, San Diego County District Attorney Summer Stephan today urged Gov. Gavin Newsom to consider allowing county school districts to make their own determinations regarding reopening in advance of a Tuesday decision that could send the county to the most restrictive tier of the state's coronavirus reopening roadmap.In a letter sent Monday to Newsom, Stephan said there has been ``a drastic increase in child predatory behavior on the internet'' with children out of school and teachers unable to ``be the eyes and ears of law enforcement'' to report suspected abuse among their students.Local reports to the Internet Crimes Against Children Task Force have tripled since schools were shuttered due to the pandemic, and that similar increases have been seen nationwide, Stephan said. Stephan also said domestic violence reports have increased since stay- at-home orders were issued, and that Rady Children's Hospital has seen an increase in ``consult cases,'' in which cases of suspected child abuse are reported by physicians.Stephan's letter was sent in advance of Newsom's Tuesday decision regarding San Diego County's COVID-19 category status, when the county could potentially slide into the ``Purple Tier,'' meaning many schools could not open for in-person learning.``When evaluating the health of our children and our community, we must consider the effects of COVID-19, but also acknowledge and weigh the other real and potentially more life-threatening threat from violence and exploitation of children,'' Stephan said.``This is the public safety lens that I sincerely hope you will consider.'' Stephan raised similar concerns near the beginning of the pandemic regarding potential increases in domestic and sexual abuse, with abuse victims being trapped indoors with their abusers as a result of self-quarantining at home.In addition to safety risks, Stephan argued distance learning is not viable for many county residents. She said a lack of reliable internet access -- particularly in rural areas of the county -- should be taken into consideration.Stephan also said schools serve as a dependable place for food insecure students to get their meals. 2254

SAN DIEGO (CNS) - Mayor Kevin Faulconer announced today that all city-owned property along the San Diego River has been cleaned at least once. The city owns roughly one-third of riverfront property, and employees have removed nearly 99 tons of debris from 32 locations since last September, he said.Faulconer said the cleanup will continue, particularly in regard to outreach and coordination with owners of the remaining two-thirds of land along the river."The San Diego River is one of our most precious natural resources and we must continue to give it the care and attention it deserves," Faulconer said. "While we've cleared all of the city's property once, we still have a lot more work to do, so we're encouraging every property owner next to the river to join our cleanup efforts and help preserve the San Diego River for future generations."City employees have sent letters to 33 private property owners,including several businesses, that collectively own another third of riverfront property. Eight owners have allowed city employees to clean their property.Those who reject city services must clean their property or face fines ranging from 0 to ,000, according to the mayor's office.The remaining third of riverfront property is owned by a nonprofit and various government agencies, including the Metropolitan Transit System,Caltrans, San Diego River Park Foundation, California Department of Fish &Wildlife, U.S. Postal Service and County of San Diego.Rob Hutsel, president and CEO of the San Diego River Park Foundation,lauded city efforts to clean riverfront property."Since this effort began, we have seen a dramatic difference along the river in the city," Hutsel said. "There is less trash, fewer encampments and a new hope that a lasting improvement is being achieved." Cleanup efforts are part of the "Clean SD" initiative, which launched May 2017.So far, crews have removed more than 1,000 tons of litter from illegal dumping hot spots in Ocean Beach, City Heights, San Ysidro, Logan Heights, Paradise Hills, Webster, Mission Beach, Point Loma and Pacific Beach. 2105

SAN DIEGO (CNS) - Authorities reached out to the public Wednesday for help identifying a man who entered the women's locker room at a Hillcrest hospital and prevented a woman from leaving the restroom after she rejected his advances.The suspect entered the women's locker room at the UC San Diego Clinical Training Facility at 210 Dickenson St. shortly before 11:15 a.m. on Aug. 20, according to San Diego police.A 30-year-old woman was using the restroom inside the locker room when the man walked inside, prevented her from leaving, then asked her, "Don't you want this?" while gesturing to his body, police said. The man then left the restroom, but held onto the outside doorknob to keep the victim from locking the door.He then walked back inside the restroom and blocked her from leaving four more times before she was able to lock herself inside the locker room and wait until he left.Once the victim heard a co-worker in the hallway, she left the locker room and went outside the building to get help, but she saw the man near another building and she ran away before calling 911.The suspect was described as a 6-foot white man with a thin build, unshaven face and short, dark-colored hair with a gray patch near his right temple. He also had a tribal design tattoo that circled around his right arm and various tattoos on his left arm.On the day of the incident, he was wearing khaki shorts, a yellow- colored reflective vest and dark-colored tennis shoes.Anyone with information on the man's identity or whereabouts is asked to call SDPD's western division at 619-692-4800 or Crime Stoppers at 888-580-8477. SAN DIEGO (CNS) - At least three vehicles were burned Wednesday morning when a carport caught fire in the parking lot of a Mountain View apartment complex, but firefighters prevented the flames from spreading to the apartments nearby, authorities said.The blaze was reported at 5:10 a.m. in the parking lot of an apartment building on Benfield Court, off South 45th Street between Ocean View Boulevard and Imperial Avenue, according to the San Diego Fire-Rescue Department.Firefighters responded and found a carport engulfed in flames along with at least three vehicles in the parking lot, a SDFRD dispatch supervisor said. Crews knocked down the flames within 20 minutes and no adjacent structures were damaged.No injuries were reported.The cause of the fire was under investigation. 792

  

SAN DIEGO (CNS) - An East Village couple was behind bars Wednesday for allegedly subjecting a 3-year old child to torture and sexual abuse over a several-month period while caring for the toddler at their home, San Diego police reported.Officers arrested Marcos Javier Ramirez, 27, and 25-year-old Vennesia Ruiz in the Midway area on Tuesday evening, SDPD public-affairs Lt. Shawn Takeuchi said.Ramirez and Ruiz had been entrusted by an acquaintance to care for the child when the abuse allegedly began last October, Takeuchi said. Three months later, the toddler's mother began to suspect that there was abuse occurring and notified the police, the spokesman said.Ramirez was booked on suspicion of lewd acts with a minor, forcible sex with a foreign object, torture and child cruelty, according to jail records. Ruiz was being held on suspicion of two counts of the latter charge. Both were scheduled for arraignment April 6.Takeuchi, who declined to specify the child's gender, described the suspects as "a couple" but said he did not know if they are husband and wife. He also said he was unsure what circumstances led the toddler's mother to hire them as care providers. 1183
