A 12-year-old boy and his 7-year-old relative are safe after taking a family SUV on a joyride from New York City to the Delaware border, according to police.Authorities say the children took off in a Range Rover from a Queens home in South Ozone Park just before 9 a.m. Monday.With the 12-year-old at the wheel, police say the children crossed the Verrazzano-Narrows Bridge and drove through New Jersey.They were stopped by authorities at a rest stop on the New Jersey-Delaware border, according to police.Investigators say neither of the children or any other drivers were hurt during the incident.This story was originally published by staff at WPIX. 660

(KGTV) - Solar panels are set to become a far more common sight atop homes in California.The California Energy Commission is set to adopt the new building energy standards that, in part, will require all new homes constructed to include solar panels.The mandate would affect all single-family and low-profile (three stories or less) homes, condos, and apartments that obtain building permits after Jan. 1, 2020.RELATED: Top candidates for California governor lay out plans to address affordable housing issueThe commission estimates new homes will cut energy use by more than 50 percent under the solar mandate.The standards also include updates to ventilation, nonresidential lighting, and heat transfer standards. Consumers may see an added to an average monthly payment but save an estimated on monthly heating, cooling, and lighting bills under the new standards, according to the commission.In California, solar panels can cost homeowners between ,928 to ,340 on average, according to Energy Sage. A 29-year-old man who deliberately drove a car into a crowd outside Britain's Houses of Parliament has been charged with two counts of attempted murder, the Metropolitan Police in London said Saturday.Salih Khater of Birmingham, a Sudanese-born UK national, is scheduled to appear in court Monday, police said in a news release.Three people were hurt early Tuesday when the car collided with cyclists and pedestrians as well as police officers before crashing into barriers outside Parliament, police said. Those should be sent no later Dec. 11 (for cards, letters and priority mail packages) and Dec. 18 (for priority mail express military service, available to most destinations.)USPS has also created military care kits, including several free postal items, to help send packages overseas. Shipping guidelines can be found here.How to helpFor those unsure of how to help, there are a few options.One method is through the USO. The organization sends a variety of holiday care packages that can support up to 50 troops a piece depending on the option chosen.
