BEIJING, Aug. 4 (Xinhua) -- China's Supreme People's Court issued a new regulation Tuesday to encourage parties involved in conflicts to mediate for resolution.     The regulation is in response to a rapid increase in lawsuits during the past two years.     It clarifies transitional procedures for parties to cease actions in the people's courts and turn instead to industrial or community mediation.     The move is an attempt to bring social organizations into play at an action's early stage to ease public discontent and prevent aggravation of resentment and tension. It is in accord with the new objective of a harmonious society outlined by the Communist Party of China and the government.     According to the court's statistics, lawsuits for criminal, civil affairs and administrative issues submitted to courts around the country in 2007 increased by 7 percent from 2006 to 5,550,062 cases. The courts handled 6,288,831 lawsuits in 2008, 13.31 percent up from 2007.     "Entering a transitional period of development, Chinese society is encountering an increasing number of new contradictions and problems it has never before experienced," said court spokesman Sun Jungong Tuesday.     "Mediation bodies need to be strengthened to make a bigger contribution to the resolution of disputes," he said.     The regulation means agreements achieved in arbitration or mediation by administrative bodies, mercantile organizations and industrial groups will have the same force in law as those judged by the people's courts.     "The courts at all levels should guide mediation and arbitration methods in a scientific, fair and rational way as well as act as supervisors and executors of agreements," said Jiang Huiling, vice director of the SPC's judicial reform office.

BEIJING, Oct. 1 (Xinhua) -- China is to hold a National Day military and mass parade as well as an evening gala on Tian'anmen Square Thursday to mark the 60th anniversary of the founding of the People's Republic of China (PRC).     Following will be highlights of the once-in-a-decade grand celebrations:     -- Chinese leaders, including President Hu Jintao, will be on Tian'anmen Rostrum to observe the parade.     -- President Hu is to review line-ups of the tri-service People's Liberation Army (PLA), standing in an open-top home-made Red Flag limousine.     -- National flag raising ceremony will be held on Tian'anmen Square.     -- Military parade is expected to involve more than 8,000 people, and a total of 52 types of new weapon systems, including the PLA's missiles, airborne early warning and control aircraft, unmanned aerial vehicles and other sophisticated military hardware, will be shown.     -- Military paraders will march goose-step through the square in new-style uniforms initiated in 2007.     -- Women militia soldiers in purple skirts will march goose-step through Tian'anmen Square, holding submachine guns. The formation will be led by two models who used to be good at cat walking.     -- Snow Leopard armed police unit, which took charge of security of the 2008 Beijing Olympics, will be shown at the National Day parade.     -- Sixteen female fighter pilots, the country's first batch, are expected to make a debut in a fly-past at the parade.     -- Civilian formations will march through Tian'anmen Square, showcasing panoramic achievements China has made over the past sixdecades. The mass parade will feature dozens of floats themed with, for instance, the Beijing Olympics and the devastating Wenchuan earthquake in southwestern Sichuan last year.     -- Improved relations between the mainland and Taiwan will be showcased at the parade.     -- China's agriculture scientist, Yuan Longping, will wave his iconic invention of "super hybrid rice" atop of an agriculture-themed float, escorted by farmers.     -- China's first astronaut Yang Liwei and first space walker Zhai Zhigang will show up on a float along with four other colleagues that have entered the space aboard Shenzhou series of spaceships since 2003.     -- Hurdler Liu Xiang and diving diva Guo Jingjing will stand ona float to show the achievements in sports. HAIKOU, Aug. 10 (Xinhua) -- The bodies of two people were retrieved in south China's island province of Hainan on Monday, bringing the death toll from the tropical storm Goni to five, local officials said.     The fourth was a fisherman who was killed when the fishing boat "Qiongdanzhou 00301" was wrecked at the Yangpu Port, while the fifth one, a fisherwoman, died after "Qiongdanzhou 52153" sank near Danzhou City, officials said.     Another two fishermen on "Qiongdanzhou 00301" and "Qiongdanzhou 00878", as well as four crew members on a Cambodian vessel are still missing, said an official with the Hainan marine search and rescue center.     The difficulty of rescue has increased as the provincial meteorologic center warned of continuous thunderstorms in northwestern Hainan in the following 24 hours, he said.     More than 1.6 million people in Hainan Province were affected by Goni, which forced local authorities to relocate 92,000, officials said.     It toppled more than 575 houses and damaged 2,311, as well as inundated 68,000 hectares of cropland, he said.     Goni landed in Hainan Wednesday and left China at 5 p.m. Sunday.

URUMQI, Sept. 5 (Xinhua) -- The party chief of Urumqi and police chief of northwest China's Xinjiang Uygur Autonomous Region were removed from their posts Saturday. The removal came after the July 5 riot in Urumqi which left 197people dead and following syringe attacks in the city that caused panic among the public. Li Zhi, 59, secretary of the Urumqi Municipal Committee of the Communist Party of China (CPC), was replaced by Zhu Hailun, 51, secretary of the CPC Xinjiang Autonomous Regional Political and Legislative Affairs Committee, according to a decision by the CPC Xinjiang Autonomous Regional Committee and approved by the CPC Central Committee.     Li was appointed the Urumqi party chief in November, 2006.     Also on Saturday, Xinjiang's police chief Liu Yaohua was replaced by Zhu Changjie, party chief of Xinjiang's Aksu Prefecture. Zhang Hong said on Friday the situation was basically under control in the city.     SYRINGE ATTACKS     Fresh protests broke out this week after hundreds of Urumqi residents reported that they were stabbed by syringes. Five people were dead and at least 14 people hospitalized over injuries in the protests.     Tens of thousands of people took to the streets to protest against the syringe attacks and demand security guarantees.     By Thursday, local hospitals had dealt with 531 victims of hypodermic syringe stabbings, 106 of whom showed obvious signs of needle attacks.     Chinese military medical experts on Saturday ruled out the possibility that radioactive substance, anthrax and toxic chemical were used in recent syringe attacks in Urumqi City.     "According to the preliminary test results, such possibilities can be ruled out," said Qian Jun, director of Disease Control and Biological Security Office with China's Academy of Military Medical Sciences.     Qian said he, along with other five medical experts from the military, had examined medical records of more than 200 victims since Friday.     Samples had been sent to Beijing for further test, Qian added.     Xinjiang police has captured 25 suspects amid the syringe scare, of whom seven are in police custody, four were arrested and four others were referred for criminal prosecution.     Four suspects, three men and one woman, have been prosecuted for endangering public security, said Wutkur Abdurahman, procurator general of the city's procuratorate Saturday.     The four, all from the Uygur ethnic group, were involved in three cases.     Two suspects threatened a taxi driver with a syringe and robbed him, one suspect allegedly inserted a pin into a woman's buttock at a roadside fruit stall, and the other injured police when resisting arrest with a syringe that contained drug.     SOCIAL ORDER BACK TO NORMAL     Xinhua reporters witnessed Saturday that most of the buses in Urumqi had resumed operation. People could be seen on buses, some of which were even a bit crowded. Many were waiting at bus stops.     A large number of customers could be seen at the Carrefour Supermarket at Nanhunanlu Road. Long queues were seen in front of the cashiers at noon.     In Hepingnanlu Road and Xinhuananlu Road, areas mainly inhabited by people of Uygur ethnic group, shops on both sides of the roads have resumed operation.     Situation in Urumqi came under control Friday, as there were no major protests in the city. Small crowds, which gathered "in a fewlocations," were soon dispersed, said Executive Deputy Mayor ZhangHong. BEIJING, Aug. 8 (Xinhua) -- China will continue to strengthen international judicial cooperation with other countries, including the United States, a spokesperson for China's Ministry of Justice said.     The unnamed spokesperson made the statement while commenting on the case of two former Bank of China (BOC) managers in southern Guangdong Province, who were convicted in a U.S. court last year of embezzlement and money laundering, the Legal Daily reported Friday.     "China welcomed the verdict by the U.S. court," which sentenced Xu Chaofan and Xu Guojun, two former managers of the BOC Guangdong Kaiping Branch, and their wives, to prison terms of eight to 25 years, the spokesperson said.     Xu Chaofan was sentenced to 25 years in jail and Xu Guojun to 22 years. Their wives were each sentenced to eight years in prison. All four were further sentenced to three years of supervised release and ordered to pay 482 million U.S. dollars in restitution.     The four were found guilty of a racketeering conspiracy that began in 1991 and continued until October 2004.     Prosecutors said the defendants laundered stolen money through Hong Kong, Canada and the U.S., including 3 million U.S. dollars deposited at several Las Vegas casinos.     The case was one of the biggest of its kind since the founding of New China in 1949.     It has, however, reinforced the positive development of Sino-U.S. judicial cooperation and provided experience in dealing with organized economic crime.     "Fleeing suspects are doomed to be punished by law," said the spokesperson.     International judicial cooperation, an effective way of fighting crime, would contribute to the crackdown on trans-national crimes, he said.     Professor Huang Feng of the Beijing Normal University's Criminal Law Research Institute said Xu's sentencing in the U.S. provided "an alternative to extradition" as the two countries had not signed an extradition treaty.     Fleeing suspects could still be convicted abroad, though they currently could not be repatriated, Huang said.     Foreign Ministry spokesman Ma Zhaoxu said in May the two guilty couples should be repatriated or extradited to China as soon as possible.
